Resolution 128/NQ-HDND of the People's Council of Ha Tinh province not only provides compensation, support, and resettlement but also supports career conversion, job search, and stabilization of production life for people in the upper communes of Ky Anh district affected by the Project to build a water supply system for Vung Ang Economic Zone.
The project to build a water supply system for Vung Ang Economic Zone has been implemented since 2011, including Rao Tro reservoir, Lac Tien dam and canal, and tunnel system with a total area of 2,975.92 ha. Accordingly, the project has carried out compensation, support, and resettlement from December 2011 to present, including the components of Rao Tro reservoir, Lac Tien dam and canal, and tunnel system with a total area of 2,975.92 ha, affecting 1,835 households in the communes of Ky Thuong, Ky Tay, Lam Hop, Ky Son, Ky Lac, and Ky Tan.

For Rao Tro reservoir (area 2,847.5 ha), in Ky Thuong commune, compensation and resettlement support have been completed with a land acquisition area of 1,450.1 ha for 767 households; in Ky Tay commune, compensation and resettlement support have been completed in Tan Xuan village with a land acquisition area of 267.6 ha, while the remaining 4 villages of Ky Tay commune: Nam Xuan, Hong Xuan, Tay Xuan, Truong Xuan have not yet implemented compensation and resettlement support with an area of 262 ha.
In the Lac Tien dam project, the canal and tunnel system (affected area of 128.42 ha) have basically completed compensation and support for 497 households, of which 368 households had their land recovered. Currently, there are about 12 hectares of additional flooding after water storage in Ky Son that have not been compensated or supported.
Thus, the remaining part that has not been compensated and supported within the scope and subjects of the project includes: compensation and resettlement support in 4 villages of Ky Tay commune: Nam Xuan, Hong Xuan, Tay Xuan, Truong Xuan; supplementary policy to support life stabilization and job conversion in the communes: Ky Thuong, Ky Lac, Ky Son, Lam Hop, Ky Tay, Ky Tan.

Previously, the project enjoyed the mechanism of supporting investment capital from the State budget according to the policy of the Prime Minister in Document No. 547/TTg-KTN dated April 24, 2013; the principles of supporting and managing State capital are stipulated in Decision No. 49/2013/QD-UBND dated November 11, 2013 of the Provincial People's Committee. However, up to now, the support period according to Decision No. 49/2013/QD-UBND dated November 11, 2013 of the Provincial People's Committee has expired, so to ensure conditions for continuing to allocate budget capital for the project, it is necessary to extend the implementation period of Decision No. 49/2013/QD-UBND of the Provincial People's Committee.
Based on the review and consultation of departments, branches and local authorities as well as the opinions and recommendations of people in communes affected by the project, the Provincial People's Committee submitted to the Provincial People's Council a resolution on compensation, support, resettlement and site clearance for the Project to build a water supply system for Vung Ang Economic Zone.

Accordingly, on September 22, at the 15th Session, the Provincial People's Council issued Resolution 128/NQ-HDND on compensation, resettlement support, and site clearance for the Project to build a water supply system for Vung Ang Economic Zone. The Resolution approved compensation and resettlement support in 4 villages of Ky Tay commune and included compensation for 12 additional hectares of flooded land at Lac Tien dam; support for job conversion, job search, and stabilization of production and life for the remaining villages of Ky Tay commune and additional 5 communes: Ky Thuong, Ky Lac, Ky Son, Lam Hop, Ky Tan. The capital for implementation comes from the provincial budget and other legal sources, not exceeding 258.616 billion VND.
Immediately after Resolution 128/NQ-HDND of the Provincial People's Council, departments and branches together with Ky Anh district quickly implemented steps to complete documents, procedures and processes to pay support money to people.
Chairman of Ky Thuong Commune People's Committee Le Van Lam said: "After checking, Ky Thuong has 561 households that benefit from the policy of supporting career conversion, job search and stabilizing production life from Resolution 128/NQ-HDND of the Provincial People's Council. Up to now, all 561 affected households have received support money with a total cost of more than 81 billion VND, the largest household about 600 million VND. This amount of money has helped households have conditions to expand production, business and take care of their lives".
People share their joy when receiving compensation money.
Receiving 224 million VND in career change support, Mr. Nguyen Van Binh (Phuc Lap village, Ky Thuong commune) could not hide his joy: "After many years of waiting, we are very happy to receive this amount of money. The money helps my family have the conditions to send our children to school and hope to continue to receive support for stable jobs."
Not only in Ky Thuong but also in Lam Hop commune, the authorities have completed the payment of 10.8 billion VND to 166 households affected by the project. For the communes of Ky Tay, Ky Son, Ky Tan, Ky Lac, the Compensation, GPMB, and Resettlement Support Council of Ky Anh district is completing the steps of the process to pay as soon as possible to the people.
Resolution 128/NQ-HDND has resolved both issues of mechanism and capital, so it is of great significance, contributing to resolving one of the backlogs of compensation, site clearance and resettlement support in the district, creating consensus among the people. The district is working with local authorities to complete the necessary documents and procedures to quickly pay support money to affected households; striving to complete all compensation payments, resettlement support, and site clearance for the Project to build a water supply system for Vung Ang Economic Zone according to Resolution 128 before June 30, 2024. Thereby, creating conditions for people to stabilize their lives and production.
