Protect the legitimate rights of citizens
Along with the socio-economic development of the province, the number of complaints and petitions in the field of natural resources and environment (TN-MT) is increasing. In particular, complaints about land and petitions and reflections about the environment account for a high proportion; resulting in a very large number of citizens registering for regular and periodic citizen reception at the Department of Natural Resources and Environment.
Ms. Trinh Thi Thanh Hai - Deputy Director of the Department of Natural Resources and Environment, said that the department pays great attention to citizen reception work and strictly implements the Law on Citizen Reception 2014. The Director of the Department of Natural Resources and Environment periodically receives citizens once a month; assigns the Department Inspector to preside over regular citizen reception at the unit.
According to statistics, during the reporting period, the Department received 2,221 visits with a total of 2,605 people. Specifically, regular receptions included 1,934 visits/2,281 people; periodic and ad hoc receptions by Department leaders included 287 visits/324 people; and 2 large groups of 24 people were received. Along with the work of receiving citizens, during the reporting period, the Department of Natural Resources and Environment received, processed, resolved, and advised the Chairman of the Provincial People's Committee to resolve more than 2,978 petitions.
“After receiving citizens, we explained, guided, and basically resolved the requests and wishes of citizens. Many times, after receiving a large number of people, citizens were satisfied and did not continue to make recommendations or complaints. After the regular reception of citizens by the department director, a concluding notice was issued stating the implementation responsibilities of relevant departments and units and reporting the implementation results for the department leaders to monitor and direct…” - Ms. Hai shared.
In Tam Ky City, over the past 10 years, the city has organized a total of 13,368 citizen receptions and received 7,544 petitions. Mr. Do Van Minh - Vice Chairman of Tam Ky City People's Committee said that the petitions were considered and resolved in accordance with legal regulations, reaching a rate of more than 95%; the rights of citizens in the amount of 299 million VND, 471 square meters of residential land have been restored and the state budget has been prevented from losing more than 8 billion VND.
In Hoi An City, the arrangement of the Citizen Reception Office is located within the premises of the City One-Stop Department, which is convenient for citizens. In many cases, when submitting administrative procedure documents but not meeting the conditions for acceptance and resolution, citizens can submit a petition or directly present their opinions to the Citizen Reception Office for consideration and resolution via a petition.
According to Mr. Nguyen Van Son - Chairman of Hoi An City People's Committee, each year, the City Citizen Reception Committee receives more than 1,000 citizens and more than 1,000 petitions of all kinds. In 2024 alone, the City Citizen Reception Committee received 1,427 citizens (the Chairman of the City People's Committee received 103 citizens); received 1,480 petitions (including in other forms).
“Up to now, Hoi An has resolved 20/28 complaints under the authority of the Chairman of the City People's Committee (reaching a rate of 71.4%) and 1,066/1,186 petitions and reflections under the authority of the Hoi An City People's Committee (reaching a rate of 89.88%)” - Mr. Son said.
“The Leader's Promise”
The Provincial Inspectorate assessed that the regular and unscheduled reception of citizens by the Chairmen of People's Committees at all levels and heads of departments, branches and sectors were carried out in accordance with the provisions of law on citizen reception and according to the issued and posted citizen reception schedule.
Thereby, listening to the thoughts, aspirations, requests and recommendations of citizens, promptly answering relevant legal regulations so that citizens can clearly understand the State's legal policies, creating trust, contributing to reducing complaints and denunciations, limiting the situation of complaints beyond the level. After receiving citizens periodically, promptly issuing documents directing the handling, resolution and urging the implementation of conclusions received from citizens.
Over the past 10 years, the Chairman of the Provincial People's Committee has periodically and unexpectedly received 373 cases, 497 visits, and 2,709 people. After the citizen reception sessions, the Provincial Citizen Reception Committee draws up minutes and issues a concluding notice conveying the direction of the Chairman of the Provincial People's Committee to the relevant agencies on the implementation of the conclusions at the citizen reception sessions.
According to Mr. Nguyen Vinh Hien - Deputy Head of the Provincial Citizen Reception Committee, this demonstrates the seriousness and effectiveness after each citizen reception, as a promise of the leader to the people.
Therefore, the conclusions were agreed and trusted by the people, and resolved the people's aspirations. Many complicated and long-standing cases were directed to be resolved.
However, there are still many cases that, for various reasons, have not been promptly resolved by the authorities, and people continue to submit petitions requesting the authorities to implement their conclusions.
Or continue to go to the Provincial Citizen Reception Office to request a citizen reception to present your case again. This affects the effectiveness and efficiency in the direction and administration of the Provincial People's Committee Chairman and the compliance of the lower-level agencies and administrative units. The legitimate rights and interests of the people have not been considered and resolved thoroughly.
“After reviewing, there are still 11 cases that have concluded citizen reception but have not been resolved or answered completely. The Provincial Citizen Reception Committee has coordinated with the Provincial Inspectorate to advise on Decision No. 1761 dated July 25, 2024 of the Provincial People's Committee to establish an Inspection Team to implement the announcement of citizen reception conclusion of the Chairman of the Provincial People's Committee.
The inspection team has conducted inspections in localities, from which many cases have been directed and responded to by localities such as the People's Committees of Tam Ky City, Hoi An, Tien Phuoc...
In addition, some cases such as Mr. Ho Van Dung (Tam Ky City), Ms. Nguyen Thi Huong (Thang Binh District)... have not received timely responses. The working group recommends that the Provincial People's Committee direct the heads of localities to be responsible for resolving the matter thoroughly, not letting it drag on" - Mr. Hien said.
According to Chairman of the Provincial People's Committee Le Van Dung, receiving citizens, resolving complaints, denunciations, reflections and recommendations from citizens is a very important task. We must do a good job of dialogue with citizens to resolve their legitimate rights, ensuring compliance with the provisions of the law. At the same time, we must create consensus and build a good national solidarity bloc.
The Chairman of the People's Committee, the Director of the Department, and the Head must directly receive citizens according to the law, avoiding the situation of delegation. When receiving a petition, the officer receiving the petition must study and explain thoroughly and reasonably so that the citizen understands correctly about the rights and obligations of citizens. Avoid explaining in a roundabout way, causing the citizen to go back and forth many times.
