Thanh Hoa to Phu Yen proactively respond to heavy rain, flooding, risk of flash floods and landslides

According to the forecast of the National Center for Hydro-Meteorological Forecasting, from November 13 to 17, 2023, the area from Ha Tinh to Phu Yen will have moderate rain, heavy rain, and in some places very heavy rain with common rainfall from 200-500mm, in some places over 700mm; from the night of November 12 to 13, Thanh Hoa and Nghe An will have rain from 50-100mm, in some places over 150mm; there is a risk of flash floods and landslides in mountainous areas and flooding in low-lying areas and urban areas.

To proactively respond and minimize damage caused by heavy rain, floods, flash floods, and landslides, the Steering Committees for Disaster Prevention and Control and Search and Rescue of provinces and cities from Thanh Hoa to Phu Yen are requested to closely monitor forecasts and warnings about heavy rain, floods, flash floods, and landslides, and provide timely and complete information to authorities at all levels and people to proactively prevent, respond, and minimize damage.

The above provinces and cities deployed shock forces to inspect and review residential areas along rivers, streams, and low-lying areas to proactively organize the relocation and evacuation of people in areas at high risk of deep flooding, flash floods, and landslides.

At the same time, organize forces to be ready to control and guide traffic, especially through culverts, spillways, deeply flooded areas, fast-flowing water, and high risk of landslides; resolutely not allow people and vehicles to circulate if safety is not ensured; proactively deploy measures to ensure safety for teachers, students, and educational facilities in flooded areas.

In addition, be ready to deploy measures to drain water, protect production, prevent flooding in urban areas and industrial parks; inspect, review, operate and ensure the safety of reservoirs and downstream areas, especially small hydropower reservoirs and important irrigation reservoirs; arrange permanent forces to operate and regulate and be ready to handle possible situations.

Along with that, check, review, and prepare plans to ensure safety for projects under construction, especially key and vulnerable projects or projects that have had incidents due to recent floods.

Next, strengthen propaganda activities, disseminate instructions on skills to respond to heavy rains, floods, flash floods, landslides and inundation so that people know, proactively prevent, avoid and minimize damage (reference documents have been developed by the Steering Committee and posted on the website: https://phongchongthientai.mard.gov.vn/Pages/Tai-lieu-truyen-thong-pctt.aspx).

The Steering Committees for Disaster Prevention and Control and Search and Rescue of provinces and cities from Thanh Hoa to Phu Yen need to prepare forces and means to deploy rescue work when situations arise; organize serious on-duty shifts, regularly report to the Standing Office of the National Steering Committee for Disaster Prevention and Control and the Office of the National Committee for Incident Response, Disaster Response and Search and Rescue.
