After nearly 10 years, the intersection between Vo Chi Cong - National Highway (QL) 1 and Da Nang - Quang Ngai Expressway (Cay Coc 3-way intersection, Ha Lam town, Thang Binh) has just been cleared.
In addition to the tireless propaganda and mobilization work of the entire political system from the district to the grassroots level, there is a contribution from the Inspectorate of Thang Binh district in advising on resolving the first complaint of citizens and inspecting and concluding violations when implementing the project to upgrade and expand National Highway 1.
In this case, the Inspectorate of Thang Binh district was assigned to advise the Chairman of the District People's Committee to resolve the first complaint of Ms. Bui Thi Nuoi's household regarding land recovery decisions and approval of compensation plans.
In the first decision to resolve the complaint, the Chairman of the People's Committee of Thang Binh district accepted part of the complaint. The citizen continued to complain for the second time, which was resolved by the Chairman of the Provincial People's Committee and is currently filing a first-instance administrative lawsuit at the Provincial People's Court.
It should also be added that immediately after the decision to resolve the first and second complaints took legal effect, citizens complied with the administrative decision, received compensation, and handed over the site for project construction.
Sharing about the process of advising on resolving citizens' complaints, according to Ms. Bui Thi Trang - Chief Inspector of Thang Binh district, the unit advised the district People's Committee to simultaneously implement many solutions so that people would agree to comply with the policy.
In particular, the “4 to the end” motto was flexibly applied (resolving to the end; propagandizing to the end; supporting to the end; handling to the end). The complaint settlement process followed the prescribed procedures and respected the rights of the complainants according to regulations; reviewed the entire process of land recovery, compensation pricing and resettlement arrangements.
When there are still different opinions between the professional agency and the complaint settlement advisory agency, the industry proposes to hold a meeting of the complaint settlement advisory council to solicit opinions, ensuring that the complaint settlement results are strict, objective, in accordance with the law, reasonable, and ensure the legitimate and legal rights and interests of citizens.
“With the spirit of determination to “handle it to the end”, the industry proposed to the Chairman of the District People’s Committee to take strong measures to organize the implementation of the administrative decision to compulsorily recover the land. However, this case later voluntarily received the money and the land transfer certificate” - Ms. Trang shared.
Create people's trust
In 2024, Nam Giang District Inspectorate conducted 6/4 socio-economic inspections (exceeding 150% of the assigned plan). Through the inspection, nearly 10.2 billion VND of economic violations were discovered.
In particular, the proposal to recover and pay back to beneficiaries more than 3.2 billion VND; the proposal to recover and pay to the state budget more than 671 million VND and transfer to the investigation agency to clarify 1 case with the amount of violations of nearly 9.5 billion VND; handle the responsibility of 7 groups and 13 individuals. The result of handling and recovering the amount of violations paid to the state budget after inspection reached 100%.
Mr. Le Van Hien - Deputy Chief Inspector of Nam Giang district said that through the inspection, many loopholes and shortcomings in the management mechanism, policies and laws were discovered and recommendations were made to overcome and improve; and the department has been proactive in preventing, detecting and handling violations of the law.
At the same time, support agencies, organizations and individuals to properly implement legal provisions; promote positive factors; contribute to improving the effectiveness and efficiency of state management, protecting the interests of the State, and the legitimate rights and interests of agencies, organizations and individuals.
According to Deputy Chief Inspector of the province Huynh Ngoc Tien, in the period of 2020 - 2024, the emulation movement in the field of administrative and specialized inspection was closely followed by the entire industry following the direction of leaders at all levels and increasingly demonstrating initiative in implementing inspections.
From surveying to developing plans; detailed plans to deploy inspections and assign specific leaders in charge. The officers and civil servants of the industry always uphold the sense of responsibility, invest in researching related documents, innovate methods and procedures to conduct increasingly strict and effective inspections, ensuring compliance with legal regulations.
In the past 5 years, the whole sector has focused on advising on resolving complaints, denunciations, recommendations and reflections. Thereby, 634 million VND and 4,367m2 of land have been recovered for the State, legal rights have been restored to citizens, nearly 2.9 billion VND and 23,336m2 of land have been recovered and returned to organizations and individuals who suffered losses; 20 cases have been recommended for administrative handling; 1 case has been transferred to the police investigation agency for handling. Up to now, there have been no cases of mass, complicated and prolonged complaints and denunciations under the jurisdiction of the Provincial People's Committee.
“Inspection organizations have actively advised on collecting and verifying evidence, preparing initial records, and applying policies and regimes according to the provisions of law. Therefore, the effectiveness and efficiency of handling complaints and denunciations have been increasingly improved, limiting petitions that go beyond the level and preventing hot spots from occurring, creating people's trust in the Party and the State,” Mr. Tien acknowledged.
Chairman of the Provincial People's Committee Le Van Dung suggested that in the coming time, the provincial inspection sector should continue to do a good job of political and ideological education, training moral qualities, and being exemplary of inspection officers; creating trust among cadres, party members and people.
