The work of receiving citizens and resolving complaints and denunciations of Quang Yen town is increasingly becoming routine, creating a solid and unified legal basis, ensuring the right to complain, the right to denounce, protecting the legitimate rights and interests of citizens. Many difficult cases have been resolved completely, contributing to creating stability in security and order, consensus of the people, and sustainable socio-economic development.
Synchronous and effective solution
The town identifies the work of receiving citizens and resolving complaints as one of the difficult and complicated tasks, involving many subjects, directly affecting the rights and interests of the State and the people. Therefore, the town synchronously deploys practical solutions, suitable to the characteristics and situation of the locality. In which, the work of propaganda, dissemination and legal education is one of the key steps promoted by the town.
Over the past 10 years, the town has directed the organization of 15 conferences on propaganda, dissemination and legal education with nearly 2,600 participants; broadcast over 81,000 news and articles through the radio system and mass media; launched people to participate in the contests "Learning about the Law on Mediation at the Grassroots Level" (842 entries), "Learning about the Constitution of the Socialist Republic of Vietnam" (nearly 14,500 entries)... The town maintains the "Law Day" activity to contribute to raising legal awareness of civil servants and public employees, serving their professional work well.

The town established an Advisory Group to resolve complaints and petitions from citizens, with members being leaders of agencies, units, and the Town Lawyers Association. The Group has actively and proactively advised and assisted the Chairman of the Town People's Committee in resolving complaints and petitions, especially complicated and prolonged cases, and cases where there is no consensus on the resolution between relevant agencies.
The citizen reception regime is strictly implemented according to the provisions of the Law on Citizen Reception. The Chairman of the Town People's Committee periodically receives citizens on the 1st and 15th of each month; the Party secretaries of communes and wards periodically receive citizens twice a month; the Chairman of the Commune and Ward People's Committee periodically receives citizens on Thursdays every week. In special cases when requested, the town leaders receive citizens unexpectedly. Every month, the Town People's Committee organizes a meeting to review the implementation results and propose specific solutions to direct the resolution of petitions, recommendations, and complaints of citizens.
Along with that, the town is interested in improving and fostering professional skills for the staff working in receiving citizens and advising on resolving complaints and denunciations; arranging headquarters, equipping facilities, applying IT to serve citizen reception activities, making it convenient for citizens to make complaints, denunciations, recommendations and reflections.
Positive, clear change
In recent years, Quang Yen has implemented many key investment projects of the province and the town, with a large area of land being reclaimed, leading to many complaints and petitions from the people. According to statistics, from 2014 to present, the head of the town government has received citizens in 603 sessions with 3,932 people/2,648 cases; received 4,443 complaints and petitions, of which 4,028 petitions were eligible for settlement under the authority. The town has processed and resolved 3,983 petitions, and is continuing to resolve 45 petitions.

With the activeness and initiative of the agencies, departments and offices under the Town People's Committee, members of the Vietnam Fatherland Front Committee and socio-political organizations from the town to the grassroots level in propaganda, mobilization and mediation work, the complaints and denunciations in the area have been considered and resolved by specialized agencies and units. The results of the settlement have mostly received the consensus of the people. The number of mass petitions and complaints at higher levels has tended to decrease, the number of cases where people continue to complain out of the total number of resolved cases has a low rate; there are no mass, complicated, pending, prolonged complaints and denunciations that cause insecurity and order.
In addition to the achieved results, the work of receiving people and handling petitions and complaints of the town still has shortcomings and limitations: The staff assigned to be in charge of receiving people in communes and wards are mainly part-time, so the classification and handling of petitions is not thorough; the classification of petitions and complaints still confuses petitions with recommendations and reflections; the quality of handling complaints and complaints in some communes and wards still has errors, not in accordance with regulations on procedures...
Mr. Nguyen Van Bac, Vice Chairman of the Town People's Committee, said: In the coming time, the town will continue to improve the quality of the team working in public reception to gradually improve the quality of public reception work, resolve complaints and denunciations from the grassroots level; consolidate and improve the quality of grassroots mediation teams, select people with legal knowledge and prestige in the community to participate; strengthen the responsibility of the heads of Party committees, commune and ward authorities in grasping the ideological situation and public opinion of the people to promptly advise and propose directions to resolve arising cases, not to be passive and surprised.
