Accordingly, experts from the Vietnam Tourism Advisory Council proposed that the Government consider specific visa types such as: Vietnam Golden Visa with a term of 5-10 years, with the possibility of extension, longer than the current term of 1-2 years; Investor Visa with a term of 10 years, with a roadmap to become a permanent resident after 5 years if the investment level is maintained; Talent Visa with a term of 5 years, with a simple renewal process.

These programs can be piloted in some cities or provinces with good conditions such as Phu Quoc, Ho Chi Minh City, Hanoi, Da Nang. In addition, there needs to be a widespread communication and promotion campaign, financially supported by the state budget or taxes collected from tourism activities.
The visa expansion policy is an integral part of the overall strategy, an important tool to boost GDP growth of 8% or more, paving the way for double-digit growth in the future.
Previously, the Prime Minister assigned the Ministry of Foreign Affairs, the Ministry of Public Security and the Ministry of Culture, Sports and Tourism to study appropriate visa policies, especially for traditional friendly countries, diversifying visa exemptions with a number of countries and subjects such as billionaires around the world.
In recent times, Vietnam has become a destination chosen by many billionaires and the super-rich to come and experience vacations. In 2024 and the first months of this year, Vietnam has been welcoming this special group of guests.
Vietnam currently exempts visas for citizens of 30 countries (using ordinary passports). On March 7, the Government announced visa exemption for citizens of 12 countries who are allowed to stay in Vietnam for 45 days from the date of entry, regardless of passport type or purpose of entry.
