DNVN - According to the Ministry of Science and Technology, the development of the Law on Science, Technology and Innovation (S&I) is a necessary step to build a complete legal corridor, creating a foundation for S&I to become a driving force for development, contributing significantly to enhancing Vietnam's position in the international arena.
The Ministry of Science and Technology is currently soliciting public opinions on the draft Law on Science, Technology and Innovation (S&I). This draft is designed to address the shortcomings of the 2013 Law on Science and Technology, while also meeting development requirements in the context of an increasingly rapid socio-economic transformation.
According to the Ministry of Science and Technology, current legal regulations have not met the requirements of developing high-quality human resources and maximizing the driving force from science, technology and innovation in the context of an economy transforming towards a socialist-oriented market mechanism. The law also lacks flexible legal corridors to adapt to the rapid changes of new technology waves as well as deep international integration.
In addition, many important contents related to emergency response, ensuring national safety and security or natural disasters are still not clearly regulated. Other issues such as assigning ownership of scientific research results using the state budget or concentrating resources on knowledge application programs are also considered major limitations that need to be adjusted soon.
From practice as well as difficulties and obstacles in the implementation of the 2013 Law on Science and Technology, the Ministry of Science and Technology recognizes the need to study and comprehensively amend the Law on Science and Technology.

The purpose of completing the draft Law on Science, Technology and Innovation is to build a legal framework that has a positive and effective impact on all scientific research, technology development and application activities on the basis of a comprehensive approach to the national innovation system.
The Law aims to simultaneously promote three core functions: knowledge creation, knowledge application and knowledge dissemination in a strong manner, not only serving socio-economic development but also making significant contributions to humanity. At the same time, the amendment of the Law will ensure sustainable economic growth, improve people's material and spiritual life, ensure national security and safety, and contribute to the completion of the goal of industrialization and modernization of the country by 2030 and the vision to 2045 according to the Resolution of the 13th National Party Congress.
The draft also focuses on inheriting relevant regulations from the 2013 Law on Science and Technology, simplifying administrative procedures, promoting digital transformation in state management and research activities, and expanding the scope of regulation to the non-public sector to enhance the contribution of science, technology and innovation to socio-economic development.
The Ministry of Science and Technology affirmed that this is a necessary step to build a complete legal corridor, creating a foundation for science, technology and innovation to become a driving force for development, contributing significantly to enhancing Vietnam's position in the international arena.
