Still heavy on grades, extra teaching and learning is difficult to solve the problem

According to Director of the Hanoi Department of Education and Training Tran The Cuong, if parents are still not assured because their children do not attend extra classes and are still worried about their grades, then no matter how hard they try, the education sector will find it difficult to fundamentally resolve the problems of extra teaching and learning.


Director of Hanoi Department of Education and Training Tran The Cuong on February 17 gave his opinion on regulations on extra teaching and learning after Circular No. 29/2024/TT-BGDDT of the Ministry of Education and Training took effect from February 14.

With the goal of protecting the rights of students and protecting the dignity of the teaching profession, the Hanoi Department of Education and Training is one of the first units to issue a document guiding the implementation of new regulations on extra teaching and learning of Circular 29/2024/TT-BGDDT.

The Director of the Hanoi Department of Education and Training said that in the 2024-2025 school year, Hanoi's education scale will have more than 2,900 educational institutions, 2.3 million students and 130,000 teachers. Organizing extra teaching and learning is a complicated issue with great demand. If there are no strict and appropriate management measures, the most disadvantaged subjects will be students.

Clearly identifying that, on February 11, 2025, the Hanoi Department of Education and Training sent a document to the Departments of Education and Training, schools, and vocational education and continuing education centers to guide the implementation.

The Department requests units and schools to disseminate and propagate to cadres, teachers, employees, students and parents the regulations on extra teaching and learning; organize serious, complete and effective implementation, promptly report to the Department any difficulties and problems (if any).

Mr. Cuong also said that the Department of Education and Training will continue to implement solutions to improve the capacity and responsibility of teachers to promote students' self-study ability; promote innovation in testing and assessment to ensure that it is consistent with the content and requirements of the 2018 General Education Program to ensure that students study according to the program and do not need to take extra classes.

At the same time, the Department will also deploy solutions to develop the scale and education network and invest in facilities to ensure enough schools, increase the number of schools and classes teaching 2 sessions/day; at the same time, strengthen inspection, examination and strictly handle violations of regulations on extra teaching and learning.

The Hanoi Department of Education and Training is urgently drafting regulations on extra teaching and learning to submit to the City People's Committee for promulgation with specific contents to put extra teaching and learning into order and promptly correct violations.

Mr. Cuong affirmed that the Ministry of Education and Training's issuance of Circular No. 29/2024/TT-BGDDT is necessary. This is a rather complicated activity, with a wide scope and increasing needs of learners, while the old document (Circular No. 17/2012/TT-BGDDT) issued from 2012 to present has many contents that are no longer suitable and do not have enough management sanctions.

In order for the new circular to be put into practice and effective, Director of the Hanoi Department of Education and Training Tran The Cuong said that the synchronous implementation of solutions is necessary, in which the important thing is the change in awareness. Therefore, propaganda, mobilization, guidance for cadres, teachers, students, parents and other relevant forces need to be strengthened.

Mr. Cuong emphasized: "This is to raise teachers' sense of self-respect and self-esteem so that they can "say no" to illegal extra teaching; at the same time, it also helps students and parents understand their rights and responsibilities to properly implement them. In addition, Hanoi will also pay attention to policies to ensure teachers' lives, helping them to focus on their profession."

Besides, Mr. Cuong also said that to implement the tasks of the education sector in general and the management of extra teaching and learning in particular, the efforts of the sector are not enough, it also needs sharing, understanding, joint efforts and supervision from parents.

If parents are still not assured because their children do not attend extra classes, and are still worried about their grades, then no matter how hard they try, the education sector will find it difficult to fundamentally resolve the shortcomings of extra teaching and learning. Therefore, Director of the Department of Education and Training Tran The Cuong called for: "Parents and students, please trust, join hands, affirm your family's responsibility to work with the education sector to implement and closely monitor the implementation of new regulations on extra teaching and learning, ensuring the rights of children to develop comprehensively."
