On the evening of February 2 (the 5th day of the Lunar New Year), in Lang Son province, after spending the whole day inspecting the construction sites of the Chi Lang - Huu Nghi (Lang Son) and Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway projects, Prime Minister Pham Minh Chinh chaired a meeting with relevant ministries, branches and agencies to continue to resolve difficulties and obstacles, and resolve proposals and recommendations to promote these two expressway projects.
During the day, the Prime Minister stopped at four construction sites of these two projects, encouraged and presented Tet gifts to officials and workers at the construction sites. Accompanying him were Deputy Prime Minister Tran Hong Ha, Minister of Transport Tran Hong Minh, Minister of Planning and Investment Nguyen Chi Dung, and leaders of ministries, sectors and localities.
The Dong Dang - Tra Linh Expressway project has a total length of 121 km, divided into 2 investment phases with a total investment of more than 23,000 billion VND.
Phase 1, Dong Dang - Tra Linh Expressway is invested with a length of more than 93 km. The starting point is at Tan Thanh border gate intersection (Van Lang district, Lang Son province). The ending point is at National Highway 3 intersection (Chi Thao commune, Quang Hoa district, Cao Bang province).
The project is implemented in the form of BOT by the People's Committee of Cao Bang province as the competent state agency, a consortium of investors led by Deo Ca Group.
With a total investment of 14,114 billion VND in phase 1, of which state budget capital accounts for 69.43%, equivalent to 9,800 billion VND, this project is planned to recover capital within a period of 22 years and 4 months.
Once completed, this expressway will shorten the travel time from Cao Bang to Hanoi and vice versa from 6-7 hours to about 3.5 hours. The project will open up opportunities for economic, social and cultural development of the two provinces of Cao Bang and Lang Son, connecting the northeastern border region with the capital Hanoi and the economic poles of the whole country.
The project started on January 1, 2024. According to schedule, the project will be completed in 2026 but is striving to open to traffic in 2025.
According to the report, up to now, the land has been basically handed over for the entire route of 93.14km/93.35km, reaching 99.8% of the route length. Localities and agencies are implementing procedures to build 6 resettlement areas and relocate technical infrastructure (22 high-voltage power line locations), the progress basically meets the requirements.
Regarding construction, investors, project enterprises, and contractors mobilized 36 construction teams, 650 pieces of equipment, and 1,500 personnel, and completed two mountain tunnel items. The total output of the packages was 1,360.01/10,056.85 billion VND, reaching 13.52% of the contract, 0.54% faster than planned.
The Huu Nghi - Chi Lang border gate expressway project under the BOT form is about 59.87 km long (including 43km of expressway and 16.87km of connecting route to the border gate), passing through the districts of Chi Lang, Cao Loc, Van Lang and Lang Son city.
After completion and operation, the project will connect Huu Nghi - Coc Nam - Tan Thanh border gates to the economic centers of Hanoi - Bac Giang - Bac Ninh, shortening the connection time to seaports in the Hai Phong - Quang Ninh area, contributing to increasing domestic and international trade, along with the Dong Dang - Tra Linh expressway, synchronizing the entire northern expressway network, improving the overall operational efficiency.
In the phased phase, the project has a scale of 4 lanes, a 17 m roadbed, and a design speed of 80 km/h (the completed phase has 6 lanes, a 32 m roadbed). The total investment in the phased phase is 11,029 billion VND; the plan is to complete in 2026, and is striving to open to traffic in 2025. The project is managed by the People's Committee of Lang Son province as the competent state agency, a consortium led by Deo Ca Group as the investor, with an operating period and toll collection to recover capital of about 25 years and 8 months.
Up to now, the locality has handed over 47.34 km of the project site to the project enterprise out of 59.87 km of the total length of the route, equivalent to 79%. Difficulties and obstacles in site clearance have been basically resolved, however, the remaining volume is usually very difficult. The resettlement area is currently carrying out investment preparation procedures, expected to organize contractor selection in the first quarter of 2025, expected to be completed in the second quarter of 2025.
