Quang Yen City Party Committee: Summarizing 10 years of implementing Politburo Directive 35 on citizen reception work

On the morning of August 16, the Standing Committee of Quang Yen City Party Committee held a conference to review 10 years of implementing Directive No. 35-CT/TW dated May 26, 2014 of the Politburo on "Strengthening the Party's leadership in citizen reception and complaint and denunciation settlement (KNTC)".

After 10 years of implementing Directive No. 35-CT/TW of the Politburo, the work of receiving citizens and resolving complaints and denunciations in Quang Yen town has achieved many positive results. In 10 years, the whole town has organized 1,419 conferences to propagate and disseminate the law with 90,475 participants.

Attention has been paid to the work of inspection, supervision and examination of citizen reception and complaint and denunciation settlement. Through inspection, examination and supervision, the advantages have been recognized and evaluated; at the same time, the limitations have been pointed out for timely overcoming and rectification in order to bring the work of citizen reception and complaint and denunciation settlement into order, ensuring compliance with the regulations of the Party and the State, strengthening the Party's discipline and order, the effectiveness of state management, stabilizing the political security situation, and social order and safety.

Regarding the work of receiving citizens, Party Secretaries at all levels from the town to the grassroots level chaired 2,279 meetings with 1,223 citizens; the Town Party Secretary alone received 61 meetings with 993 citizens, and had 4 unscheduled meetings with 7 citizens.

The Chairman of the Town People's Committee received 603 sessions with 3,932 citizens; of which 211 regular sessions with 3,279 citizens and 392 unscheduled sessions with 653 citizens. The Chairmen of the People's Committees of communes and wards received 8,980 sessions with 2,091 citizens. The leaders of agencies and units always listened to and grasped the aspirations of the people; thereby, they promptly considered and handled the legitimate aspirations of the people in accordance with regulations, strengthening the close ties between the Party, the State and the people. The reception of citizens was carried out seriously and received public approval and appreciation.

At the conference, delegates focused on clarifying the results achieved as well as the shortcomings and limitations in implementing Directive 35 of the Politburo; proposed a number of recommendations and solutions to continue effectively implementing the Directive in the coming time; including overcoming the shortcomings in implementing Directive 35 of the Politburo in the town.

In the coming time, Quang Yen Town will continue to propagate, thoroughly and effectively implement directives, resolutions, leadership documents and directions of the Central and the province on the work of receiving citizens and handling complaints and denunciations; in which, enhance the role and responsibility of leaders of Party committees, authorities at all levels and heads of agencies and units in the work of receiving citizens and handling complaints and denunciations; pay attention to thoroughly handling complaints and denunciations, especially those related to personnel of congresses at all levels. Strengthen inspection, supervision and monitoring of the work of receiving citizens and handling complaints and denunciations; continue to innovate and improve the effectiveness and efficiency of the supervision of the People's Council, the Vietnam Fatherland Front and socio-political organizations on the work of receiving citizens and handling complaints and denunciations. Improve the quality of the staff working in the work of receiving citizens and handling complaints and denunciations; Implement well the Law on Grassroots Democracy, especially in compensation and site clearance when reclaiming land; promptly and properly resolve the legitimate rights of people whose land is reclaimed to limit the occurrence of complaints and denunciations.
