Quang Nam proposes for the third time to recognize as martyrs 2 officers who died while rescuing people

(NLDO) - The People's Committee of Quang Nam province has continuously sent documents requesting the Ministry of Labor, Invalids and Social Affairs to recognize as martyrs two commune officials who died while rescuing people.


On December 27, the Office of the People's Committee of Quang Nam province said that Mr. Tran Anh Tuan, Vice Chairman of the Provincial People's Committee, sent a third document to the Ministry of Labor, War Invalids and Social Affairs (MOLISA) regarding the confirmation of martyr status for Mr. Ho Van Do and Mr. Ho Van So (officials of the People's Committee of Phuoc Loc commune, Phuoc Son district).

In 2020, landslides occurred continuously in Phuoc Son, taking many lives. At that time, 2 brave officials of Phuoc Loc commune went to rescue people but unfortunately died in a landslide.

According to the document, implementing Official Dispatch No. 5267/LĐTBXH-NCC dated December 20, 2022 of the Ministry of Labor, Invalids and Social Affairs in response to the application for the "Fatherland's Gratitude" Certificate of the People's Committee of Quang Nam province in Official Dispatch No. 5288/UBNDKGVX dated August 13, 2021, the People's Committee of Quang Nam province directed the Department of Labor, Invalids and Social Affairs to preside over and coordinate with the People's Committee of Phuoc Son district to review and complete the application for the "Fatherland's Gratitude" Certificate for Mr. Ho Van Do and Mr. Ho Van So.

On January 13, 2023, the People's Committee of Quang Nam province continued to issue Official Dispatch No. 281/UBND-KGVX requesting the Ministry of Labor, Invalids and Social Affairs to consider submitting to the competent authority to grant the Certificate of "Fatherland's Gratitude" to the above two individuals, but up to now, the Ministry has not yet commented.

Through dialogue and contact with voters by the Central and provincial leaders after each National Assembly session, voters of Phuoc Son district always make recommendations on this content.

According to the People's Committee of Quang Nam province, based on the conditions for confirming martyrs as prescribed in Point e, Clause 1, Article 17 of Decree No. 31/2013/ND-CP dated April 9, 2013 of the Government detailing and guiding the implementation of a number of articles of the Ordinance on preferential treatment for people with revolutionary contributions, the rescue of people and property of the People in this case is a process calculated from the time Mr. Do and Mr. So began their mission to rescue the lives and property of 2 households (Mrs. Nguyen Thi Y's household and Mr. Vo Son's household). The two men carried out the task assigned by the Chairman of the People's Committee of Phuoc Loc commune in the context that the entire area of ​​Phuoc Loc commune, located in the area affected by storm No. 9, made landfall, causing heavy rain, strong winds, high river water and rapid flow, causing serious landslides.

Carrying out the task of saving people and property in such circumstances is brave.

Quang Nam Provincial People's Committee believes that in comparison with the provisions at Point a, Clause 2, Article 17, Decree No. 31/2013/ND-CP dated 94-2013 of the Government: "Do not consider confirming martyr status for: a) Cases of death caused by oneself or by violating the law, violating regulations of agencies and units"; therefore, the performance of the above tasks by Mr. Do and Mr. So was assigned by competent authorities and did not violate the law, violate regulations of agencies and units.

The People's Committee of Quang Nam province considers that Mr. Do and Mr. So sacrificed their lives while bravely saving people and property of the people. Therefore, it is recommended that the Ministry of Labor, Invalids and Social Affairs consider and submit to the Prime Minister to grant the Certificate of "National Gratitude" to the above two cases.

According to the incident, on the afternoon of October 28, 2020, Mr. Ho Van So, a Civil Affairs - Propaganda officer, and Ho Van Do, Deputy Secretary of the Youth Union of Phuoc Loc commune (Phuoc Son district), were buried and swept away by a landslide while rescuing people.

Four days later, Mr. Do's body was found on the Dak Mi 4 hydroelectric reservoir - dozens of kilometers away from the accident site. As for Mr. So, his body has not been found yet.

On August 13, 2021, the People's Committee of Quang Nam province issued an official dispatch requesting the Ministry of Labor, Invalids and Social Affairs to submit to the Prime Minister a Certificate of Merit for the above two cases, who sacrificed their lives in bravely saving people and property of the people.

More than a year later, on December 20, 2022, Mr. Dao Ngoc Loi, Director of the Department of Meritorious People, under the order of the Minister of Labor, Invalids and Social Affairs, issued an official dispatch confirming the martyr status of Mr. Ho Van Do and Mr. Ho Van So.

Accordingly, the Ministry of Labor, Invalids and Social Affairs commented: "Mr. Ho Van Do and Mr. Ho Van So were on their way to the area affected by storm No. 9 when they had an accident (landslip) leading to their deaths. Therefore, there is not enough basis to consider and confirm martyr status for Mr. Ho Van Do and Mr. Ho Van So."
