TPO - The Hanoi Department of Education and Training sent a document to the press regarding the report of 63 teachers who were "cheated" of their master's training support money in 2019.
The content of the document of the Hanoi Department of Education and Training shows that, implementing Decision No. 3381/QD-UBND dated May 29, 2013 of the Hanoi People's Committee on the allocation of postgraduate study quotas using the city's budget, every year, the Department of Education and Training sends managers and teachers to postgraduate study to improve the quality of the industry's staff.
The Department also said that according to Decision No. 432/QD-UBND dated January 21, 2020 of the Hanoi People's Committee on approving the postgraduate training plan targets of agencies and units under the City People's Committee for the period 2019 - 2020, in 2020, the Department of Education and Training was assigned 80 targets for cadres and teachers to study postgraduate with the city's support budget.

Based on the prescribed standards, the Hanoi Department of Education and Training has collected applications and selected 63 managers and teachers who passed the 2019 postgraduate entrance exam and met the prescribed requirements.
On February 14, 2020, the Department of Education and Training issued Official Dispatch No. 462/SGDĐT-TCCB on sending civil servants to graduate school in 2019 using the city's budget, along with a list of 63 people and 63 applications sent to the Department of Home Affairs.
In this dispatch, the department requested the Department of Home Affairs to synthesize and report to the Hanoi People's Committee to consider and allow 63 officials on the list to be sent to graduate school using the city's budget.
According to the Department of Education and Training, in 2020, this agency was assigned a target by the city, but in 2019, the Director of the Hanoi Department of Education and Training signed a decision to send 63 teachers to study under the training funding support program.
"For the 63 cases of managers and teachers mentioned above (sent to study in 2019 - PV), the City People's Committee has not decided to send them to study. Therefore, they are not eligible for post-graduate training support funding from the fund," the document of the Department of Education and Training stated.
Regarding this issue, previously, the Hanoi Department of Home Affairs also informed: The decision to send teachers for postgraduate training by the City People's Committee is the "legal basis" for the Hanoi City Talent Training Incentive and Encouragement Fund to pay support costs.
The Hanoi Department of Home Affairs confirmed that 63 teachers who are officials of the Department of Education and Training have not been sent to study by the City People's Committee, so they are not eligible for post-graduate training support from the Hanoi City Talent Training, Incentive and Promotion Fund.
In 2019, the Director of the Hanoi Department of Education and Training issued many decisions on sending 63 teachers from many high schools in the area to study for a master's degree.
After completing the course and completing the application, recently, 63 teachers who were sent by the Hanoi Department of Education and Training to study for a master's degree were very surprised when the department informed them that the City People's Committee had not decided to grant them training support funding according to regulations.
"During the course of study, we had to spend a large amount of money, beyond the ability of many people to pay. Now the Department of Education and Training only replied that we were not supported because the city did not provide funding, making us extremely confused and disappointed," said a representative of 63 teachers.
