The Decision clearly states, to complete the members of the Working Group mentioned in Clause 3, Article 1 of Decision No. 62/QD-BCDCTDQG dated May 4, 2024: Comrade Tran Tien Dung, Deputy Minister of Justice, as a member of the Working Group, replacing Comrade Nguyen Khanh Ngoc.
Previously, Prime Minister Pham Minh Chinh, Head of the State Steering Committee for important national projects and works, key to the Transport sector, signed Decision No. 62/QD-BCDCTDQG to establish a Working Group to assist the Steering Committee to direct the progress of implementing urban railway projects and works in Hanoi and Ho Chi Minh City (Working Group).
The working group performs the function of assisting the Prime Minister in directing, urging, and reviewing relevant ministries, branches, and agencies in resolving important, inter-sectoral issues, handling difficulties and obstacles, and promptly removing mechanisms to ensure the progress of urban railway projects implemented in Hanoi and Ho Chi Minh City.
The working group helps the Prime Minister coordinate and direct the implementation of urban railway projects in Hanoi and Ho Chi Minh City to ensure progress.
In addition, the Working Group regularly monitors and inspects the implementation of the Projects, proactively and promptly supports the Hanoi People's Committee, Ho Chi Minh City People's Committee and related units to ensure progress according to the direction of the Prime Minister.
Every month, the Working Group evaluates the implementation results, promptly detects problems and difficulties, resolves them or reports to the Prime Minister for consideration and resolution according to authority.
The working group studies, proposes solutions, resolves difficulties and obstacles in policies to implement investment projects proposed by units, submits to competent authorities for consideration and decision; organizes surveys, researches and learns from experiences of some countries with modern urban railways and invites experienced domestic and international experts.
The Ministry of Transport is the standing agency of the Working Group; uses its apparatus to perform the tasks of assisting the Working Group; develops work plans and programs, synthesizes report content and drafts conclusions for the Working Group's meetings.
