On the afternoon of November 27, the Provincial Party Executive Committee held a conference to discuss and give opinions on the results of leadership in implementing political tasks in 2023, directions and main tasks in 2024 and reports of the Provincial People's Committee Party Committee on adjusting the medium-term public investment plan of the provincial budget for the period 2021 - 2025; the implementation of the public investment plan, national target program in 2023, the expected plan for 2024; report on the final settlement of the state budget in 2022; assessment of the implementation of the budget estimate in 2023 and the allocation of the budget estimate in 2024.

At the conference, delegates agreed with the contents of the reports, emphasizing: In 2023, in the context of many difficulties and challenges, with the determination and high efforts of the entire political system, the consensus and support of businesses and people, the province has achieved relatively comprehensive results; in which it is necessary to mention the important mark and role of the flexible, creative and drastic leadership, direction and management of the Provincial Party Committee, People's Council, Provincial People's Committee, the provincial leaders always closely follow the grassroots, accompany the grassroots in removing difficulties and obstacles. Thanks to that, the province's economy still develops stably, some targets meet and exceed the plan (out of 23 socio-economic development targets, 2 targets exceed the plan, 12 targets meet the plan). The economic growth rate is 1.5 times the national average. Investment attraction continued to be highly effective with many events, advertising and promotion activities, investment and trade being successfully organized; foreign investment capital (FDI) grew significantly compared to previous years, this was the first year that FDI capital reached over 1 billion USD. Key projects and some housing and urban development projects were focused on accelerating progress. The disbursement rate of public investment capital was maintained in the top of the country. The number of newly established enterprises remained high, this was the second consecutive year that the milestone of 1,000 newly registered enterprises was exceeded. The cultural and social fields received comprehensive direction, in accordance with actual conditions, both meeting the task of economic development and serving people's lives well. National defense and security continued to be maintained. Discipline and administrative discipline in state agencies were strengthened. The work of building the Party and the political system continued to be carried out synchronously and had many innovations. The dissemination, propaganda, organization of implementation of resolutions, directives, guidelines, and new policies of the Party and State, and grasp of public opinion and information orientation were carried out promptly and regularly. The construction of model Party cells was promoted. Projects on mass mobilization work were initially deployed and brought into play with good efficiency. The Party's inspection, supervision and disciplinary enforcement work were strengthened, implemented with focus and key points, completing the set program. Internal affairs and anti-corruption, anti-negativity, and judicial reform were directed and implemented seriously; complicated cases and cases of public interest were proactively put under the monitoring of the Provincial Steering Committee for Anti-Corruption and Anti-Negativity and were strictly handled, receiving the consensus and support of public opinion and people.
Delegates focused on discussing and analyzing in depth to clarify some of the achieved results associated with specific tasks of the industry, locality and unit; at the same time, frankly acknowledged the limitations and weaknesses and proposed directions for implementation to overcome them in the coming time.

Concluding the conference, Comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee, highly appreciated the delegates' discussion opinions; at the same time, reaffirmed a number of outstanding results achieved by the province in 2023. He acknowledged and commended the efforts of the entire political system, business community and people of all walks of life in the province in 2023. Although the results have not been as expected, in the general difficult circumstances, the results achieved are very encouraging and are a motivation for the province to continue to make more efforts and determination in the coming time.
In addition to the achieved results, he also frankly pointed out some remaining problems and limitations that need to be focused on overcoming such as: the quality of activities of some grassroots party organizations is not high; leadership and direction capacity is not guaranteed, especially in some localities that still have potential problems of instability that need to be paid attention to and directed in a substantial manner in the coming time. Although economic growth has achieved good results, it has not met the set requirements; some other targets have not been achieved. Many long-standing problems have not been completely resolved; some localities still allow violations in the fields of land, environment, construction investment..., the handling is not timely and lacks determination. The quality and effectiveness of the operations of some levels of government are not high, there are still difficulties and harassment with businesses and people; Although there have been many improvements in staff work, it has not yet met the set requirements... He requested that from now until the end of the year, it is necessary to focus on implementing drastic solutions to successfully complete the tasks of 2023, especially the task of collecting budget and resolving outstanding issues, needs and recommendations of people and businesses.
Forecasting that the situation in 2024 will continue to face many difficulties, he requested that all levels and sectors correctly assess the situation, set out targets, goals, tasks, and effective, appropriate, and timely solutions. To achieve high results, first of all, it requires the drastic and responsible participation of all levels and sectors, especially the leaders from provincial leaders, leaders of departments, branches, districts, cities to the grassroots. All levels and sectors must see their responsibility for the extremely heavy common goals and tasks of 2024 as well as the last year of the term; at the same time, they must continue to strongly innovate in thinking, leadership, direction, and management methods. Party committees at all levels must closely monitor, set out appropriate policies and measures, regularly inspect, supervise, and urge. Authorities at all levels set out tasks and solutions and must persistently, resolutely, and resolutely pursue them until they achieve results. Continue to focus on removing bottlenecks and difficulties, while taking advantage of opportunities to break through and rise up. In addition, it is necessary to maintain high solidarity and unity in implementing goals and tasks; maintain discipline, strengthen coordination between levels and sectors in performing tasks.
