Clearly demonstrate the responsibility of National Assembly deputies

The 15th National Assembly just held its closing session of the 8th session on the afternoon of November 30. In order for voters and people in the province to promptly grasp information of the session, and at the same time follow the activities of the National Assembly Delegation of the province; Binh Thuan Newspaper interviewed delegate Nguyen Huu Thong - Deputy Head of the National Assembly Delegation of the 15th Provincial Assembly.

Could you please tell us about the important results of the 8th session of the 15th National Assembly that just took place?

Delegate Nguyen Huu Thong: After 29.5 days of working enthusiastically, urgently, scientifically, democratically and with high responsibility, the 8th session of the 15th National Assembly has completed the entire program and achieved great success. The 8th session was held right after the 10th Central Conference. This is the first session responsible for institutionalizing the Resolution of the 10th Central Conference of the 13th tenure, urgently bringing the Party's policies into practice and solving many other important issues of the country, creating a premise to immediately prepare in all aspects for us to enter a new era, an era of the Vietnamese people's rise. The 8th session of the 15th National Assembly is divided into 2 phases, phase 1 from October 21 to November 13, and phase 2 from November 20 to November 30. The 8th session of the 15th National Assembly completed the entire agenda by reviewing 51 contents and groups of contents, including: 33 contents related to legislative work, 18 groups of contents on socio-economics, state budget, supervision and other important issues; at the same time, 12 groups of contents were reported by agencies for National Assembly deputies to study.

After careful consideration, the National Assembly passed 18 laws and 21 resolutions, and gave initial comments on 10 other draft laws; reviewed and decided on personnel work within its authority; and reviewed and decided on the socio-economic development plan, state budget estimates, central budget allocation plan for 2025, national target programs, important national projects and many other important issues; conducted questions and answers; supervised the topic "Implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023"; reviewed reports on synthesizing voters' and people's petitions, reports on the results of supervising the settlement of voters' petitions, reports on the results of receiving citizens, handling petitions and resolving citizens' complaints and denunciations, and a number of other important contents.

Another important content of the session was personnel work. The National Assembly elected the President of the Socialist Republic of Vietnam; elected members of the National Assembly Standing Committee, the Secretary General of the National Assembly; approved the appointment of the Minister of Finance, the Minister of Transport; Judges of the Supreme People's Court; and carried out other personnel work within its authority. According to the assessment, the personnel work was carried out strictly in accordance with the Party's regulations and State laws and achieved high consensus and unanimity among the National Assembly deputies...

A special highlight of this session is that the National Assembly considered and approved the Resolution on the investment policy for the high-speed railway project on the North-South axis, aiming to build a modern, synchronous high-speed railway line, meeting transportation needs, creating an important driving force for rapid and sustainable socio-economic development, promoting advantages on the North-South economic corridor, ensuring effective connection between the East-West corridors and with countries in the region, in conjunction with ensuring national defense, security and international integration, protecting the environment, responding to climate change, promoting the industrialization and modernization of the country, contributing to realizing the goals and tasks according to the Documents of the 13th National Congress of Delegates and the Resolutions of the Party. It can be affirmed that this content has gone down in the history of Vietnam, becoming a decision of the times and of great significance in terms of financial scale, mechanisms and policies.

The 8th session of the 15th National Assembly passed many important contents. Could you please tell us how the National Assembly deputies of Binh Thuan province contributed to the success of the session?

Delegate Nguyen Huu Thong: It can be said that the results of the 8th session clearly demonstrated the sense of responsibility and efforts of the National Assembly to successfully complete the proposed program contents, including the great efforts of the National Assembly deputies in general and the deputies of Binh Thuan province in particular. At the 8th session, the National Assembly Delegation had 6/6 deputies who seriously participated in all activities of the session program; clearly demonstrating the responsibilities and powers of deputies according to the Constitution and the law, promoting the role and tasks of National Assembly deputies. National Assembly deputies were proactive, active, and spent time focusing on carefully studying documents before participating in discussing important issues of the country, draft laws, and question-and-answer sessions according to the session's regulations. The provincial National Assembly Delegation had 28 comments, including 20 comments discussed in groups, 8 comments discussed in the hall, and 2 questions.

In particular, the National Assembly deputies participated in discussing the Government's reports on the results of the implementation of the socio-economic development plan and the state budget in 2024 and reviewed and decided on the socio-economic development plan, the state budget estimate, the central budget allocation plan in 2025 and many reports and projects on urgent issues, serving the national economy and people's livelihood, maximizing resources and development opportunities such as: Resolution on the establishment of Hue city under the Central Government; decision on investment policy for the National Target Program on Cultural Development for the period 2025 - 2035; National Target Program on Drug Prevention and Control until 2030; Resolution on investment policy for the high-speed railway project on the North - South axis...

In addition, the delegates who are Chairmen, Vice Chairmen, and Standing Members of the National Assembly Committees have participated well in the work of chairing and examining the Government's submissions, proposals for explanations, amendments, and supplements to the contents of draft laws and resolutions according to their assigned functions and tasks. At the same time, at the discussion sessions at the National Assembly, the National Assembly deputies and the National Assembly Delegation of Binh Thuan province have also promptly reflected the opinions and recommendations of voters and people in the province to the National Assembly, the Government, and ministries and branches. Many opinions and recommendations of voters as well as some urgent issues of the province have been recognized by the National Assembly, the Government, and ministries and branches. In addition to participating in the activities at the session, the National Assembly Delegation of the province also worked with ministries and branches and related issues of Binh Thuan province.

After the session, the Provincial National Assembly Delegation will coordinate with the Standing Committees of the Vietnam Fatherland Front Committees at all levels in the province and local authorities to organize meetings with voters to report on the results of the 8th session of the 15th National Assembly and the activities of the Provincial National Assembly Delegation. At the same time, it will fully synthesize and promptly reflect the legitimate opinions and recommendations of voters to the National Assembly, the Government, central ministries and branches, People's Committees at all levels and relevant local authorities for consideration and resolution according to their authority...
