On the afternoon of June 3, at the regular Government press conference, answering about the current power shortage situation, Deputy Minister of Industry and Trade Do Thang Hai said that at present, many places are lacking electricity, affecting the lives, activities, and production of people and businesses.

On behalf of the Ministry of Industry and Trade, the Deputy Minister would like to express his sympathy and share the difficulties of businesses as well as the inconvenience and suffering in people's daily lives as well as production and business of businesses when there is a power shortage.

The Deputy Minister said that in the first 4 months of the year, the electricity supply situation was stable, but since the beginning of May, there has been a record heat wave in many localities, which is expected to continue for a while, increasing the demand for household electricity consumption. Meanwhile, the water flow to hydroelectric reservoirs, especially in the North, is very low, affecting the electricity supply in the dry season of 2023, especially in the past time, when imported coal sources arrived more slowly than the demand for electricity production.

Since the beginning of 2023, realizing the difficult situation of electricity supply, the Government, the Prime Minister, and the Ministry of Industry and Trade have directed the Vietnam Electricity Group (EVN) and the Vietnam Minerals Group to proactively monitor the weather situation, ensure fuel supply for power generation, and accelerate the upgrading and repair of power source and grid projects. However, in reality, there have been difficulties in electricity supply during the peak of hot weather. The Government has directed relevant ministries, branches, and units to deploy necessary solutions to supply electricity at the highest level, especially in the short term.

The Ministry of Industry and Trade has also directed units to drastically implement solutions to supply electricity during hot weather.

Firstly , strengthen the operation of the existing power system; ensure fuel supply for electricity production. The Ministry of Industry and Trade strongly directs this work, supports EVN in performing its tasks. Directs the preparation for power generation. Save electricity internally. Increase coal output for power supply, regulate coal supply for power generation by about 300,000 tons for May and about 100,000 tons for each following month; increase 18% of gas supply in the Southeast region and 8% of gas supply in the Southwest region for power production.

Second, urgently put renewable energy plants into the national grid to supply electricity. As of the afternoon of May 31, 7 projects with a total capacity of 430 MW had generated commercial electricity to the grid; 40 projects had their prices approved by the Ministry of Industry and Trade, and are urgently completing steps to put electricity on the grid. 59/85 projects with a total capacity of 3,389 MW have sent documents to the power trading company to negotiate electricity prices. There are 26 transitional power plants with a capacity of about 1,340 MW that have not yet sent documents to EVN to negotiate electricity prices.

Third , about saving electricity, saving is not only when there is a power shortage but it is a consistent policy, at this time it must be more drastic. The Ministry of Industry and Trade has also launched a nationwide electricity saving campaign. 55/63 provinces and cities have issued instructions on saving, saving about 20 million KW/h/day, equivalent to about 2.5% of daily electricity consumption. If saving is done well, this is a very effective solution, especially during hot weather.

“In the coming time, with a total capacity of 81,500 MW while the peak load demand is 44,000 MW, if we ensure that the generators do not encounter problems, operate reliably and have enough fuel and water in the reservoirs, we can overcome the power shortage, ensuring electricity for daily life and production,” the Deputy Minister affirmed.

Regarding wind and solar power projects not included in the planning, the Deputy Minister said that the Prime Minister has approved the Power Plan VIII, which states the scale of renewable energy. The Ministry of Industry and Trade will specify the scale of each project to work with localities. For projects not included in the planning, the Ministry of Industry and Trade has given specific instructions to resolve them, including negotiating and agreeing on electricity prices with projects that comply with legal regulations.

The Deputy Minister stated that removing difficulties for projects is necessary but must fully comply with other regulations on planning, land, and environmental protection. The Ministry of Industry and Trade has given specific instructions for investors to complete the dossiers of each project, with a goodwill attitude, harmonizing interests, and the goal is to quickly put the projects into place to overcome violations, complete the dossiers, and promptly put them into the grid to contribute to the national electricity supply.
