Attracting talent will create economic growth momentum.

Speaking at a working session with Ho Chi Minh City National University and Hanoi National University on September 6, Deputy Prime Minister Tran Hong Ha said that in order to develop the country quickly and sustainably, human resources are the internal strength, new resources and innovation, attracting talent will create new momentum for economic development.

According to the Deputy Prime Minister, Hanoi National University and Ho Chi Minh City National University have been established for nearly 30 years, based on the correct policy on education development. Therefore, this is the time to summarize and evaluate to summarize the good things that have been done, the things that need newer thinking so that the two units can promote democracy, intelligence and pioneer in innovation.

"The goal is for the two National Universities to become one of the pioneering fields leading the way in integration and to be able to integrate through quality, standards and regulations. Hopefully in the future, there will not only be two National Universities but also many more National Universities with the mission of leading the region in human resource training," said Deputy Prime Minister Tran Hong Ha.

Deputy Prime Minister Tran Hong Ha raised the issue that in the near future, the education sector will summarize the Resolution of the Central Executive Committee related to education and training. Therefore, it is necessary to redefine the systems of viewpoints and thinking in the context of the world undergoing many changes. The upcoming problem for education and training is to meet the goals, political tasks and expectations of the country.

5 recommendations of Ho Chi Minh City National University

At the meeting, Associate Professor Dr. Vu Hai Quan, Director of Ho Chi Minh City National University, presented 5 recommendations of Ho Chi Minh City National University to the Government and ministries and branches.

Associate Professor, Dr. Vu Hai Quan proposed that the Deputy Prime Minister consider and direct ministries, branches, and localities to implement the proposed contents in the Project "Developing Ho Chi Minh City National University into the group of leading educational institutions in Asia ".

Mr. Quan said that in 2022, for the first time, the Politburo issued Resolutions on the development of 6 strategic regions, emphasizing the role of universities. On October 7, 2022, the Politburo issued Resolution No. 24-NQ/TW on socio-economic development, ensuring national defense and security in the Southeast region until 2030, with a vision to 2045.

The resolution sets a target that by 2030, the Southeast will become a dynamically developing region with high economic growth rates and the largest growth driver in the country.

Ho Chi Minh City National University was assigned by the Prime Minister to preside over the Project " Developing Ho Chi Minh City National University into the group of leading higher education institutions in Asia" . This project is part of the Government's Action Program to implement Resolution 24, with the vision of becoming a top research university system in Asia, a place where talents converge and spread Vietnamese knowledge and culture; creating new growth momentum, new, fast and sustainable development space for the Southeast region.

The core mission is to develop training, research and start-up programs in the fields of Semiconductor Technology, Biotechnology, Digital Transformation and Artificial Intelligence among the top in Asia; develop Ho Chi Minh City National University into a national innovation center, connecting with regional and world centers.

In early August 2023, Ho Chi Minh City National University completed the draft of this Project and is collecting opinions from ministries, branches, and localities before submitting it to the Prime Minister for consideration and approval. This is an important orientation for Ho Chi Minh City National University to continue its mission, which is to carry out national strategic tasks and regional development tasks of the country.

Second, Mr. Quan proposed assigning Ho Chi Minh City National University to appraise and approve detailed plans for component projects under its management, in order to speed up the progress of investment preparation and disbursement of development investment capital.

Third, Ho Chi Minh City National University recommends that the Government soon issue a Decree on National University and a Decision to promulgate the Regulations on organization and operation of National University and member higher education institutions, in the direction of increasing autonomy and self-responsibility.

Accordingly, the Decree needs to clarify the provisions in Clause 2, Article 8, Law on Higher Education 2018 amendment: "National universities have high autonomy in activities related to training, scientific research, finance, international relations and organizational structure".

Fourth, it is necessary to review, supplement and clarify the provisions on emulation titles, emulation flags and Certificates of Merit at the National University level; emulation and commendation results at the National University level are recognized as equivalent to those at the ministerial and sectoral levels, and are accumulated when considering higher commendations according to the 2022 Law on Emulation and Commendation, effective from October 1, 2024, which stipulates that the National University is allowed to directly submit to the Prime Minister forms of State-level commendation equivalent to those of ministries, sectors and agencies under the Government.

Finally, Associate Professor Dr. Vu Hai Quan proposed that the competent authorities allow the rearrangement of the capital that had been canceled due to not being fully disbursed in previous years, for the compensation and site clearance project of Ho Chi Minh City National University in Binh Duong province and Ho Chi Minh City, to promptly supplement capital to speed up and complete the site clearance work at Ho Chi Minh City National University Urban Area.
