In the context of economic recovery and strong development, the forestry sector has become one of the important spearheads in the sustainable development strategy of the agricultural sector. In order to increase investment attraction, in recent years, the province has implemented many attractive incentive policies, while creating favorable conditions for businesses to participate in the forestry value chain. Quang Tri province is making efforts to increase investment attraction in the forestry sector, with the goal of not only increasing economic value but also protecting the environment and developing society.

In order for the forestry sector to continue to develop sustainably and contribute to agricultural growth as well as the country's export turnover, the Sustainable Forestry Development Program for the 2021-2025 period has been implemented with the goal of modernizing the entire sector.
Recently, Decree No. 58/2024/ND-CP was issued by the Government, stipulating important investment policies for the forestry sector, including funding for the protection of special-use, protective and production forests. This Decree not only supports the development of livelihoods for people in buffer zones but also promotes activities such as planting production forests, zoning and regeneration, and building forestry roads.
In recent years, along with the effective implementation of policies to mobilize central budget investment capital, the province has made efforts to implement many support policies to attract investment and develop the forestry sector. In particular, Resolution No. 33/2023/NQ-HDND dated March 28, 2023 of the Provincial People's Council issued a number of policies to support forest management and protection in the period of 2023-2025.
Accordingly, the Forest Protection Department has advised the Department of Agriculture and Rural Development (now the Department of Agriculture and Environment) to submit to the Provincial People's Committee to issue Document No. 3843/UBND-KT dated July 31, 2023 with a total budget of up to 6,675.7 million VND to support the management and protection of special-use forests, strengthen the specialized forest protection force and support funding for land allocation and natural forest allocation to households, individuals and communities in Huong Hoa and Dakrong districts.
In addition, Resolution No. 73/NQ-HDND dated June 25, 2021 also approved the investment policy for the project of planting, protecting and developing forests along with infrastructure for sustainable conservation of Dakrong and Bac Huong Hoa Nature Reserves with a budget of up to VND 90,000 million. These policies not only contribute to improving the efficiency of forest resource management but also create momentum to promote the sustainable development of the local forestry sector.
In the period of 2021-2025, the total investment capital for forestry development in the province is more than 200 billion VND. Of which, the sustainable forestry development program accounts for more than 30.9 billion VND, forest protection and development activities according to Decision No. 1719/QD-TTg have a total budget of more than 73.1 billion VND.
The project of planting, protecting and developing forests and infrastructure for conservation in Dakrong and Bac Huong Hoa Nature Reserves was approved with a budget of VND 90 billion according to Resolution 73/NQ-HDND; the policy to support forest management and protection for the period 2023-2025 with a total budget of VND 6.6 billion according to Resolution No. 33/2023/NQ-HDND.
Currently, in the province, there are various types of forest environmental services including hydropower production facilities, clean water production and supply facilities, and carbon absorption and storage services. Every year, from the revenue from forest environmental services, payments are made to more than 2,000 households, individuals, 40 communities, 10 household groups, 15 commune People's Committees, 3 management boards of protective forests, special-use forests, and 1 other organization assigned by the state to manage and protect forests from hydropower revenue with a total payment amount for the period 2021-2025 of more than 60 billion VND.
This is an important effort to support local people's lives, encourage them to participate in forest protection and development, and create incentives to maintain and develop sustainable environmental services in the future.
It must be affirmed that the Sustainable Forestry Development Program for the 2021-2025 period has created a clear change in awareness and responsibility of all levels and sectors for the cause of agricultural and rural development in general and forestry development in particular. Up to now, the goals of the forestry sector have been basically completed, achieving great economic, social and environmental efficiency. The province has maintained a stable forest cover rate of 49% - 50%.
People are increasingly actively participating in forest protection, contributing to stabilizing the lives of communities from mountainous to coastal areas. New economic models and forestry farms in sandy and hilly areas have attracted many households to participate, actively contributing to hunger eradication and poverty reduction and ensuring political security and social order and safety.
More and more forest product processing facilities are being established, contributing to increasing the added value of forests, creating a value chain model linking from forest planting to product processing and consumption. Many localities have established forestry cooperatives, formed groups of forestry production households, and programs and projects have greatly contributed to the successful implementation of forestry sector targets.
In the coming time, the province's forestry development orientation will focus on four key areas: Improving productivity and quality of production forests, increasing the value of wood products through processing, developing cooperative economy and linking product value chains and expanding the wood market. Accordingly, the main tasks and solutions are proposed to mobilize and improve the efficiency of investment resources for forestry economic development, with a vision to 2045. The focus is on forest protection and biodiversity conservation through strengthening legal dissemination and closely monitoring forest management. Striving to plant 45,000 hectares of new forests, including 2,500 hectares of protective and special-use forests.
To improve forest productivity and quality, the province will continue to implement the Forestry Tree Varieties Development Project, striving to achieve a timber exploitation output from planted forests of about 1 million m3/year by 2030. At the same time, it will focus on sustainable forest management through certification of approved forest areas.
These efforts not only aim to ensure effective forestry economic development but also contribute to environmental protection and improving the lives of local people.
