After the merger, there are 14 Departments and branches.

(TN&MT) - On the morning of February 18, the 20th Quang Ngai Provincial Party Executive Committee, term 2020-2025, held a conference to review and give opinions on the projects to merge and establish departments under the Provincial People's Committee.

At the conference, after discussion, delegates unanimously approved 5 merger projects; establishing departments under the Provincial People's Committee.

Specifically, the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development will be merged into the Department of Agriculture and Environment of Quang Ngai province (after receiving the task of poverty reduction from the Department of Labor, Invalids and Social Affairs, transferring the Ly Son Marine Conservation Management Board under the Department of Agriculture and Rural Development to the People's Committee of Ly Son district for management).

Merge the Department of Transport and the Department of Construction into the Department of Construction of Quang Ngai province. Merge the Department of Planning and Investment (KHĐT) and the Department of Finance into the Department of Finance of Quang Ngai province (after transferring the Investment Promotion Center under the Department of KHĐT to the Office of the Provincial People's Committee).

Merge the Department of Labor, War Invalids and Social Affairs (DOLISA) and the Department of Home Affairs into the Department of Home Affairs of Quang Ngai province (after transferring some functions and tasks of the DOLISA to management agencies. Specifically, transferring tasks in the field of vocational education to the Department of Education and Training; transferring tasks in the field of children; prevention and control of social evils; social protection to the Department of Health; transferring tasks in the field of poverty reduction to the Department of Agriculture and Environment).

Merge the Department of Information and Communications (TTTT) and the Department of Science and Technology into the Department of Science and Technology of Quang Ngai province (after transferring the staff and tasks of press, publishing, electronic information, grassroots information and foreign information, advertising from the Department of Information and Communications to the Department of Culture, Sports and Tourism).

Thus, after the reorganization, Quang Ngai province has 14 departments and branches under the People's Committee, ensuring the requirements of the Central Government (including the Management Board of Dung Quat Economic Zone and Quang Ngai industrial parks).

According to Mr. Lu Ngoc Binh, Head of the Organization Board of Quang Ngai Provincial Party Committee, 5/5 projects to merge departments have been adjusted to ensure a reduction of internal units of over 35%. Specifically, 31 units at the department and branch level will be reduced; at the same time, after the merger and operation, the departments will review and implement staff streamlining to reduce at least 20% of civil servants and public employees receiving salaries from the state budget in accordance with the direction of the Central Government.

Regarding the department-level leaders, the Standing Committee of the Quang Ngai Provincial Party Committee has reviewed and approved the policy that the positions under the management of the Provincial Party Committee Standing Committee are eligible for appointment immediately upon establishment. The number of deputies shall not exceed the number of deputies of the two departments before the merger (excluding the number of transfers and retirements according to the Government's policy). The Standing Committee of the Provincial Party Committee will decide on the number of deputies of the departments based on the proposal of the Provincial Party Committee after the Government issues the Decree officially taking effect and reducing to the standard within 60 months from the date of merger.

The new departments will officially come into operation from March 1, 2025, in accordance with the requirements and directions of the Central Government.
