Building a team of grassroots union chairmen in private enterprises

BHG - In order to specify the implementation of targets, tasks and solutions of Program No. 11/CTr-LĐLĐ, dated July 9, 2024 of the Executive Committee of the Provincial Federation of Labor (LDLĐ) and Program No. 07/CTr-TLĐ, dated December 11, 2024 of the Executive Committee of the Vietnam General Confederation of Labor on building a team of grassroots trade union chairmen (CĐCS) to meet the requirements of the tasks, especially the Chairmen of grassroots trade unions at non-state enterprises, term 2023 - 2028. Accordingly, the Trade Union at the direct superior level at the grassroots level has focused on guiding and supporting grassroots trade unions in the enterprise sector and grassroots trade unions to promote a sense of responsibility, focus on implementing and specifying tasks at the grassroots level; Actively coordinate with employers in the enterprise to organize the implementation of tasks and propagate and mobilize union members and workers to actively participate in trade union activities; the content and methods of trade union activities have been innovated.

Leaders of the Provincial Federation of Labor chaired the Conference of Chairmen of grassroots trade unions in enterprises and unions.

Currently, the province has 94 grassroots trade unions in enterprises, cooperatives, and trade unions, with 3,325 union members. The grassroots trade union staff includes 264 comrades in the Executive Committee of grassroots trade unions in the enterprise sector, including 94 chairmen of grassroots trade unions, 83 vice chairmen and 93 members of the Inspection Committee. Most of the grassroots trade unions in enterprises are small in scale, with a small number of union members and employees, specifically: 40 grassroots trade unions have more than 25 union members; 32 grassroots trade unions have from 10 to less than 25 union members; 22 grassroots trade unions have less than 10 union members; 4 grassroots trade unions are temporarily suspended. Although the activities of non-state enterprise trade unions, mainly concentrated in Ha Giang city, Vi Xuyen, Bac Quang, still face many difficulties, with the guidance, direction and active support of the Provincial Federation of Labor and the direct superior trade unions at the grassroots level, together with the staff and Chairmen of the trade unions in the enterprises, each employee has raised their awareness of implementing the Party's guidelines, policies and laws of the State, consciously complying with the internal rules and regulations of the enterprise, enthusiastically competing in labor production; actively responding and participating in the movements and activities of the Trade Union. The trade unions of non-state enterprises are increasingly becoming more substantive, the content and methods of operation are being innovated, performing well the tasks according to the provisions of the Charter of the Vietnam Trade Union, especially the work of representing, caring for, protecting the legitimate and legal rights and interests of union members and employees.

The propaganda and mobilization work for union members and employees is organized and implemented by the Trade Unions to 100% of union members and employees, with contents on the Party's guidelines, policies, and resolutions, the State's policies and laws; dissemination and education of law and dialogue with employees; dissemination of the Labor Code, Trade Union Law, Social Insurance Law, crime prevention and control, and "black credit", education to improve public ethics, administrative discipline, and building corporate culture among workers and employees; organizing cultural, artistic, and sports activities to celebrate major holidays of the province and the country.

Labor safety and hygiene work is regularly maintained by the Trade Unions, proactively developing plans to implement activities in response to the movement "Green - Clean - Beautiful, ensuring labor safety and hygiene" associated with the implementation of Workers' Month and Action Month on labor safety and hygiene... Activities to care for union members and workers in difficult circumstances are of interest to the Trade Unions on occasions such as: "Tet Sum Vay - Spring Sharing" program, "Worker's Month", "Trade Union Tet Market", "Trade Union Meal"... organized visits and gave gifts to over 600 union members in difficult circumstances with a total amount of over 420 million VND; actively mobilizing union members to participate in supporting the Provincial "Trade Union Shelter" Program, during the year, supported 4 families of union members and workers to build houses with a total amount of 240 million VND.

In order to gradually build a team of grassroots trade union cadres, especially the grassroots trade union chairmen, who are professional, dedicated and have vision, the grassroots trade union at the higher level always innovates the way the trade union operates in a practical and effective manner; well performing the role, function and task of representing the legitimate and legal rights and interests of workers. Contributing to building an increasingly strong provincial trade union organization.
