Announcement of the conclusion of the Steering Committee for anti-corruption and negativity of the city at the Thursday meeting

(Haiphong.gov.vn) - On the afternoon of January 10, the City's Steering Committee for Anti-Corruption and Negativity (Steering Committee) held its Fifth Meeting chaired by Comrade Le Tien Chau, Member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong City, Head of the Steering Committee.

Also attending the meeting were representatives of the leaders of the agencies: Committees of the City Party Committee, Office of the City Party Committee, Office of the City People's Committee, City Police, City Military Command, Hai Phong Border Guard Command, City People's Procuracy, City People's Court, City Inspectorate, Department of Justice, City Civil Judgment Enforcement Department.

Comrade Le Tien Chau, Secretary of the City Party Committee, Head of the Steering Committee spoke at the meeting.

1. The meeting assessed the situation and results of the Steering Committee's activities in 2023; directions and tasks for 2024.

In 2023, the Steering Committee advised the Standing Committee of the City Party Committee to promptly concretize the guidelines of the Central Committee and the Central Steering Committee on the work of preventing and combating corruption and negativity through specific directives. The work of preventing, detecting and handling corruption has been implemented synchronously, systematically and effectively. The work of propagating and disseminating the Party's guidelines and policies and the provisions of the State's laws has been innovated in a practical and specific direction, enhancing the role and responsibility of cadres, party members, civil servants, public employees and the People in the work of preventing and combating corruption and negativity.

The Steering Committee issued and effectively implemented the Work Program, Inspection and Supervision Program, established 06 specialized Inspection Teams and 03 Inspection Teams for leadership, direction and implementation of handling of cases and incidents under the supervision and direction of the Standing Committee of the City Party Committee and the Steering Committee. Innovated the leadership and direction of handling cases and incidents in a timely, quick and clear manner with clear progress of settlement; proactively reviewed and added 04 cases and incidents to the monitoring list for focused direction and handling... contributing to improving the effectiveness of anti-corruption and negativity work in the city.

Strengthening coordination, speeding up the progress of resolving cases, especially cases, incidents under the supervision and direction of the Standing Committee of the City Party Committee and the Steering Committee. Finished handling 06 cases, incidents and are completing the documents to advise the Standing Committee of the City Party Committee to continue to finish directing to remove them from the monitoring list (The case of Bui Van Luc, former cadastral officer of Minh Duc town, Thuy Nguyen district, who committed the crime of "Abusing position and power to appropriate property"; the case of "Embezzlement" occurring at the Got Ferry Management Board under the Hai Phong Waterway Traffic Assurance Joint Stock Company; the case related to the handling of Hai Phong Customs Department officials; the case related to Hai Phong Electricity One Member Co., Ltd.; the case of granting a Certificate of Land Use Rights at plot 1236, Anh Dung ward, Duong Kinh district; the case occurring at the Wholesale Market Project, Hong Bang district); directed the handling of 05 cases and incidents (the case of Abuse of power while performing official duties occurred in Hung Dao commune, Kien Thuy district (now Hung Dao ward, Duong Kinh district); the case of Abuse of position and power while performing official duties occurred in Cat Ba National Park; the case of asset recovery in the Le Thi Hien case; the case related to the Van Huong Luxury Villa Village Project, Do Son district; the case related to the Hon Dau International Tourist Area Project, Do Son).

Regarding the direction and tasks for 2024, continue to closely follow the direction of the Central Steering Committee on anti-corruption and anti-negativity, the City Party Committee, the Standing Committee of the City Party Committee, the Working Regulations of the City Steering Committee on anti-corruption and anti-negativity, innovate the content and methods, improve the operational efficiency of the Steering Committee, the Standing Committee of the Steering Committee and the Standing Body of the Steering Committee. Focus on directing Party committees at all levels, Party organizations and unions to well perform the following key tasks:

(1) Strengthen propaganda, dissemination, dissemination, innovation in content, form, method, concretization and serious and effective implementation of the Party's guidelines and resolutions, State policies and laws, documents of the Central and City Party Committees on the work of preventing and combating corruption and negativity.

Focus on reviewing, amending, supplementing, perfecting and strictly implementing working regulations, regulations, professional processes, ethical standards, codes of conduct, regulations on prohibited acts, things that cadres, party members, civil servants, public employees are not allowed to do and other measures to control power, prevent and combat corruption and negativity. Protect and promptly reward those who discover, reflect, report, denounce, inform, inform, provide information about violations, abuse of position, power, abuse of power, corruption and negativity.

(2) Effectively implement solutions to prevent corruption and negativity; promote administrative reform, judicial reform, digital transformation to ensure publicity, transparency, prevention and suppression of all violations, abuse of position and power, abuse of power, corruption and negativity. Strengthen inspection, supervision, and examination, select a number of topics for areas prone to corruption and negativity such as: tax, land, resource exploitation management, transportation, prominent, pressing issues of public concern in the area, and specialized areas; Check and verify information reflecting, requests, recommendations, complaints, denunciations, accusations, and reports with basis on violations, taking advantage of, abusing positions, powers, abusing power, corruption, and negativity according to Party regulations and State laws... Timely detect and clarify the responsibilities of collectives and individuals, especially leaders in advising and promulgating mechanisms, policies, and regulations with many loopholes, inadequacies, or inserting local interests, "conflicts of interest", "group interests" for organizations and individuals to take advantage of corruption, negativity, causing damage to the property and interests of the State and the People.

(3) Strictly implement regulations on power control, prevention and combat of corruption and negativity in personnel work, inspection, supervision, enforcement of party discipline and in inspection, auditing, investigation, prosecution, trial and execution of judgments; enhance the responsibility of leaders in the work of preventing and combating corruption and negativity.

(4) Innovate and improve the effectiveness and efficiency of the supervision work of the Hai Phong National Assembly Delegation, People's Councils at all levels; supervision and social criticism of the Vietnam Fatherland Front and socio-political organizations. Direct, rectify and overcome manifestations of shirking, evasion, working half-heartedly, and fear of responsibility among cadres and party members, especially leaders and managers at all levels.

(5) Focus on directing the completion of handling corruption and negative cases, especially those under the supervision and direction of the Central Steering Committee, the Standing Committee of the City Party Committee and the Steering Committee. Continue to review and put corruption and negative cases and incidents of public concern in the city into the Steering Committee's supervision for focused direction and handling; resolutely overcome the "petty corruption"; create a strong change in the fight against corruption and negative cases at the local and grassroots levels.

(6) Research and propose reward and incentive mechanisms for agencies, units and individuals who complete assigned tasks; at the same time, seriously criticize and remind agencies, units and individuals who do not complete their tasks.

2. The meeting also agreed to assign the City Party Committee's Internal Affairs Committee to receive the opinions of the delegates at the meeting; based on the documents of the Central Committee, the Central Steering Committee on anti-corruption and anti-negativity, and the Standing Committee of the City Party Committee, to develop the 2024 work program of the Steering Committee; the 2024 inspection and supervision program of the Steering Committee and the Standing Committee of the Steering Committee to ensure compliance with principles, regulations, and the actual situation; avoid overlapping in content and subjects; ensure that the inspection and supervision are focused and key, and appropriate to the actual situation.
