That was the suggestion of comrade Nguyen Ho Hai, Secretary of the Provincial Party Committee, at a working session with the Party Executive Committee of Nam Can district on the afternoon of April 3.
Also attending the meeting were comrade Nguyen Duc Hien, Standing Deputy Secretary of the Provincial Party Committee; comrade Pham Thanh Ngai, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrade Tran Huu Phuoc, Head of the Provincial Party Committee's Internal Affairs Commission and leaders of provincial departments, branches and units.
Identifying the disadvantages of the province, as well as the district in the development process, especially in the fields of land and construction infrastructure, comrade Nguyen Ho Hai, Secretary of the Provincial Party Committee, shared the difficulties being encountered, and at the same time praised the results achieved in the past time. The Secretary suggested that it is necessary to re-evaluate the advantages and solutions to remove obstacles, close to the actual situation, from which there should be new solutions and new factors for growth.
Promoting the responsibility of cadres and party members
In carrying out tasks in the face of changes in the rearrangement of the apparatus and administrative boundaries, comrade Nguyen Ho Hai hopes that his cadres need to further uphold the roles and responsibilities assigned to them before the Party and the People.
“We must be steadfast, try to do a little more, a little more to make the locality a little richer, to make our people a little happier. We need to take care of the work we need to do, try to do it for the people,” said Provincial Party Secretary Nguyen Ho Hai, while also requesting to increase vigilance and grasp the situation among the people in the face of historical changes in the political system.
The Provincial Party Secretary said that the more difficult the time is, the more united we must be, predict what may happen to be proactive, have practical solutions, and create consensus among the people in the spirit of steadfast faith in the Party, creating an exciting atmosphere among the people.
"When the role and responsibility of cadres and party members are promoted, everything will be completed and stable," the Provincial Party Secretary concluded.
Speaking at the meeting, Chairman of the Provincial People's Committee Pham Thanh Ngai noted that in merging commune-level localities and stopping district-level activities, it is necessary to retain young, capable cadres and continue to train and foster the next generation.
The Chairman of the Provincial People's Committee hopes that the locality will take advantage of the advantages of the Nam Can Economic Zone; the military forces stationed in the area; and effectively exploit the geographical location as a stopover on the Dat Mui tourist route.
Regarding production, the Chairman of the Provincial People's Committee suggested that although the locality is a saline area, there are still localities that can produce freshwater ecosystems, especially crops, such as in Ham Rong commune, Lam Hai. Along with that, it is necessary to promote the advantages of ecological shrimp farming and crab seed production, which are the strengths of the locality.
Speaking more about the geographical location, Standing Deputy Secretary of the Provincial Party Committee Nguyen Duc Hien said that the locality must define a specialized direction, becoming a center for high-tech aquaculture and seafood processing; promoting the advantage of being a locality with two sides bordering the East and West seas, as well as important connecting traffic works of the province to realize the dream of making Nam Can a more dynamic and modern economic axis.
Recommendations for investment in transport infrastructure
At the meeting, Mr. Huynh Minh Kien, Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Nam Can district, said that implementing the resolutions of the Party Congresses at all levels for the 2020 - 2025 term, up to now, 8/9 targets have been achieved and exceeded; 1 target reached 50% (1/2 of new rural communes); the dossier and procedures are being completed to request recognition of Tam Giang commune as meeting new rural standards.
Implementing the direction of the Provincial Party Committee on continuing to innovate and reorganize the political system to be effective, efficient and effective, the District Party Committee and the Standing Committee of the District Party Committee approved the Project on merging, consolidating, reorganizing and establishing new advisory and support agencies. Thereby, the advisory and support agencies of the District Party Committee were reduced from 5 to 4 units; the specialized agencies under the District People's Committee were reduced from 11 to 10 units.
