On the afternoon of September 19, Permanent Deputy Prime Minister Nguyen Hoa Binh and Deputy Prime Minister Tran Hong Ha chaired a meeting to listen to reports and give opinions on a draft resolution submitted to the National Assembly at the 8th session of the 15th tenure on specific mechanisms and policies to remove difficulties and obstacles for projects and land in inspection, examination and judgment conclusions in a number of provinces and cities, under the direction of the Politburo.
Also attending the meeting were Government Inspector General Doan Hong Phong, Minister of Natural Resources and Environment Do Duc Duy, Minister of Justice Nguyen Hai Ninh; leaders of a number of ministries, branches, central agencies, and committees of the National Assembly.
Regarding the implementation of the Politburo's direction on plans and projects to remove difficulties and obstacles for projects and land in the inspection, examination and judgment conclusions in a number of provinces and cities, Deputy Prime Minister Tran Hong Ha worked with Da Nang city (August 1); worked with leaders of a number of central ministries, departments, agencies of the National Assembly, and localities on the plan to implement the Politburo's direction (August 9); chaired a meeting of the Prime Minister's Working Group on directing and urging the review and proposal to competent authorities to issue specific mechanisms, policies, and related documents to implement the Politburo's direction (September 16).
Deputy Prime Minister Nguyen Hoa Binh emphasized the need to remove difficulties and obstacles for projects and land in the inspection, examination and judgment conclusions in some provinces and cities to bring resources from these projects into life, serving socio-economic development. Delegates focused on discussing and analyzing the solutions and big ideas stated in the draft resolution to see whether they met practical requirements.
According to the report of the Ministry of Natural Resources and Environment, the drafting agency, the draft resolution has groups of policies to handle: Land use term when granting certificates of land use rights for production and business with a term of 50 years in Da Nang city; land allocation and land lease without auctioning land use rights, without bidding to select investors to implement projects using land, determining land prices, calculating land use fees, land rent;...
Each policy group will provide solutions and options for specific projects and groups of projects.
Leaders of the Government Inspectorate, Ministry of Justice, Ministry of Public Security, Da Nang city, Khanh Hoa province, Long An province... basically agreed with the draft content; requested the Ministry of Natural Resources and Environment to absorb and review the scope of adjustment, terminology, and drafting techniques to ensure strict adherence to the direction of the Politburo.
Concluding the meeting, the Deputy Prime Ministers stated that this is a resolution of the National Assembly on specific mechanisms and policies to handle projects and land in a number of provinces and cities. The Ministry of Natural Resources and Environment will closely coordinate with relevant ministries, branches and localities to promptly receive, review and complete the draft resolution dossier to submit to the National Assembly.
The Deputy Prime Ministers said that this is the first step in piloting the removal of difficulties and obstacles for projects and land in the conclusions of inspections, examinations, and judgments under the direction of the Politburo. Localities need to continue to review, synthesize, and report to competent authorities on projects and land with similar situations to propose further solutions.
