What does Binh Dinh do to become an ideal destination for investors?

Sending a message inviting investors at the 2025 investment promotion conference, Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan said that Binh Dinh is not only a locality with rich potential, but also a reliable partner, a strategic destination for investors.

“We wish to accompany businesses and entrepreneurs to build new successes, contributing to the overall development of the province and the country,” Mr. Pham Anh Tuan affirmed and said that with the goal of becoming an “ideal destination” for investors, the locality has been implementing breakthrough solutions to attract sustainable investment and promote economic growth.

Investment in synchronous infrastructure development

According to the Chairman of Binh Dinh province, the first and foremost solution is to focus on strong investment in infrastructure, both physical and digital infrastructure.

In terms of physical infrastructure, the province owns a modern road traffic system with the North-South expressway running through the area, 118 km long, expected to be completed in 2025. The Quy Nhon - Pleiku expressway in the East-West direction is about 123 km long, expected to start construction in 2025.

Regarding aviation, Binh Dinh is completing investment procedures to build runway No. 2 and synchronous works at Phu Cat Airport, expected to start construction at the end of the third quarter of 2025. This project aims to upgrade infrastructure to accommodate wide-body aircraft such as Boeing 747 and Airbus A321, gradually turning Phu Cat into an international airport.

In the field of seaports, Phu My port is being built to become the province's main seaport with a depth of over 22m, no sedimentation, and can receive ships with a tonnage of over 150,000 tons, expected to be completed in 2028. At the same time, upgrading, expanding, and building new ports in the Quy Nhon - Thi Nai - Dong Da port areas.

The province is also restoring the railway line to Quy Nhon station and developing a plan to develop a renewable energy high-speed railway connecting the airport, seaport and key economic zones.

Currently, Binh Dinh has also invested in many industrial parks and clusters and prepared many clean land funds (each year preparing from 20ha - 30ha. The land fund is formed along the East - West connecting routes, coastal roads) to be ready for investors to implement projects.

At the same time, attractive price ranges have been prepared for investors. Many industrial parks have infrastructure rental prices of about 25 USD - 60 USD/m2/50 years, much lower than some other industrial parks in the country.

Meanwhile, in terms of digital infrastructure, Binh Dinh is promoting the development of artificial intelligence (AI) applications, 4.0 technology and semiconductor industry.

With great advantages from international submarine optical cables arriving on shore, Binh Dinh is gradually becoming an important traffic junction in cyberspace, capable of providing high-speed internet services, serving advanced applications such as the internet of things (IoT), automation, artificial intelligence (AI), virtual reality (AR/VR), while ensuring safety and quality of international connections.

Binh Dinh has invested in many industrial parks and clusters and prepared many clean land funds to invite businesses to implement projects.

Currently, TMA Solutions Innovation Park, FPT Corporation's training and research projects such as FPT University branch, FPT Software branch in Quang Trung Software Park - Binh Dinh, Technology Research and Training Center Complex in Quy Hoa Science and Education Urban Area, and Artificial Intelligence Center in Long Van New Urban Area, are important nuclei in building smart, modern and sustainable urban areas.

According to the Chairman of Binh Dinh province, the locality is always determined and strives to take the lead in reforming administrative procedures, simplifying procedures on investment, construction, tax, customs and improving the relationship between investors, businesses and the government, aiming to build a professional, modern, effective, efficient administration with the capacity to create development, integrity, and serve the people and businesses.

Mr. Pham Anh Tuan said that in 2024, the index of serving people and businesses of Binh Dinh province will continue to hold the top position in the country. When investing in the province, businesses and investors will have to complete all procedures from investment licensing to construction within 118 days (124 days shorter than the regulation). For projects in economic zones and industrial parks, the time will be shortened from 145 days to 60 days.

In addition, Binh Dinh province prioritizes promoting the application of information technology and digital technology in industries and fields in the spirit of "Digital technology will become the basic production force, digital talent will become the basic resource and digital innovation will become the basic driving force for development". At the same time, promoting transformation to develop the digital economy, helping to shorten the industrialization and modernization process, creating a breakthrough in growth for the province.

Mr. Pham Anh Tuan also shared that Binh Dinh has great potential and advantages to become a tourism center of the region, the whole country and reaching out to Asia. The province not only sustainably exploits and promotes its existing tourism strengths but also synchronously implements solutions to stimulate demand, promote domestic consumption, especially organize international sports events to attract investment and develop tourism.

In particular, Quy Nhon City was honored as "ASEAN Clean Tourist City", affirming its commitment to developing sustainable, environmentally friendly tourism, creating a solid foundation for Binh Dinh to gradually reach out on the international tourism map.

Binh Dinh has a clean, peaceful living environment, stable security and order, and a diverse tourism system from mountains, plains to sea and sports tourism. The province has gradually invested synchronously in health care and education to better serve local people.

“We are planning and attracting investment to build international hospitals, international nursing homes, and international schools to meet the healthcare and education needs of investors, experts, and their families, creating peace of mind when working and living in the province,” the Chairman of Binh Dinh Province emphasized.