“Up to now, the district has completed construction of 145/195 houses (98/142 newly built, 47/53 repaired), the remaining 123 houses (96 newly built, 27 repaired), are continuing to implement, striving to complete before June 2025. The disbursement of funds is carried out promptly, ensuring progress, meeting the requirements for people to build and repair houses”, said Mr. Huynh Minh Kien.
In recent times, the situation of coastal, riverbank, canal and ditch erosion in the area has been extremely complicated, causing significant damage to State and People's assets, causing damage and subsidence of traffic roads, affecting the lives, production and travel of the People. The District Party Committee and the District People's Committee have paid attention to directing and mobilizing many resources to overcome landslides, protect production and serve the travel needs of people in the area. However, the district's resources are limited, so they have not met the investment needs for landslide prevention works in the area.
“Recommend that the Provincial Party Committee and Provincial People's Committee direct specialized agencies to conduct surveys and construct urgent landslide works to protect people's lives and property such as: Sa Pho embankment, Nam Can town (along Cua Lon river); anti-erosion embankment of Bo De estuary, Tam Giang Dong commune...”, Mr. Huynh Minh Kien stated at the meeting.
According to the Chairman of the People's Committee of Nam Can district, in recent times, the locality has received attention from the Provincial Party Committee and the Provincial People's Committee for investing in many important traffic works, such as: Investment project to upgrade and expand the road to the center of Hang Vinh commune (section from Vong Xoai intersection to Vam Xang Cai Ngay); investment project to build bridges (Xeo Lon, Ong Do, Cai Trang, Kenh Lo, Chet Com, Luong Thuc) on the car route to the center of Hang Vinh commune; investment project to build the road from Hiep Tung commune ferry station - Forestry 184 to Tam Giang commune ferry station, connecting the car route to the center of Tam Giang commune... For completed projects, contributing to the completion of the traffic system, basically serving the travel and trade needs of the people. However, the traffic of people and businesses on the routes from the district center to the communes of Hiep Tung, Tam Giang, Tam Giang Dong and vice versa is not smooth, and must still go by ferry (only the ferry terminal at Vam Xang Cai Ngay can be used by cars, the remaining terminals mainly serve 2-wheelers and pedestrians). From there, it is recommended that the Provincial Party Committee and the Provincial People's Committee direct specialized agencies to include in the medium-term public investment plan for the period 2026-2030 of the province the bridges in the district such as: Vam Xang Cai Ngay bridge, Ben Dua bridge, Kinh 17 bridge, Dam Chim river bridge (connecting Tam Giang and Tam Giang Dong communes).
“Currently, the car route to the center of Tam Giang Dong commune has not been connected to the commune center (the end point of the route is in Tam Giang commune). People going to the district center and neighboring communes must use ferries (mainly serving 2-wheeled vehicles). Travel conditions are very difficult and time-consuming,” Mr. Kien stated the reality.
The Chairman of the People's Committee of Nam Can district also proposed that the Provincial Party Committee and the Provincial People's Committee direct specialized agencies to conduct a survey to invest in building a road from National Highway 1 in Ham Rong commune to Hiep Tung commune, with a length of about 7 km, level IV scale, 7 m asphalt road surface. Mr. Huynh Minh Kien said that investing in this road is very necessary, contributing to shortening the travel time and transporting goods of people and businesses in the communes: Hiep Tung, Tam Giang, Tam Giang Dong, currently having to travel along the main road Hiep Tung - Hang Vinh - Nam Can; in addition, in these communes, there are many intensive and super-intensive shrimp farming establishments/households, due to the incomplete road system (mainly rural roads, width 1.5-2 m), the transportation of goods is mainly by waterway, causing additional costs and reducing profits for shrimp farmers.
Before working with the Executive Committee of the Party Committee of Nam Can district, the Standing Committee members of the Provincial Party Committee visited the Monument to the heroic martyrs of Hon Khoai Uprising, the Special Southwest Printing Board Relic Site in Ham Rong commune, and conducted a field survey at Nam Can Port and Nam Can Economic Zone.
