Package A6, which passes through Dong Nai, is over 16 km long and is divided into 5 small packages. Of these, 4 packages have new contractors and will resume construction from May 8. These packages are all adjusted unit price contracts with a 12-month implementation period. Regarding package A6-4 (construction of the section Km 49+950 - Km 52+400), VEC is currently speeding up the process of selecting contractors and is expected to complete next month.
VEC said it will create the best conditions for contractors to complete the contract on schedule and with quality to complete the entire Ben Luc - Long Thanh expressway project as soon as possible.
Previously, in order to remove difficulties and obstacles and restart the project, based on the proposal of VEC, the Ministry of Transport submitted to the Government for approval the adjustment of the project policy for the construction of the Ben Luc - Long Thanh Expressway. The Ministry of Transport proposed that the Government adjust the investment capital structure and financial mechanism for each capital source in the project to be consistent with the policies approved by the National Assembly and the Government. At the same time, it allowed to add capital mobilized by VEC to the project capital structure so that this unit can use accumulated funds and other legal capital sources to complete some items/tasks of the project.

In addition, the Ministry of Transport also proposed to adjust the implementation time of this expressway to September 30, 2025, and extend the second JICA loan agreement to December 31, 2025 to ensure the time to use JICA loan capital to complete the construction of packages J1 and J3.
The Ben Luc - Long Thanh Expressway is 57.8 km long, passing through Dong Nai, Ho Chi Minh City and Long An. One end connects to the Ho Chi Minh City - Trung Luong Expressway, the other end connects to the Ho Chi Minh City - Long Thanh - Dau Giay Expressway. The project has a total investment of about 31,320 billion VND in phase 1 (now updated to 27,510 billion VND ). After being put into operation, this 58 km long expressway will not only shorten the time from Long An to Dong Nai to 2 hours, but will especially reduce traffic congestion for Ho Chi Minh City as well as reduce the load on the existing Ho Chi Minh City - Long Thanh - Dau Giay Expressway, relieve the connection from the Western region to the Southeast region, contributing to reducing traffic pressure on National Highway 1A, National Highway 51...
The project started in 2014, and was expected to open the first kilometers in 2018, but had to stop in 2019 due to some changes in policies and mechanisms during the implementation process, leading to the project not being allocated capital. As of early March this year, the Ben Luc - Long Thanh expressway had 4/11 basic packages completed, 1/7 remaining packages (A7) under construction, output 67.6%, about 12.7% behind schedule.
