The above request was made by Prime Minister Pham Minh Chinh in the Directive on strengthening measures to ensure a joyful, healthy, safe and economical Lunar New Year 2025.

It is strictly forbidden to give or receive Tet gifts to leaders in any form.

The Prime Minister requested agencies in the State administrative system to strengthen the work of preventing and combating waste and negativity; strictly implement the ban on organizing visits and New Year greetings to superiors and leaders at all levels; and not organize delegations from the Central Government to visit and wish New Year greetings to Party committees and authorities of provinces and cities.

" It is strictly forbidden to give or receive Tet gifts to leaders at all levels in any form; do not use state budget, means, and public assets against regulations for festival and entertainment activities...; do not use alcohol when participating in traffic; do not participate in superstitious activities; leaders at all levels are only allowed to attend pagodas and festivals when assigned ," the directive stated.

Leaders of ministries, branches and localities must strengthen dissemination, direction, detection, prevention and strict handling of acts causing harassment and inconvenience to businesses and people in handling work, and strengthen measures to prevent negativity and corruption in public service activities.

Besides, it is necessary to create conditions for businesses to stabilize and maintain production and business activities, striving to achieve the highest level of set goals and targets.

The Head of Government requested that immediately after the Tet holiday, agencies, organizations and units urgently focus on work, not allowing delays to affect production and business activities, and strive to complete tasks right from the first month of the year.

In particular, pay attention to implementing the progress of summarizing Resolution No. 18 on schedule, streamlining the organization and apparatus of the political system to operate effectively and efficiently.

Combine 2 months of pension to pay on Tet holiday

The Prime Minister assigned the Ministry of Labor, War Invalids and Social Affairs to preside over and coordinate with ministries, branches and localities to focus on reviewing and grasping the living conditions of policy beneficiaries and people in difficult circumstances to care for them and promptly have appropriate support policies.

At the same time, organize visits and give gifts to the right subjects, in accordance with the regime, publicly and transparently, avoid duplication and overlap, do not take advantage of or profit from policies, ensure that all policy subjects have gifts and receive gifts before Tet.

Units and localities should facilitate workers to take Tet holiday and return to work after Tet; pay attention to supporting workers who have suffered a sharp decrease in income, lost or lacked jobs due to the impact of natural disasters, epidemics, and businesses that have narrowed production and business.

The Head of Government noted the need to strengthen inspections and implement measures to ensure occupational safety and hygiene, ensuring that civil servants, public employees, and workers are paid their full salaries and bonuses and are given proper Tet holidays according to regulations.

Vietnam Social Security has done a good job of resolving and paying social insurance and unemployment insurance benefits to ensure they are adequate and timely for beneficiaries; and has made lump-sum payments of two months' pension and social insurance benefits (January and February 2025) in the January 2025 payment period to create conditions for policy beneficiaries to enjoy the spring and celebrate Tet.

Strengthen inspection of declaration and posting of train and bus ticket prices

The Prime Minister directed the Ministry of Transport to preside over and coordinate with ministries, branches and localities to strengthen the regulation and strictly manage transportation activities to serve people's travel needs during the Lunar New Year, and to prevent people from returning home late for Tet due to lack of means of transportation.

At the same time, strengthen inspection of the implementation of declaration and posting of transportation fares, train and bus ticket prices according to regulations.

The Ministry of Transport needs to coordinate and effectively implement solutions to control and reduce traffic accidents and overcome traffic congestion, especially on routes connecting Hanoi, Ho Chi Minh City, major traffic hubs (stations, airports, ports, etc.) and areas where the Spring Festival is held.

" Regularly inspect and prevent drivers from violating alcohol and drug regulations; strengthen security and order at airports, train stations, and bus stations; strictly handle violations of carrying too many people and illegally increasing ticket prices; strengthen conditions to ensure rescue when incidents and accidents occur, " according to the directive.

On the side of the Ministry of Public Security, the Prime Minister requested strict handling of violations of laws on traffic order and safety, especially those related to the use of alcohol, beer, and banned substances while driving.

The Ministry of Public Security is also assigned to preside over and coordinate with ministries, branches and localities to organize attacks and suppress crimes before, during and after Tet.

In particular, it is necessary to focus on fighting and destroying criminal networks and gangs, especially crimes of theft, fraud and appropriation of property, crimes using firearms, committing particularly serious crimes, crimes related to "black credit", crimes of smuggling, trade fraud, production of counterfeit goods, crimes in the fields of finance, banking, high-tech crimes, drug crimes...

Do not use state budget to organize fireworks display

The Prime Minister requested the People's Committees of provinces and centrally run cities to decide on the organization of fireworks displays to celebrate the New Year based on the practical situation, capabilities and conditions of the locality to create a joyful and exciting atmosphere among the people, ensuring safety, saving, and not using the State budget in accordance with the provisions of Decree No. 137/2020 of the Government on the management and use of fireworks.

Localities strictly implement the management and organization of festivals according to regulations, ensuring that festival activities, spring celebrations, traditional anniversaries, year-end summaries, meetings, conferences, tree planting festivals, etc. are practical, safe, economical, not wasteful, and in accordance with the cultural traditions of the nation and the customs and practices of each locality.

Regarding the supply of goods during Tet, the Prime Minister assigned the Ministry of Industry and Trade to proactively direct localities to have plans to prepare supplies of essential goods and goods with high consumer demand, ensuring quality, fully and promptly meeting people's needs, and preventing shortages and disruptions in supply that cause unreasonable price increases.

The Prime Minister assigned the Ministry of Finance to closely monitor price and market developments, especially essential consumer goods and services and items subject to price stabilization, promptly direct and take measures to strictly handle violations of price laws within its authority.
