Socio-economic situation continues to achieve many positive results.
According to the report at the conference, in October, the province's socio-economic situation basically recovered after natural disasters and floods, and in general, the 10-month period continued to achieve many positive results. The implementation of development targets for 2024, although still facing many difficulties, was generally on schedule. Industrial production continued to maintain a fairly good growth momentum, with each month being higher than the previous month. The industrial production index in October increased by 21.88% compared to October 2023; the 10-month index increased by 27.16% over the same period. The industrial production value in October was estimated at over VND 80,900 billion, up 23.7% over the same period; the 10-month value reached nearly VND 562,700 billion, up 28.1% over the same period, reaching 84.5% of the plan.
Total retail sales of goods and service revenue in October were estimated at over VND5,810 billion, up 3.45% over the previous month. The value for 10 months reached over VND55,150 billion, up 16.1% over the same period, reaching 86.2% of the plan. The total value of exports and imports in October reached over USD6 billion, up 5.9% over September; 10 months reached USD46.1 billion, up approximately 26% over the same period, reaching 76.8% of the plan.
Total domestic budget revenue in October is estimated at over 1,800 billion VND; in 10 months it is estimated at over 14,200 billion VND, equal to 99.5% of the estimate, up 24.9% over the same period last year. 12/16 revenue items and 3/10 district-level units have exceeded the annual estimate. In October, the whole province attracted 125.75 million USD of total converted investment capital, equal to 78.1% of the same period last year; in 10 months it reached over 1.8 billion USD, equal to 81.8% of the same period last year.
Agricultural, forestry and fishery production continues to be stable. Up to now, the whole province has harvested more than 37,680 hectares of summer-autumn rice, reaching 77.5% of the plan. The harvest and consumption of fruit trees are relatively favorable. Animal husbandry and veterinary work has been given attention; disease prevention measures have been focused on; people have been instructed to re-herd to meet market demand, serving the last months of the year. The targets for basic forestation have exceeded the set plan; in 10 months, the whole province has planted over 5.5 million scattered trees, reaching 86.5% of the plan and more than 810,190 hectares of concentrated forests, reaching 127.4% of the plan. The socio-cultural fields have been given attention, people's lives have been stable; political security, social order and safety have been ensured.
However, the socio-economic development of the province still faces many difficulties and challenges, especially in the face of very complex and unpredictable fluctuations from the outside; while growth drivers within the province have not been effectively promoted such as: Production of some enterprises continues to face difficulties; investment attraction continues to decrease compared to the same period; traffic accidents are complicated; disbursement of public investment capital and the National Target Program is low.
At the conference, delegates focused on discussing difficulties and obstacles in the process of disbursing capital for national target programs (new rural construction; sustainable poverty reduction; socio-economic development in ethnic minority and mountainous areas); progress of public investment disbursement; implementation of documents related to a number of new laws; implementation of Resolution No. 1191/NQ-UBTVQH15 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units in Bac Giang province for the period 2023-2025; production situation of enterprises in industrial parks, investment attraction; preparation of goods, market stabilization at the end of the year.
Speaking at the conference, Comrade Lam Thi Huong Thanh - Permanent Vice Chairman of the Provincial People's Council emphasized a number of tasks from now until the end of the year. She requested that the sectors pay attention to ensuring the disbursement progress of the National Target Programs from now until the end of the year according to the set plan; pay attention to and urge the construction progress of the new Luc Ngan district headquarters, disbursement of public investment capital related to the province's projects...
Focus on reviewing and synchronously implementing solutions to complete the 2024 goals
Concluding this content, Comrade Mai Son - Acting Chairman of the Provincial People's Committee emphasized that in the first 10 months of 2024, the province's socio-economic situation has basically recovered after natural disasters, storms and floods, and continued to achieve many positive results. The implementation of socio-economic development tasks and targets in 2024 still faces many difficulties, but has ensured progress. However, in addition to the achieved results, there are still some difficulties such as: Investment attraction decreased compared to the same period, disbursement of public investment capital is slow; in particular, a number of cadres and civil servants evade and shirk responsibility in performing public duties, affecting the investment environment and image of Bac Giang province.
Regarding the key tasks in the coming time, he requested the sectors to focus on reviewing and proposing effective solutions to complete the goals, plans, and key tasks set out in 2024; develop the program and work plan for 2025; prepare well the contents to be submitted to the Provincial People's Council meeting; and resolve voters' opinions and recommendations.
Focus on implementing the tasks of implementing Resolution No. 1191/NQ-UBTVQH15 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units of Bac Giang province in the period of 2023-2025; especially carefully preparing conditions to prepare good facilities for the new Luc Ngan district and Chu town to come into operation; focus on carefully preparing to successfully organize the Announcement and Launch Ceremony of the new district and commune-level apparatus of Bac Giang province. Direct the completion of investment in the construction of technical infrastructure of the Industrial Parks according to the plan to create clean land funds, synchronously and comprehensively deploy solutions to improve the investment and business environment. Quickly overcome the situation where some officials are afraid, avoid, and shirk responsibility, affecting the investment and business environment of the province; pay attention to listening to and resolving difficulties and problems of people and enterprises; focus on removing bottlenecks leading to waste of resources, affecting the investment environment of the province. Focus on propaganda to get people to agree on new policies related to the Land Law.
Focus on removing difficulties to accelerate the disbursement of public investment capital and capital for national target programs to ensure compliance with the set plan. Review projects, urge programs that cannot be disbursed to adjust capital plans to projects that require capital, to be completed before November 15, 2024. Continue to promote state budget collection, review expenditures that cannot be spent, request recovery to the provincial budget, focus on resolving outstanding debts, tax debts, land use fees, and outstanding debts for basic construction at all levels.
Promote the recovery of agricultural production after storm No. 3 according to the direction of the Prime Minister in Official Dispatch No. 108/CD-TTg dated October 18, 2024; implement measures to prevent and control plant diseases; promote the application of agricultural production processes according to VietGap and GlobalGap standards. Develop livestock herds in conjunction with disease prevention work, ensuring the supply of livestock products for the last months of the year.
Develop a plan to ensure sufficient goods for the people during the 2025 Lunar New Year; strengthen market inspection and control, carry out a peak period to fight against smuggling, trade fraud and counterfeit goods. Implement solutions to ensure price stability in the remaining months of 2024, ensuring supply and demand in the province.
Advise on reviewing and resolving difficulties and obstacles of projects and works that are behind schedule, putting the works into use early, avoiding waste (both public and private investment works). Do a good job of taking care of people with meritorious services, reducing poverty, and ensuring social security. Develop plans and measures to support poor households, policy families, and social protection beneficiaries during the "Peak Month for the Poor" and the Lunar New Year 2025. Strive to complete and summarize the program "Eliminating temporary and dilapidated houses" in all localities. Strengthen, inspect, and supervise the work of counting poor and near-poor households in 2024.
Focus on resolving petitions, complaints and denunciations; proactively take measures to handle problems arising early, from afar, from the grassroots level, ensuring security, welfare and safety, maintaining political security, social order and safety, not allowing the formation of "hot spots".
