In order to create a driving force to promote the development of industrial and handicraft production; encourage the transfer and application of science and technology, cleaner production and economic restructuring towards industrialization and modernization, in recent times, industrial promotion activities in the province have been implemented synchronously. The industrial promotion program helps establishments have the right investment direction, improve management capacity, expand production and business, increase competitiveness in the market, and promote the potential and advantages of the locality.
Typical products of many enterprises and rural industrial establishments are supported to promote and introduce at the OCOP product display and sales points and typical rural industrial products of the province.
Pursuant to Decree No. 45/2012/ND-CP dated May 21, 2012 of the Government on industrial promotion and Circular No. 28/2018/TT-BTC dated March 28, 2018 of the Ministry of Finance on guidelines for establishing, managing and using industrial promotion funds, the Provincial People's Committee issued Decision No. 43/2018/QD-UBND dated December 27, 2018 on the Regulations on management and use of industrial promotion funds of Phu Tho province. In the past 5 years (2020-2024) alone, the implementation of industrial promotion policies has supported 78 enterprises to invest in applying advanced machinery and equipment in industrial production; supported the construction of 8 demonstration models of new product manufacturing techniques; supported the establishment of 10 new enterprises in areas with difficult and especially difficult socio-economic conditions; Support design and trademark registration for 19 businesses...
In general, industrial promotion activities have focused on key industries with local strengths such as tea processing, plantation wood processing, agricultural and forestry processing, supporting industries, OCOP products... in line with the province's industrial and handicraft development orientation, contributing to the development of the rural economy. Through industrial promotion activities, industrial and handicraft production establishments are supported to improve technology, increase productivity, quality, diversify products, and participate in the program of selecting typical rural industrial products at the provincial, regional, and national levels. The role of local state management agencies on industry and trade has been enhanced, creating close ties with the business community and rural industrial establishments.
Thuy Van Wood Plastic Joint Stock Company, Thuy Van Industrial Park, Viet Tri City has a plastic panel product that has achieved the title of National Outstanding Rural Industrial Product in 2023. Mr. Phung Minh Noi - Director of the Company said: “The main product of the Company is plastic panels with outstanding features such as being resistant to termites, mold, high durability, and environmentally friendly. During its operation, the Company has received support from the industrial promotion program in building technical demonstration models, promoting and introducing products... At the same time, businesses are consulted and supported to participate in voting for outstanding rural industrial products at all levels; participating in fairs and exhibitions, promoting products to consumers. This is the driving force to help Thuy Van wood plastic products improve their competitiveness and expand their consumption market”.
In particular, from the support fund, the industrial promotion program has contributed to promoting the role of encouraging production establishments to boldly invest in counterpart funds, innovate machinery, equipment, technology, and improve production and business capacity. The implementation of Decision No. 43/2018/QD-UBND dated December 27, 2018 of the Provincial People's Committee on the Regulations on management and use of industrial promotion funds shows that the content and specific expenditure levels for industrial promotion activities in the province comply with Circular No. 28 of the Ministry of Finance. The industrial promotion policy has brought about positive results, contributing to the economic restructuring of the province, making an important contribution to the industrialization and modernization of rural areas.
However, the regulations on industrial promotion funding have changed. Specifically, the Ministry of Finance issued Circular No. 64/2024/TT-BTC dated August 28, 2024, amending and supplementing a number of articles of Circular No. 28. This includes the content of the regulation that the Provincial People's Committee shall develop specific expenditure levels for local industrial promotion activities and submit them to the Provincial People's Council for decision in accordance with the local budget balance capacity. Therefore, it is expected that at the 9th Session of the 19th Provincial People's Council, the Provincial People's Committee will submit a Proposal to issue a Resolution on Regulations on "Specific content and expenditure levels for industrial promotion activities in Phu Tho province".
Accordingly, the capital source for implementation is from the provincial budget, which is arranged annually; contributions and sponsorships from domestic and foreign organizations and individuals; other legal sources of revenue; integration of projects under the National Target Program, target programs and other socio-economic development programs. The subjects of application are organizations and individuals directly investing in and producing industry and handicrafts in districts, towns, communes and wards of Viet Tri city that have been converted from communes for no more than 5 years; industrial production establishments in the province applying cleaner production; organizations and individuals participating in management and implementation of industrial promotion service activities in the province.
The issued resolution will ensure the legal basis for effective implementation of industrial promotion activities.
