The locality has mobilized more than 320 landowners to agree to hand over nearly 4 hectares of land for project construction.
Specifically, in Phuoc Tan ward, it mobilized households with 296 plots of land corresponding to the recovered area of 75,600m2 and 374 cases of property creation on other people's land.
As a result, the campaign resulted in the handover of 64 plots of land corresponding to the recovered area of 21,700 hectares and 116 cases of house construction on other people's land agreed to hand over the site as early as the end of February and beginning of March.
The remaining 244 plots of land are vacant land, ownerless land, small land area and 125 cases of establishment on other people's land are still being mobilized, and the final measure is enforcement.
In Tam Phuoc ward, 109 plots of land with a recovered area of nearly 15,000m2 were mobilized to be handed over and 27 cases of property construction on other people's land were handed over in February and March 2025.
Up to now, Bien Hoa - Vung Tau expressway, the section through Bien Hoa city has handed over 45.32 hectares of land, equivalent to 76.2% of the area.
Regarding people's recommendations, in addition to responding directly during the propaganda and mobilization process, city leaders request relevant units and professional sectors to consider and respond as soon as possible so that people no longer have concerns leading to prolonged handover of land.
The urgent issue that the leaders of the Bien Hoa City Party Committee and People's Committee have directed to units, sectors and localities is to focus on reviewing legal documents and making plans to carry out compulsory enforcement against households that do not hand over their land from March 5.
By March 5, households with complete documents but have not yet handed over the land will be forcibly evicted.
Due to the large number of files that need to be reviewed for enforcement, the city leaders have directed to increase and mobilize 5 more professional staff to support the Bien Hoa City Justice Department to keep up with progress in the field.
In addition, Bien Hoa city leaders also requested investors to urge contractors to mobilize machinery and human resources to support people in dismantling the project, and at the same time organize construction plans right in areas where the site has been handed over.
In addition, Bien Hoa city leaders have also directed the People's Committees of Phuoc Tan, Tam Phuoc, Long Binh, Long Binh Tan and An Hoa wards to review the number of boarding houses and rental houses to introduce to relocated households to "give up" land for project implementation. At the same time, strengthen management of boarding house owners to avoid abnormal price increases.
