More than 18,000 cases of land donation for road construction will be exempted from red book issuance and renewal fees.

On July 21, information from the People's Committee of Hai Duong province said that the 17th Hai Duong Provincial People's Council has just passed a Resolution on the policy of supporting funding for measuring, adjusting and reissuing land use right certificates (red books) for organizations and individuals who donate land for roads or public works but have not yet been adjusted or reissued.

Over 18,000 households donating land for road construction in Hai Duong will receive full funding for surveying and adjusting land records to reissue red books.

Accordingly, the People's Council of Hai Duong province has agreed to support all costs for measuring and adjusting cadastral records to issue or register changes on issued land use right certificates and fees for issuing, reissuing, and registering changes on land use right certificates.

The subjects of implementation are households and individuals who donate or give land use rights for the construction of public works but have not yet measured, adjusted land records and issued or changed land use right certificates in the province.

Previously, on July 12, the 23rd session of the Hai Duong Provincial People's Council on the results of implementing socio-economic development tasks discussed one of the prominent issues questioned by delegates.

Due to mechanism problems, there are currently over 18,000 cases of giving away land use rights for public purposes but the land use right certificates have not yet been adjusted and issued, affecting the legitimate rights and interests of the people.

Due to the lack of regulations on supporting the measurement and issuance of land use right certificates for people donating land for public works, the People's Committee of Hai Duong province has submitted a proposal to the People's Council of this province to issue a resolution to resolve the above shortcomings.

According to the statistical report of the Department of Natural Resources and Environment of Hai Duong province, the total estimated cost of measuring, adjusting and reissuing land use right certificates for over 18,000 cases of land donation for road construction or public works is about 44 billion VND.
