The Department of Education and Training requests the Departments of districts, towns, cities and educational institutions in the province to continue to deploy, disseminate and propagate to cadres, civil servants, teachers, staff, students and parents about the content, purpose and meaning of Circular 29. Thoroughly educate cadres and teachers to fully understand and strictly implement the regulations of the Ministry of Education and Training on extra teaching and learning. Units have plans to inspect and supervise; resolutely not to let extra teaching and learning not in accordance with regulations; absolutely not to create pressure for students to attend extra classes. In addition, well implement professional solutions for teaching and learning to implement the 2018 General Education Program to ensure quality and effectiveness.

The Department of Education and Training advises the People's Committees of districts, towns and cities to manage extra teaching and learning activities in the area according to their functions and tasks. Directs primary schools in the area not to organize extra teaching for primary school students according to the provisions of Clause 1, Article 4, Circular 29.

The disclosure of information of organizations and individuals organizing extra classes and learning activities outside of schools that collect fees from students, the management of teachers teaching at schools who participate in extra classes outside of schools is carried out according to regulations. The whole province has 979 extra classes outside of schools that have registered for business.

Management of teachers teaching at schools participating in extracurricular teaching: 744 secondary school teachers and 751 high school teachers participating in extracurricular teaching at licensed tutoring establishments. All cases of extracurricular teaching are reported to the principal about the subject, location, form, and time of extracurricular teaching.

Educational institutions are organizing review and training for students, especially those with unsatisfactory academic results and final year students; subject teachers regularly monitor and review students with unsatisfactory academic performance to organize additional teaching to meet students' wishes...

In the coming time, the Department of Education and Training will continue to direct units to thoroughly implement Circular 29 in educational institutions, widely propagate to parents and the whole society to grasp the spirit of Circular 29. At the same time, direct educational institutions to implement the 2018 General Education Program to ensure effectiveness. Improve the quality of regular school hours to ensure the program objectives of subjects, reduce the pressure of extra-curricular learning, and promptly support students who have not achieved. Encourage teachers to apply active teaching methods and forms, effectively apply information technology in teaching and learning; focus on experiential activities and career guidance to promote initiative, creativity, practice self-reliance, self-improvement, self-study methods, practical skills, and apply knowledge to solve practical problems of students.

The Department of Education and Training continues to coordinate with agencies and departments to advise the Provincial People's Committee to issue regulations and guidelines for extra teaching and learning activities in the province. Strengthen the direction of organizing review and training for students with unsatisfactory learning results, organize for final year students to strengthen review for the 10th grade entrance exam and high school graduation exam.
