On October 9, the Department of Agriculture and Rural Development held a conference to evaluate the results of the first 9 months of the year and deploy tasks and solutions for the last 3 months of 2023.
In the first 9 months of 2023, the agricultural sector has overcome many difficulties and challenges due to weather conditions, crop and livestock diseases, and fluctuations in market prices, achieving many positive results.
Regarding cultivation, the total area of annual crops in the province is estimated at 91.38 thousand hectares. Of which, rice is nearly 70.8 thousand hectares, with an average yield of 62 quintals/ha (0.2 quintals/ha higher than in 2022). The good news is that the area of specialty rice, glutinous rice, and high-quality rice continues to expand to 54.5 thousand hectares, reaching 77% of the total area; the area of organic production reaches 2.46 thousand hectares, concentrated in Kim Son, Yen Khanh, Yen Mo, and Hoa Lu districts with Ninh Binh branded rice varieties such as Nep hat cau, Nep huong, Huong Binh... Other crops such as corn, sweet potatoes, and various vegetables and beans mostly have higher yields and outputs than the same period.
Implementing Resolution No. 32/2022/NQ-HDND of the Provincial People's Council, in 2023, the whole province will continue to increase support for investment in machinery and equipment for agricultural mechanization from the stages of sowing, harvesting and preliminary processing... Thereby, contributing to solving the labor shortage in agriculture and increasing the production value of the agricultural service sector.
Regarding livestock farming, in the first months of the year, there were still some difficulties due to epidemics, high feed prices and market fluctuations. However, from the third quarter of 2023, the epidemic was well controlled, the price of live pigs and other livestock products was relatively high, creating conditions for people to restore and re-stock production. The total herd of livestock and poultry increased compared to the same period last year. Aquaculture continued to maintain and develop stably. Total output was estimated at 55,573.4 tons, an increase of 2.2% over the same period in 2022. The production of molluscs (clams, oysters) had both increased productivity and output due to suitable environmental conditions and stable consumption markets.
Implementing the new rural construction program, up to now, the whole province has 8/8 districts and cities meeting the standards/completing the new rural tasks; 119/119 communes meeting the new rural standards; 33/119 communes meeting the advanced new rural standards (27.7%), 15/119 communes meeting the model new rural standards (12.6%); 396 villages (hamlets, villages) have been recognized as meeting the model new rural standards; Yen Khanh and Hoa Lu districts have completed the self-assessment records of the results of the advanced new rural districts (27.7%).
The OCOP program in the province continues to receive attention and direction. Up to now, the whole province has 148 OCOP-recognized products of 100 entities, including 80 3-star products and 68 4-star products.
To ensure the growth target of the whole year, in the last 3 months of the year, the agricultural sector focuses on the following tasks: Protecting and quickly harvesting the Summer-Autumn rice area. Developing winter-spring crop production in the direction of expanding specialized areas to create safe crop products with high economic value and stable output.
In addition, we need to closely monitor the fields, effectively carry out the work of forecasting, predicting, and promptly controlling major pests on crops. We need to proactively, synchronously, and flexibly implement measures to prevent, control, and suppress diseases on livestock and poultry, ensuring food supply at the end of the year.
In addition, it is necessary to carry out inspection, guidance and direction well for localities to accelerate the progress of building new rural areas to ensure quality and on schedule according to the 2023 plan. Strengthen the management of exploitation and use of rural water supply stations, and pilot the treatment of concentrated rural domestic wastewater at the scale of residential clusters.
