How much income do hamlet leaders in Ho Chi Minh City have to "buy positions"?

According to social media reports, a person named T. spent 100 million VND on a hamlet official in Binh Chanh district to get him a hamlet leadership position and was advised to spend 100 million VND so that this person's child could become the hamlet youth union secretary.

However, according to verification by local authorities, this information is false. There is a person named T. in the area as above, but this person affirmed that he did not report and that the above incident did not occur.

The above information is also hard to believe because in reality, Ho Chi Minh City is lacking many non-professional staff in hamlets and neighborhoods. It is difficult to find staff to work in hamlets because the income is very low.

On March 14, 2024, the People's Council of Ho Chi Minh City issued Resolution No. 02/2024/NQ-HDND stipulating the titles, quantity, some regimes and policies for non-professional workers at the commune, residential area and hamlet levels; people directly participating in activities in residential areas and hamlets; and the fixed operating budget for socio-political organizations at the commune level, the operating budget for residential areas and hamlets in Ho Chi Minh City.

According to Resolution No. 02/2024/NQ-HDND, in residential areas and hamlets, there will be a maximum of 5 people receiving monthly allowances. Depending on the population size of each residential area and hamlet, the monthly allowance fund is divided into 2 levels of 4.5 or 6 times the basic salary for each unit.

In particular, hamlet leadership positions such as Hamlet Party Cell Secretary; Hamlet Chief are only allowed an allowance of 3,276,000 VND/month (for hamlets with 350 households or more) or 2,574,000 VND/month (for smaller hamlets).

For the position of Secretary of the Youth Union of the hamlet or Head of other associations (Veterans' Association, Elderly Association, Red Cross Association, Farmers' Association), the monthly allowance is only 2,340,000 VND (for hamlets with a scale of 350 households or more) or 1,638,000 VND (for smaller hamlets).
