Striving to complete the plan of 3,000 km of expressway in 2025

This afternoon, March 29, Prime Minister Pham Minh Chinh; Deputy Prime Ministers Tran Hong Ha and Le Thanh Long chaired an online meeting of the Government Standing Committee on the report on the results of the inspection and urging the implementation of the plan to complete 3,000 km of expressway by the end of 2025 of 7 inspection teams led by Deputy Prime Ministers. Vice Chairman of the Provincial People's Committee Le Duc Tien attended the meeting at the Quang Tri bridge.

According to the report of the Ministry of Construction, to complete the goal of having over 3,000 km nationwide by 2025, the Ministry of Construction, localities and Vietnam Expressway Corporation (VEC) are currently implementing 28 projects/component projects with a plan to complete in 2025 (collectively referred to as projects) with a total length of about 1,188 km.

Of which, the Ministry of Construction and VEC have 17 projects/889 km, and localities have 11 projects/299 km. In addition, the two projects Dong Dang - Tra Linh (Cao Bang province, 93 km long) and Huu Nghi - Chi Lang (Lang Son province, 43 km long) are scheduled to be completed in 2026, but the two provinces have registered to strive to open the route before December 31, 2025. Up to now, the progress of most projects is closely following the plan, many projects are ahead of schedule. However, there are still some projects that are behind schedule, some problems and shortcomings have not been completely resolved.

In that situation, from March 6 to March 14, the Prime Minister established 7 inspection teams led by Deputy Prime Ministers to directly inspect the scene, organize work with localities, investors, and contractors; issue 7 notices assigning specific tasks to each agency and unit to focus on removing obstacles and promoting project progress.

Based on the actual situation, according to the assessment of the working groups, there are 18 projects/897 km including basically no major difficulties or obstacles, the implementation progress is closely following the set plan. There are 10 projects/291 km with a plan to complete in 2025 and 2 projects Dong Dang - Tra Linh, Huu Nghi - Chi Lang with a plan to open the route in 2025. Although there have been positive changes, there are still some tasks of site clearance and construction material sources that have not met the requirements. Some projects are at risk of not being completed as planned.

Reporting at the meeting, Vice Chairman of the Provincial People's Committee Le Duc Tien said that the Van Ninh - Cam Lo expressway project has a total length of 65.7 km, of which the section running through the province is 32.53 km long. By October 2024, the province had handed over 100% of the cleared land on the main route. Currently, the contractor has basically completed the roadbed and asphalt surface, and is constructing the median strip and traffic safety system on the main route. The key problem of the province is at 3 interconnecting intersections including: the 780 m long National Highway 9 intersection; the 600 m long Northern Highway 9 bypass intersection and the 850 m long National Highway 9D intersection with 92 households who have not agreed on a compensation and support plan.

At the working session with the second working group of Deputy Prime Minister Nguyen Chi Dung, the province proposed to allow support under the authority of the Provincial People's Committee. Thanks to that, up to now, 91/92 households have agreed to receive money and hand over the site. The remaining 1 household is being directed by the political system and the police force to continue to mobilize and at the same time develop a construction protection plan on March 31 to hand over the site to the construction unit.

Concluding the meeting, Prime Minister Pham Minh Chinh emphasized that to complete the target of 3,000 km of expressway by 2025, ministries, localities and units must identify this as an important and top political task to focus on directing, operating and properly implementing commitments on progress. Focus on fighting corruption and waste during the project implementation process.

Continue to deploy working groups led by Deputy Prime Ministers to inspect, urge, direct and remove difficulties and obstacles. Request localities to mobilize the entire political system to complete site clearance work before April 15 as committed, especially in provinces with large site clearance volumes; develop resettlement policies with the spirit of "new housing must be equal to and higher than the old housing"; speed up licensing progress, increase capacity of construction material mines. Actively coordinate with the Ministry of Finance in reviewing and supplementing capital sources for projects.

Regarding the central ministries and branches, the Prime Minister requested to continue directing investors and contractors to organize construction in 3 shifts and 4 teams to speed up the construction progress, ensuring the main route of the Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Bung - Van Ninh expressway projects to be opened to traffic on April 30 and the 70 km section of Van Phong - Nha Trang to be completed. Allocate sufficient capital for the projects.

Instruct localities on procedures for returning excess material dumping sites after construction is completed; assess the level of direct impact on people's lives and health due to project construction... Assign Vietnam Electricity Group to urgently direct relevant units to speed up the relocation of high-voltage power lines, so as not to affect the construction progress of projects.
