On the afternoon of January 9, Deputy Prime Minister Tran Hong Ha, Minister of Transport Tran Hong Minh and a working delegation from the Government and ministries and branches had a working session to inspect the progress of Long Thanh airport.
Deputy Prime Minister Tran Hong Ha requested units to speed up construction of project items.
During the field inspection, Deputy Prime Minister Tran Hong Ha acknowledged the working atmosphere at the construction site with efforts and the units' determination to speed up progress.
However, the Deputy Prime Minister said that to complete the project in 2025, the parties need to have clear measures and carry out construction more urgently. According to him, the projects must be considered as a link that creates an overall picture, reaching the finish line in a synchronous and timely manner, and cannot be divided into packages.
The Deputy Prime Minister expressed his concern about the progress of the implementation of component project 4 (essential works such as vehicle maintenance area, ground services, aircraft cleaning, catering, aircraft maintenance area...). According to the Deputy Prime Minister, component project 4 must be accelerated to keep up and must be one step ahead of component project 3.
At the meeting, Minister of Transport Tran Hong Minh presented that, following the Prime Minister's direction, the Ministry of Transport coordinated with ACV and contractors to review, develop plans, and determine new progress critical paths. The Ministry of Transport requested relevant units to promptly report progress by day and week to grasp and promptly resolve difficulties right at the construction site.

With component project 1 (headquarters of agencies), 4/5 projects have started construction and committed to be completed before December 31, 2025. As for the animal and plant quarantine station, the Ministry of Transport has worked with the Ministry of Agriculture and Rural Development, committing to complete it by December 31, 2025. "The Ministry of Agriculture and Rural Development needs to request a bidding mechanism, otherwise if all procedures are completed in order, it will be difficult to reach the finish line on time and keep up with the schedule," said Minister Tran Hong Minh.
As for component project 2 (air traffic control works), it is planned to be completed before December 31, 2025. The air traffic control tower has completed the concrete part, and the roof will be raised before Tet. The Ministry of Transport requires the investor to complete it 2-3 months ahead of the original plan.
Many difficulties but all determined
Component project 3, invested by ACV (Airports Corporation of Vietnam), by the end of December 2024, 3 packages had been basically completed, 7 packages were under construction, 3 packages were selecting construction contractors, and 3 other packages were undergoing technical design appraisal.
ACV worked with contractors to request to speed up construction, and all parties also made efforts to complete the packages 3-5 months ahead of schedule.

However, regarding package 4.8 (port infrastructure), the Minister of Transport said that ACV reported that this is a technically complex package with a very large value (nearly 11,000 billion), with more than 20,000 work items. The scope of work covers most areas, with many intersections and conflicts with other packages. Therefore, ACV requires the contractor to establish an overall schedule, detailing the feasibility of work items to ensure the package is completed as soon as possible.
In particular, package 5.10 (passenger terminal, considered the heart and critical path of the entire project) has many complex, highly technical items, designed with advanced, modern automation technology, so "shortening the progress further is a big challenge".
"The working group of the Ministry of Transport will closely coordinate with investors and contractors to remove difficulties and obstacles right at the construction site. Contractors need to increase human resources and equipment to complete construction as quickly as possible," Minister Tran Hong Minh requested.

At the meeting, the representative of the Vietur contractor consortium pointed out a series of difficulties and challenges regarding progress. According to the representative of the consortium, in addition to the construction part, the station also has a lot of equipment and machinery, and these items are all ordered from abroad, with a specific delivery and installation schedule, "so it is very difficult to shorten the time further".
Regarding component project 4, Minister Tran Hong Minh said that bidding packages have been opened and the responsible unit has committed to completing it by December 31, 2025.
The passenger terminal has taken shape, the steel roof panels and the station roof are being installed one by one.
Also at the meeting, a representative of Vietjet Air shared their desire to deploy ground services and meals at Long Thanh airport. Vietjet committed to completing the items within 12 months, on schedule if participating in the implementation of these items.
Deputy Prime Minister Tran Hong Ha said that without accompanying facilities, the airport's ranking will be low, so it needs to be implemented synchronously. Airlines such as Vietnam Airlines and Vietjet need to have their own facilities at the airport to serve passengers. The Deputy Prime Minister assigned the Ministry of Transport to review the items and services provided, and soon make a decision according to the current mechanism to assign them to businesses, giving priority to domestic businesses.

Regarding the overall progress of the project, the Deputy Prime Minister said that with component 1 only remaining the quarantine station headquarters (under the responsibility of the Ministry of Agriculture and Rural Development), the Ministry of Transport needs to closely follow the progress and be responsible for urging. The progress of component 2 is good, it can be completed 4-5 months earlier, and the installation of equipment can also be earlier or on schedule as required.
Regarding component project 3, the Deputy Prime Minister assessed that the progress is being closely followed, but to speed it up by 3-6 months is actually very difficult. For the construction parts, it is possible to mobilize more human resources and machinery, but many equipment serving the exploitation process must be ordered from foreign companies, and operation takes time...
"The key is to review the progress and other indicators to report specifically to the Prime Minister. Compare the overall progress to see the difficulties and advantages. Any projects that can be completed early must be registered to gain competitive momentum," Deputy Prime Minister Tran Hong Ha requested.
Long Thanh airport runway will be completed on April 30, 2025.
The Deputy Prime Minister requested Dong Nai province to commit to speeding up the construction of the road connecting to Long Thanh airport, especially the Bien Hoa - Vung Tau expressway, to complete it before December 31. The remaining part of the Ben Luc - Long Thanh expressway must also be completed soon to connect the Mekong Delta provinces with Long Thanh airport when it comes into operation.
Long Thanh Airport is built in Long Thanh district, Dong Nai with a total area of 5,000 hectares, when completed it will have a capacity to serve up to 100 million passengers and 5 million tons of cargo per year.
This super airport is expected to become one of the leading modern air transport hubs in Southeast Asia, playing a strategic role in promoting economic, tourism and trade development in the Southeast region.
