On the morning of March 1, Hai Duong Provincial People's Council held the first thematic meeting of 2024.

It is expected that in half a day, the 20th session of the Hai Duong Provincial People's Council will consider 10 reports of the Provincial People's Committee on the use of public investment capital, investment policies for a number of projects and a number of other important contents.

Specifically, the Provincial People's Committee has 4 submissions requesting the Provincial People's Council to issue resolutions stipulating: Expenditure levels for implementing legal dissemination and education, legal access standards and mediation at the grassroots level; expenditure contents and norms for activities under the Health - Population Target Program using local budget sources until 2025; standards and norms for pickup trucks and 12-16 seat cars as prescribed in Clause 5, Article 8 of Decree No. 72/2023/ND-CP; expenses for visiting and giving gifts to representatives of martyrs' relatives, martyr worshipers, wounded soldiers, sick soldiers, and soldiers directly participating in the Dien Bien Phu Campaign on the occasion of the 70th anniversary of the Dien Bien Phu Victory (May 7, 1954 - May 7, 2024).

Regarding public investment, the People's Committee of Hai Duong province has submitted documents on the decision to allocate and adjust the 5-year local budget public investment plan for 2021-2025 and the second allocation of the 2024 capital plan (capital managed by the province); extending the implementation period and disbursement of the 2023 local budget public investment plan to 2024.

Hai Duong Provincial People's Committee also submitted a proposal to the Provincial People's Council to decide on the investment policy of the Project to renovate the lighting system, art lighting, trees, sidewalks of Truong Chinh Street, Vo Nguyen Giap Avenue and the connecting route to the Hanoi - Hai Phong Expressway intersection (Gia Loc district); adjust the investment policy of the Project to invest in the construction of the Provincial Social Protection Center to a new location; adjust the investment policy of the Project to build the road and Van bridge connecting National Highway 37 (Chi Linh city) with the approach road to Trieu bridge (Kinh Mon town).
