Speaking at the opening of the session, Chairman of the Hai Duong Provincial People's Council Le Van Hieu emphasized that the organization of this thematic session aims to promptly resolve important tasks serving the province's socio-economic development tasks right from the beginning of the year.
At this session, the Hai Duong Provincial People's Council will discuss and decide on a number of important issues such as expenditure norms for activities of disseminating, educating the law and mediation at the grassroots level in the province; activities under the health - population target program using local budget sources until 2025; visiting and giving gifts to people directly participating in the Dien Bien Phu campaign in Hai Duong province; allocating and adjusting public investment plans; deciding on investment policies, adjusting investment policies for a number of projects...
Chairman of the Hai Duong Provincial People's Council Le Van Hieu affirmed that at the 19th Session (regular session at the end of 2023), the Provincial People's Council forecasted a number of issues that need immediate decisions in implementing tasks in the first months of 2024. Organizing a thematic session is very necessary and in accordance with regulations.
Chairman of Hai Duong Provincial People's Council Le Van Hieu requested the Provincial People's Council delegates and delegates attending the session to actively study documents, discuss, and contribute many practical ideas so that the Provincial People's Council can consider and decide on the correct contents and successfully organize the session.
It is expected that in half a day, the 20th session of the Hai Duong Provincial People's Council will consider 10 reports of the Provincial People's Committee on the use of public investment capital, investment policies for a number of projects and a number of other important contents.
Specifically, the Provincial People's Committee has 4 submissions requesting the Provincial People's Council to issue resolutions regulating: Expenditure levels for implementing legal dissemination and education, legal access standards and mediation at the grassroots level; expenditure contents and expenditure norms for activities under the Health - Population Target Program using local budget sources until 2025; standards and norms for pickup trucks and 12-16 seat cars as prescribed in Clause 5, Article 8 of Decree No. 72/2023/ND-CP; expenses for visiting and giving gifts to representatives of martyrs' relatives, martyr worshipers, war invalids, sick soldiers, and soldiers who directly participated in the Dien Bien Phu campaign on the occasion of the 70th anniversary of the Dien Bien Phu Victory (May 7, 1954 - May 7, 2024).
Regarding public investment, the People's Committee of Hai Duong province has submitted documents on the decision to allocate and adjust the 5-year local budget public investment plan for 2021-2025 and the second allocation of the 2024 capital plan (capital managed by the province); extending the implementation period and disbursement of the 2023 local budget public investment plan to 2024.
Hai Duong Provincial People's Committee also submitted a proposal to the Provincial People's Council to decide on the investment policy of the Project to renovate the lighting system, art lighting, trees, sidewalks of Truong Chinh Street, Vo Nguyen Giap Avenue and the connecting route to the Hanoi - Hai Phong Expressway intersection (Gia Loc district); adjust the investment policy of the Project to invest in the construction of the Provincial Social Protection Center to a new location; adjust the investment policy of the Project to build the road and Van bridge connecting National Highway 37 (Chi Linh city) with the approach road to Trieu bridge (Kinh Mon town).
