The working group is headed by a Deputy Director of the Department of Finance, the Director of the Provincial Center for Investment Promotion, Trade and Enterprise Support is the deputy head; members are leaders of a number of provincial departments and branches, and vice chairmen of the People's Committees of districts, towns and cities.

Slow site clearance work directly affects the construction progress of a number of works and projects in the area.

The working group is responsible for reviewing, clarifying and summarizing difficulties and problems related to projects, identifying the causes of difficulties and problems and proposing solutions; discussing and guiding departments, branches, agencies, units and localities to remove difficulties and problems according to their authority.

At the same time, summarize difficulties and problems related to projects according to each project and each specific group of issues, clearly identify the handling authority of relevant levels, report to the Chairman of the Provincial People's Committee for direction of implementation; advise the Chairman of the Provincial People's Committee, the Provincial People's Committee reports to competent authorities for contents beyond the province's authority.

In addition, the Working Group is responsible for proposing to the Chairman of the Provincial People's Committee and the Provincial People's Committee to report to competent authorities to amend and supplement relevant legal mechanisms and policies to remove difficulties and obstacles.

The working group is allowed to request relevant departments, branches, localities and units to provide information, coordinate implementation, assign staff and thoroughly resolve problems under the authority of that agency, recommend competent authorities in the province to consider and implement solutions to remove difficulties and problems in the process of implementing investment, land and construction procedures of each project according to specific tasks.

Implementing the Prime Minister's Official Dispatch No. 112/CD-TTg on focusing on resolving backlog projects, stopping construction, urgently implementing, completing, and putting into use to prevent waste and loss, through review in Lao Cai province, there are still 473 projects and works that are backlog, have been stopped for a long time, have no plan to use headquarters and schools after rearrangement, and are behind schedule out-of-budget projects (progress has been extended 2 times or more). Up to now, 126 projects have been completed, and 347 projects are still being focused on being processed.
