Accordingly, in order to promptly lead and effectively direct the implementation of Decision No. 1319/QD-TTg of the Prime Minister on approving the Planning of Ninh Thuan province for the period 2021-2030, with a vision to 2050 (abbreviated as Decision No. 1319/QD-TTg); the province successfully organized the Conference to announce the Provincial Planning for the period 2021-2030, with a vision to 2050 (abbreviated as Provincial Planning); the Standing Committee of the Provincial Party Committee requested Party committees at all levels, Party organizations, authorities, the Fatherland Front, and socio-political organizations in the province to focus on leading and directing the good implementation of the following key tasks:
Firstly, on strengthening the dissemination, propaganda and popularization work. The Standing Committee of the Provincial Party Committee requires Party committees and Party organizations at all levels to focus on leading and directing the strengthening of dissemination, propaganda and popularization work, raising awareness and responsibility for cadres, Party members, union members, association members and people of all walks of life in the province to grasp the development perspectives, strategic vision, goals, tasks and solutions set out in Decision No. 1319/QD-TTg of the Prime Minister and the directives and concretization documents of the Provincial Party Committee, People's Council, Provincial People's Committee and sectors and localities. Thereby, creating unity and consensus among the entire political system, people and enterprises in implementing the Provincial Planning.
Second, regarding the content of dissemination, propaganda and popularization, focus on 7 development viewpoints: (1) Planning must be consistent with the development policies and guidelines of the Party and the State; unified and synchronized with the goals and strategic orientations of socio-economic development (SED) of the whole country and region, consistent with the National Environmental Protection Strategy; ensuring compliance, continuity, inheritance, stability, and conformity with the national planning system. (2) Rapid development associated with innovation, application of science and technology, development of digital economy, green economy, circular economy, low-carbon economy, sustainable development to improve productivity, quality, efficiency and competitiveness of the province's economy. (3) Promoting the province's geographical advantage as a gateway connecting regions to promote development linkages between Ninh Thuan and the Southeast region, the southern provinces of the Central Highlands and localities in the North Central region and the Central Coast; Focus on prioritizing investment in key infrastructure in the direction of modernity, synchronization, multi-purpose interconnection and strengthening regional connectivity. (4) Exploit and promote potential, comparative advantages, and differences to develop energy, renewable energy, tourism, processing and manufacturing industry, high-tech agriculture, marine economy, urban economy, creating attractive products and different values for socio-economic development in the period of 2021-2030, with a vision to 2050. (5) Maximize the human factor; attach importance to developing high-quality human resources, linking education, training, and retraining of leaders, scientists and technicians, managers, and technical workers with the labor market; improve the quality of general education and vocational education, especially in rural, mountainous and coastal areas. (6) Economic growth is associated with social progress and equity; Preserve and promote traditional cultural values of ethnic groups; effectively use resources; proactively respond to climate change and protect the environment. (7) Closely combine economic development with strengthening national defense, security and social order and safety; proactively integrate and cooperate internationally.
- Regarding the goal: By 2030, Ninh Thuan province strives to become a province with an average income in the upper middle group of the country, developing dynamically, rapidly and sustainably with marine economy and urban economy as the driving force for growth; focusing on development in the southern region of the province to create the basis for the formation of a coastal economic zone; having a synchronous socio-economic infrastructure, high resilience to natural disasters, epidemics and effective adaptation to climate change, especially water resources that need to be ensured for use, regulated and distributed reasonably to meet socio-economic development goals. Preserving and promoting the cultural values of ethnic groups; improving the material and spiritual life of the people; national defense and security are firmly ensured.

- Strategic vision: "Ninh Thuan - Land of convergence of different values"; by 2050, Ninh Thuan will become a province with comprehensive, rapid and sustainable development, with a diversified and prosperous economy; strongly developing the marine economy, with a modern coastal economic zone, the marine economy makes an important contribution to the province's economy, accounting for over 55% of the province's gross domestic product, a smart, sustainable coastal urban system with its own identity, environmentally friendly, highly resilient to natural disasters, epidemics and effective adaptation to climate change, the urbanization rate reaches over 65%; a place where cultural, historical values, marine ecosystems and forests are preserved and promoted; the material and spiritual life of the people reaches a high level compared to other localities in the country, the human development index (HDI) reaches 0.8 or higher, national defense and security are firmly ensured.
- Regarding the key tasks and development breakthroughs, they are:
+ Key tasks: Solving inter-sectoral difficulties and problems in the development process through assessing the development status as well as integrating development orientations of sectors, fields and localities. Proposing solutions to strongly improve the investment and business environment, enhancing the province's competitiveness through the development of policy mechanisms. Innovating the growth model, increasing productivity on the basis of applying science and technology, innovation, developing human resources, especially high-quality human resources to meet the development needs of important sectors and fields of the province. Proposing solutions for development planning on energy, renewable energy; high-quality tourism; processing and manufacturing industry; high-tech agriculture; construction and real estate market; marine economy and urban economy.
+ Development breakthroughs: Improve competitiveness, create development leverage on the basis of inheriting effective solutions in the recent period; at the same time, build new solutions to create breakthroughs in improving the province's competitiveness with a focus on applying information technology to promote digital transformation, build smart cities, reform administrative procedures, and make information transparent to attract investment. Promote synchronous development of framework infrastructure to create momentum to promote regional connectivity. Promote digital transformation, apply science and technology to management and production, innovation, focusing on digital transformation and e-commerce. Create breakthroughs in human resource development, especially high-quality human resources, especially for important sectors of the province.
