Currently, many enterprises in industrial clusters (ICs) in Quang Tri province are actively operating and complying with legal regulations in production and business. However, in addition to the achievements, infrastructure investment and production and business activities in ICs still face many difficulties and obstacles, and it is necessary to further strengthen state management of ICs.

In recent times, state management has been strengthened, thanks to which the operations of industrial parks in the province have been maintained stably, contributing to the economic restructuring of the locality, increasing state budget revenue, attracting investment capital, creating jobs, and increasing income for workers.
By the end of 2024, the total cost of implementing investment in the construction of industrial park infrastructure in the province will be about 247.2 billion VND. The People's Committees of districts, towns and cities have proactively arranged counterpart funds to join the provincial budget and other capital sources to build industrial park infrastructure such as: Hai Lang District People's Committee arranged 3.5 billion VND to build the Dien Sanh Industrial Park wastewater pipeline system, 3 billion VND to invest in the construction of traffic routes and surface drainage systems of routes RD3, RD7, RD8, RD9 and the surface drainage system of route RD5 of Hai Chanh Industrial Park; Dong Ha City People's Committee arranged about 4 billion VND to invest in the infrastructure of National Highway 9D Industrial Park; Cam Lo District People's Committee arranged 0.397 billion VND to build the infrastructure of Cam Thanh Industrial Park...
The Project Management Board, Land Fund Development and Industrial Parks of Cam Lo and Hai Lang districts continue to implement the project of collecting fees for using infrastructure of Cam Thanh Industrial Park and Dien Sanh Industrial Park, contributing to the maintenance and repair of infrastructure at the industrial parks. In addition, the socialization of infrastructure construction in industrial parks in the districts continues to be encouraged to invest to create space for implementing projects.
In 2024, the industrial parks attracted 8 investment projects (with investment policy decisions) with a total investment of about 694,545 billion VND. Up to now, 176 investment projects have been attracted to 16 industrial parks in the area, achieving an average occupancy rate of 69.2% with a total registered capital of about 4,913.3 billion VND, and have invested in construction of about 2,317.9 billion VND, of which: 93 projects have come into production and business, 15 projects are under construction, 39 projects are completing procedures to start construction. The total revenue of enterprises is estimated at about 3,383.2 billion VND, creating jobs for 5,564 workers, and contributing about 107.28 billion VND to the budget.
In addition to the achieved results, the operation of industrial parks in the province still faces many difficulties and obstacles, mainly the lack of capital to invest in building infrastructure, and difficulties in calling for and attracting truly capable enterprises to participate in building industrial park infrastructure.
Meanwhile, the capital for investment in building infrastructure for industrial parks is mainly allocated from the state budget. Most industrial parks in the province have not invested in centralized wastewater treatment systems. Currently, the industrial parks: Dong Ai Tu, Hai Thuong, Cua Tung, Cam Thanh, Hai Le are investing in wastewater treatment systems, while the two industrial parks Ai Tu and Huong Tan have invested in wastewater treatment systems, but they have now degraded and are no longer in operation.
Some industrial parks have encountered difficulties in site clearance and leveling, affecting the progress of projects according to the investment policies granted in the industrial parks. The infrastructure of some industrial parks that have been established and operated for many years has deteriorated. Most investment projects in industrial parks have been slow to be implemented after their investment policies have been approved. Enterprises are small in scale, with limited financial capacity and management skills...
Besides, changes in regulations in the Investment Law, the Environmental Protection Law, especially regulations on fire prevention and fighting, have caused many difficulties for project investors in industrial parks.
In the coming time, the Department of Industry and Trade will continue to do a good job of advising the Provincial People's Committee on state management and promoting the development of industrial parks in the area. Actively coordinate to create conditions for businesses to quickly resolve investment licensing procedures, land allocation, and promote production and business development in industrial parks.
Preside over and coordinate with relevant agencies and units to inspect the investment and construction situation and production activities of enterprises in industrial parks. Advise the Provincial People's Committee to summarize the plan for collecting infrastructure usage fees in industrial parks to adjust and ensure competitiveness and fairness between technical infrastructure of industrial parks managed by the State and managed by enterprises to reduce the burden on the budget.
