BTO-Today, September 6, at the National Assembly House, the National Assembly Standing Committee held the first national conference to implement laws and resolutions of the 15th National Assembly. Comrade Vuong Dinh Hue, Politburo member and National Assembly Chairman, chaired the conference.
Attending the conference at Binh Thuan bridge point were comrade Nguyen Huu Thong - Provincial Party Committee member, Deputy Head of the Provincial National Assembly Delegation and representatives of leaders of a number of relevant departments and branches.
According to the assessment of the National Assembly Standing Committee, in the first half of the term, the National Assembly and the 15th National Assembly Standing Committee issued 1,010 documents, including 23 laws, 101 resolutions of the National Assembly, 4 ordinances and 882 resolutions of the National Assembly Standing Committee. The draft laws, ordinances and resolutions containing legal norms that were issued closely followed Conclusion 19 of the Politburo and Plan 81 of the National Assembly Standing Committee on the law-making program for the entire term. At the same time, they were very flexible, creative and responded quickly to the requirements of performing the dual task of both preventing and fighting the Covid-19 pandemic and recovering and developing the socio-economy. The quality of laws and resolutions has been improved, on the basis of compliance with the process of drafting legal documents, prepared "early and from afar", with the division of labor and close coordination between agencies of the National Assembly, the Government, the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy, the State Audit, Central and local ministries and branches, and the widespread and effective participation of all classes of people and the domestic and foreign business community.
However, the implementation of laws and resolutions of the National Assembly and the National Assembly Standing Committee still has many shortcomings and limitations. Specifically, the organization and implementation of some laws and resolutions is still slow; the situation of arrears and slow issuance of detailed regulations has not been thoroughly resolved; some documents do not ensure quality, and have to be amended, supplemented or suspended shortly after being issued due to being unsuitable for practice or having shortcomings, causing difficulties and hindering development...
Speaking at the conference, Comrade Vuong Dinh Hue, Politburo member and Chairman of the National Assembly, stated that from now until the end of the term, the workload of the National Assembly, the Government and agencies is very large and many new issues may arise that need to be handled. Therefore, the Chairman of the National Assembly requested the Government, agencies of the National Assembly, the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy, the State Audit, relevant agencies and organizations at the central and local levels, according to their functions and tasks, to continue to promote the results, lessons learned and achievements, overcome limitations; fully grasp the requirements and key tasks in the implementation of each law and resolution passed at the 5th session as clearly identified in the Report of the National Assembly Standing Committee.
In particular, focus on thoroughly grasping the Party's guidelines and policies in the 13th National Congress Documents, the Central Committee's resolutions and conclusions, especially Resolution 27 of the 6th Central Committee Conference, 13th tenure and Conclusion 19 of the Politburo. Tighten discipline, enhance discipline and responsibility in the organization of law enforcement and resolutions of the National Assembly, especially the responsibility of heads of agencies, organizations and units.
The National Assembly Chairman suggested that the Government should further promote its role and responsibility in organizing the implementation of the Constitution, laws, and resolutions of the National Assembly; focus on directing strongly, ensuring resources and necessary conditions for law enforcement. Promote decentralization and reasonable delegation of power along with strengthening inspection, supervision, and supervision; promptly and effectively overcome the situation of shirking, evasion, and lack of responsibility among some cadres and civil servants; strictly handle violations...