- Regarding Development Direction, focusing on:
+ Develop 5 important breakthrough industries including: (1) Develop energy and renewable energy industries. (2) Develop high-quality tourism industries. (3) Develop processing and manufacturing industries. (4) Develop high-tech agriculture. (5) Develop construction industry and real estate market.
+ Developing other sectors and fields: (1) Developing education, training and vocational education. (2) Developing the field of labor, employment and social security. (3) Developing healthcare. (4) Developing the field of science and technology. (5) Developing the field of culture and sports. (6) Developing the field of information and communication. (7) National defense and security.
+ Plan for organizing socio-economic activities and plan for arranging administrative units at district and commune levels: (1) Organizing socio-economic activities, socio-economic activities of the province according to 4 territorial regions, 3 dynamic regions, 3 development corridors; (2) Plan for arranging district-level administrative units for the period 2023-2030 and Plan for arranging commune-level administrative units for the period 2023-2030.
+ Other options: Planning urban systems and organizing rural areas; developing functional areas; developing technical infrastructure; developing social infrastructure; allocating and zoning land; planning inter-district and district construction; protecting the environment, exploiting, using, protecting resources, biodiversity, preventing and combating natural disasters and responding to climate change.
- Groups of solutions and resources for implementing the planning. Mobilizing investment capital; developing human resources; environment, science, technology and innovation; mechanisms and policies for development linkage; managing and controlling the development of functional areas, urban and rural development; improving the efficiency of the state administrative management apparatus; effectively implementing the work of ensuring national defense, maintaining political security, order and social safety, creating a favorable environment for socio-economic development.
Third, on the form of organization of dissemination, propaganda and popularization. Hold conferences on dissemination and popularization; organize conferences for reporters; organize dissemination and propaganda in the activities of Party cells and organizations; propagate on mass media, communications, and newspapers; post on portals, electronic information pages, newsletters of departments, branches, localities, and units; propagate on the internet, social networks; propagate through a team of reporters and propagandists; visually promote propaganda with billboards, posters, leaflets, etc. Research and arrange a regular location to publicly announce the planning.
Fourth, regarding implementation, the Provincial Party Standing Committee identified 5 key groups of tasks:
- Party committees at all levels lead and direct party organizations, authorities, Fatherland Fronts, socio-political organizations, localities and units in the province to thoroughly grasp, propagate and disseminate to cadres, party members, union members and association members the development perspectives, strategic visions, goals, tasks and solutions set out in Decision No. 1319/QD-TTg of the Prime Minister on Provincial Planning and directive and concretization documents of the Provincial Party Committee, People's Council, Provincial People's Committee and sectors and localities. In the process of thoroughly grasping, propagating and implementing Decision No. 1319/QD-TTg, it is necessary to proactively grasp the ideological situation and public opinion among the people in order to promptly direct and orientate ideology and public opinion when complicated issues arise, especially those related to production activities, land, environment, issues of culture, beliefs, spirituality, ethnicity, religion, and people's livelihoods when they have to relocate and resettle... Proactively fight and refute distorted, incorrect arguments and malicious information from hostile and reactionary forces in the process of implementing provincial planning work.
- Party committees, party executive committees, party delegations, the Standing Committee of the Provincial Youth Union, district party committees, city party committees, and affiliated party committees, based on their functions, tasks, and actual situation, direct the development of plans to implement Decision No. 1319/QD-TTg of the Prime Minister and the Directive of the Provincial Party Committee Standing Committee. Periodically at the end of the year, report the results of the implementation of the Directive to the Provincial Party Committee Standing Committee (through the Provincial Party Committee's Propaganda Department) for monitoring and direction.
- The Party Executive Committee of the Provincial People's Committee directs the development of a specific plan to effectively implement the Provincial Planning in conjunction with determining specific programs, projects, progress, roadmaps and developing mechanisms, policies and solutions for implementation. In particular, pay attention to new and important issues, creating new driving forces for the province's development such as: Developing green energy, green hydrogen and carbon-neutral industrial zones... At the same time, direct the promotion of information, propaganda and dissemination in various forms so that cadres, party members and people of all walks of life can grasp the core contents, meaning, importance, viewpoints, goals, tasks and solutions of the Provincial Planning for local development in the coming period. Periodically and annually report the implementation results of Decision No. 1319/QD-TTg to the Provincial Party Standing Committee for monitoring and direction.
- The Provincial People's Council Party Delegation plans to strengthen inspection and supervision of the organization and implementation of the Ninh Thuan Provincial Planning for the period 2021-2030, with a vision to 2050 according to regulations.
- The Provincial Party Committee's Propaganda Department develops guidelines for dissemination, propaganda and implementation of Decision No. 1319/QD-TTg and the Directive of the Provincial Party Committee Standing Committee. Strengthen direction, orientation and guidance for media and press agencies to promote information and propaganda on the implementation of Decision No. 1319/QD-TTg and the Directive of the Provincial Party Committee Standing Committee to cadres, party members and people of all walks of life in the province. Proactively monitor and grasp the ideological situation and public opinion during the implementation of the Provincial Planning to provide timely direction and orientation; at the same time, fight and refute distorted, incorrect arguments and toxic information of hostile and reactionary forces during the implementation of the Provincial Planning. Advise on inspection, supervision and interim and final review of the implementation of the Directive and periodically report to the Standing Committee and the Provincial Party Committee Standing Committee according to regulations.
