After 17 months of construction, a bid package of an important transport project has only disbursed 3.7% of the total capital.

Faced with the slow progress of the construction package VB-XL02 of the Coastal Road project connecting the East-West Economic Corridor, Quang Tri province - phase 1 implemented by the 319 Corporation of the Ministry of National Defense, on March 26, 2025, the Provincial Construction Investment Project Management Board (PPMB) (investor) issued a second reminder to the construction unit.

After 17 months of construction, a bid package of an important transport project has only disbursed 3.7% of the total capital.

The Coastal Road Project connecting the East-West Economic Corridor, Quang Tri Province, Phase 1 includes 4 bid packages, with a total investment of 2,060 billion VND from the central and local budgets, implemented from 2021 to 2026. On the 48 km route, the project is divided into many sections: from the border of Quang Binh province to the North of Cua Viet bridge, 35.5 km long; the section through Vinh Linh district, 23 km long; through Gio Linh district, 12.5 km long; from the central road along the Southeast Economic Zone axis to Dong Ha city, 12.5 km long.

Package VB-XL02 constructs the section from km 26+220 to km 38+620 (from the south of Cua Tung bridge to the north of Cua Viet bridge) with a length of 12.5 km, implemented by the 319 Corporation of the Ministry of National Defense with a total investment of VND 245,360 billion, starting in August 2023. On March 6, 2025, the Provincial Construction Investment Project Management Board issued Document No. 426/BQLDA-DHDA to remind for the first time about the construction progress of packages No. VB-XL01 and VB-XL02.

Accordingly, the contractor is required to mobilize maximum machinery and human resources before March 10, 2025 to implement construction on all sections with available land. However, through on-site inspection and the report of the supervision consultant, the contractor has not yet organized construction.

The site has been handed over to the contractor since January 5, 2024, for more than 14 months, with a length of 9.26 km, but the contractor has only disbursed 9.2 billion VND/245,360 billion VND, reaching 3.7%, too slow compared to the requirement.

Based on the terms of the contract, the investor requires the contractor to urgently mobilize maximum machinery, personnel, overtime, and additional teams to perform the work to overcome and compensate for the volume that has not been met during the delay before April 5, 2025.

Within no more than 10 days, if the contractor fails to remedy the problem or does so but does not meet the requirements according to the approved schedule, the investor will handle it according to the provisions of the project contract.