Regarding construction, the contractors have mobilized 806 engineers and workers, 397 pieces of equipment, and organized 39 construction teams. The project enterprise aims to open the route in 2025, with an expected output of VND 4,623.53 billion. However, the project progress is still behind schedule, and the slow mobilization of loan capital by investors and project enterprises has also affected the overall progress of the project.
At the meeting, delegates focused on discussing and resolving difficulties and obstacles related to site clearance, relocation of technical works and proposals and recommendations related to capital allocation and the proportion of state budget capital participating in PPP projects.
Speaking at the meeting, Prime Minister Pham Minh Chinh emphasized that Cao Bang and Lang Son are two provinces with heroic historical and revolutionary traditions, making great contributions to the cause of protecting and building the country.
However, the two provinces have difficult traffic conditions, and transportation is still a bottleneck. Of the five modes of transportation (road, sea, rail, air, inland waterway), the two provinces mainly have roads, and have not yet fully exploited their potential and development advantages, including border gates with China.
Welcoming the proactive spirit of the two provinces of Lang Son and Cao Bang in investing in two expressways with the participation of Deo Ca Group, the Prime Minister emphasized that these two expressway projects have important and strategic significance for the two provinces of Cao Bang, Lang Son and the northern mountainous provinces, not only in terms of economy but also in terms of national defense and security; at the same time, contributing to expressing gratitude and repaying the people of the two provinces, the previous generations who have made great contributions, those who have devoted and sacrificed for the revolutionary cause.
Reaffirming the goal of completing these two expressways in 2025 to contribute to the smooth operation of the entire expressway from Cao Bang to Ca Mau this year, the Prime Minister welcomed the spirit and enthusiasm of working through Tet at the construction sites of the two projects; the locality and the investor also paid attention to policies and took care of Tet for cadres and workers at the construction sites.
The Prime Minister highly appreciated and requested investors and contractors to continue to make efforts, try, and surpass themselves to accelerate and make breakthroughs; increase human resources, machinery, and "3 shifts, 4 crews" construction, "overcome the sun, overcome the rain, not lose to storms", "only work, no retreat", work through holidays and Tet, all for the development of the country; increase the application of science and technology, innovation; ensure safety at construction sites; ensure progress and strive to exceed progress while improving project quality; ensure environmental sanitation, use resources effectively, save resources, recycle waste to promote circular economy. At the same time, actively mobilize subcontractors and local businesses to participate in the project. Authorities need to strengthen inspection and supervision to ensure projects ensure progress, quality and prevent corruption and negativity.
Regarding difficulties, obstacles, proposals and recommendations, the Prime Minister agreed in principle to immediately implement phase 2 of the Dong Dang - Tra Linh project (expanding the existing 93.35 km route to 4 full lanes and building a new 27.71 km route connecting Tra Linh border gate); at the same time, implementing sections to connect this expressway with Cao Bang city (17 km long) and to Ta Lung border gate (13 km).
The Prime Minister also agreed with Lang Son province's proposal to build a section connecting the Huu Nghi - Chi Lang expressway to Tan Thanh border gate and upgrade the road connecting Lang Son with Thai Nguyen.
The Prime Minister requested agencies to research and select appropriate investment forms for the above-mentioned connection projects, ensuring strict, public and transparent procedures, with localities acting as the governing bodies and promoting the spirit of self-reliance, self-improvement, and increasing savings to take care of the budget for site clearance for the projects.
Regarding proposals and recommendations related to capital allocation and the ratio of state capital in PPP projects, the Prime Minister emphasized that the principle in implementing public-private partnership projects is to harmonize interests and share risks among the State, people and enterprises; if the capital ratio changes, the toll collection time must be changed; if the adjustment is reasonable, it must be done quickly, the handling process must be considered objectively, honestly, ensuring publicity, transparency, and fighting negativity and waste. The Prime Minister assigned the Deputy Prime Ministers in charge of the field to directly direct related contents, make decisions in February, if beyond authority, report to the Prime Minister, propose competent authorities to consider and decide.
