Will invest in automatic weighing system to "check" overloaded vehicles along North-South highway

The Ministry of Transport has just sent a document to relevant units agreeing on the investment plan to build and operate a load testing system on expressways under the project to build some sections of the North-South expressway in the East.

According to the Ministry of Transport, although the situation of overloaded vehicles has decreased, it is still complicated, with sophisticated evasion and coping methods, causing damage and deterioration of road works, indirectly increasing traffic accidents, especially on routes without patrol or control by authorities or without a load inspection system.

Many projects, after being put into operation for a period of time, have been damaged, their lifespan has been reduced compared to the original design target, affecting investment efficiency, causing costly maintenance, repair and remediation costs.

Therefore, the Ministry of Transport agreed on the investment plan to build and operate the load testing system on expressways under the project to build some sections of the North-South expressway in the East, which was researched and built by the Vietnam Road Administration.

The automatic weighing system will help control and prevent overloaded vehicles from circulating, protecting road traffic infrastructure, including the highway system.

Regarding the model, the Ministry of Transport agrees with the proposal to use an automatic weighing system that operates at low and high speeds, achieving a minimum accuracy level of F10 according to the regulations on measurement for group 2 measuring vehicles and meeting the regulations in the standards on vehicle load inspection stations.

The system operates on the principle that when a vehicle passes through the weighing system, if it is detected to be overloaded, a notification will be automatically displayed on the electronic screen; the driver is responsible for taking the vehicle off the highway through the right turn onto the service road or the branch road invested in and built specifically for overloaded vehicles that are denied access to the highway.

The load control system is installed in a place that can make the most of the available infrastructure, ensuring effective vehicle load control, saving investment costs, and ensuring safety; the equipment is installed or arranged at all highway entrances to ensure control of all traffic flows entering and exiting the route. The number of lanes arranged for load control depends on the traffic flow of that branch and the number of lanes of the branch.

The Ministry of Transport assigns the Vietnam Road Administration to manage, maintain, operate and exploit the load testing systems invested by the state budget. Coordinate with research agencies to invest in load testing systems for expressways invested by the state budget that have been completed and put into use using the project maintenance fund.

In addition, guiding investors in the process of organizing investment and construction on related technical issues to ensure effective and economical investment, construction and operation, meeting investment goals.

This agency is also responsible for presiding over and coordinating with the Traffic Police Department (Ministry of Public Security) in organizing the reception and handling of information on load violations according to the provisions of law.

For the Vietnam Expressway Administration, the Ministry of Transport requests the Ministry of Transport to approve the adjustment of the feasibility study report for the content of adding a load testing system. At the same time, carry out procedures to adjust and supplement BOT contracts for PPP projects. Perform the function of a specialized construction agency for investment projects in the form of public-private partnerships assigned to manage.

The Ministry of Transport also requested the Vietnam Register to review the infrastructure of the road vehicle registration database, supplement and upgrade it, and ensure the connection of load testing systems with the road vehicle registration database when requested, serving the extraction of vehicle data and processing according to regulations .
