The year 2024 plays a particularly important role in completing the goals of the 5-year plan (2020-2025) and the Resolution of the 19th Provincial Party Congress. Therefore, achieving the goals and targets set in the remaining 3 months of 2024 must become the biggest political task and require the highest readiness to "sprint" at all levels, sectors, localities and units.

Prospects and challenges

The socio-economic growth figures for the first 9 months of 2024 have undeniably brought many expectations for a "bumper harvest" year for Thanh Hoa. In particular, "looking" at the 27 main targets for 2024, which were set out in Resolution No. 15-NQ/TU, dated December 1, 2023 of the Provincial Party Committee, further shows that the prospects for the last 3 months of the year are very positive.

Accordingly, of the 26 indicators put forward for consideration and evaluation (there is 1 indicator that has not been evaluated, which is the rate of grassroots party organizations completing their tasks well), 9 indicators are expected to exceed the plan (including: GRDP growth rate in 2024; export value; total mobilized development investment capital; State budget revenue; new rural construction; new enterprise establishment; forest coverage rate; rate of collected and treated domestic solid waste; number of newly admitted party members). There are 15 targets to complete the plan (including: Total grain output; agricultural land area accumulated and concentrated for large-scale agricultural production, applying high technology; urbanization rate; social labor productivity growth rate; population growth rate; trained labor rate; agricultural labor rate in total social labor; reduction in poverty rate; number of doctors/10,000 people; population rate participating in health insurance; rate of schools meeting national standards; rate of communes, wards and towns meeting food safety criteria; rate of communes, wards, towns and agencies meeting model criteria; rate of rural households using clean water; rate of communes, wards and towns meeting security and order safety criteria). There are 2 targets that are unlikely to be completed, including the structure of economic sectors in GRDP and GRDP per capita.

It can be seen that the prospect of completing and exceeding the plan for most of the targets is very clear. However, at the same time, there are also many challenges if we analyze in depth the role and importance of the two targets that are unlikely to be completed above. At the same time, it is not difficult to see that in each field there are still "hidden corners" and shortcomings that exist and need to be "dissected" and viewed frankly and objectively.

According to Director of the Department of Planning and Investment Le Minh Nghia (at the 34th Conference of the Provincial Party Committee, held on October 4, 2024), one of the shortcomings and limitations that need to be thoroughly recognized at this time is that credit growth is still low, only reaching 6.5% while the whole country increased by 7.5%. This shows that businesses are facing many difficulties, cannot borrow capital, do not have collateral... In short, without credit growth, production scale cannot be expanded. In particular, the difficulty in credit growth also reflects the reality of ineffective projects that have not convinced capital sponsors. So, the question is whether the investment environment is really attractive? Some more limitations and shortcomings have been raised by the leaders of the Department of Planning and Investment, that is, the number of businesses registering to temporarily suspend operations, announcing dissolution and the number of dissolved businesses is still high. In addition, there are too few new products introduced to the market, mainly old products (construction materials, clothing, food...). In addition, many projects are behind schedule, so new products have not been introduced as planned...

It can be seen that in many sectors, including the "backbone" sectors such as industry and agriculture, although remarkable results have been achieved, there are still many shortcomings. For example, large-scale, high-tech agricultural production, following the value chain, is still developing slowly compared to expectations. The progress of many key transport projects, projects in the fields of culture, tourism, industry, infrastructure business of industrial parks, industrial clusters, etc. is still slow and shows no signs of change. The calculation of land use fees and land allocation of some projects is still inadequate, affecting the operations of enterprises and the investment and business environment of the province... In addition, the development of social housing for workers has not met the requirements. The handling of surplus houses and land after the merger of administrative units is still slow and confusing, leading to damage, degradation, and waste of state assets. Site clearance work still has many problems and is slow to be resolved. The time for granting land use right certificates in some localities is still prolonged. The shortage of teachers has been addressed but still does not meet the demand. Some district hospitals and mountainous areas have encountered difficulties in implementing the financial autonomy mechanism. The situation of unpaid and late payment of social insurance, health insurance, and unemployment insurance in enterprises has not shown any signs of decreasing...

These limitations and shortcomings stem from many objective causes (natural disasters, epidemics, or some legal regulations on investment, land, construction are still inconsistent...); it is impossible not to emphasize the subjective causes. That is, the capacity of advising and organizing the implementation of tasks of some specialized agencies is still limited, not meeting the requirements. The coordination in implementing tasks between some sectors and units is not tight, low efficiency, and low responsibility. The inspection, monitoring, supervision, and urging of subordinates to perform tasks in some sectors and localities are not close and drastic; discipline and administrative discipline in the implementation of public duties are not strict in some places...

Together to overcome difficulties

The remaining tasks for the last 3 months of the year are still very large. In particular, the immediate focus is on overcoming the consequences of floods caused by storms No. 3 and No. 4, in order to soon restore production and stabilize people's lives. At the same time, it is necessary to focus on removing difficulties and obstacles, speeding up the implementation of large-scale, key projects in the fields of industry, services, tourism and other projects that have attracted investment in previous years, to soon put them into operation and production and business. At the same time, carry out procedures to prepare for investment in projects in Nghi Son Economic Zone; carry out procedures according to regulations to complete the merger of Dong Son district into Thanh Hoa city and arrange commune-level administrative units in the period of 2023-2025 before December 30, 2024...

To effectively implement the above tasks, it requires all levels, sectors, localities and units to be united, unanimous and closely follow the direction of the Provincial Party Committee, the Provincial People's Committee as well as the actual situation, in order to have timely, appropriate and effective responses to arising issues. At the same time, evaluate and clearly identify the remaining contents and tasks of the last 3 months of 2024 to focus on leadership, direction and strive to successfully implement the socio-economic development goals and tasks in 2024. Because, in implementing the tasks, each department, sector and locality is like a link, an important part that makes up the "machine" that is constantly moving. Therefore, the "health" of each link, or more specifically the sense of responsibility, flexibility, creativity and closeness of each sector and locality, will contribute to creating a driving force for the "machine" to move more strongly.

Realizing that and clearly defining the tasks that need to be implemented by the end of 2024, the requirement for the Department of Planning and Investment at this time is to focus on advising the Provincial People's Committee to effectively implement the plan to implement the planning of Thanh Hoa province for the period 2021-2030, with a vision to 2045. Proactively coordinate closely with relevant units of the Ministry of Planning and Investment to promptly report to competent authorities for consideration of the proposed contents of amendments and supplements to Resolution No. 37/2021/QH15 of the National Assembly on piloting a number of specific policies and mechanisms for the development of Thanh Hoa province. At the same time, regularly monitor closely the developments and situations in the province, domestically and internationally to promptly advise and propose additional solutions for direction and management, ensuring the completion of socio-economic development targets in 2024...

Or for the Department of Industry and Trade, it is to strengthen inspection and work with enterprises to grasp the business situation, promptly support and resolve difficulties and problems in the investment, production and business process. From there, ensure that enterprises produce and consume products stably, especially products with the ability to increase output, maximize capacity to compensate for the shortage of industrial production value for products with reduced output. At the same time, continue to closely monitor market developments, especially essential goods to have early and remote plans to ensure supply-demand balance, prevent speculation and hoarding of goods at the end of the year. Promote connection activities, stimulate domestic consumption. Regularly grasp information on trade promotion programs to provide information, support enterprises to promote trade promotion; at the same time, deepen close relationships with traditional partners, seek new markets associated with typical export goods of the province...

Along with the synchronous and drastic implementation of targets and tasks from now until the end of 2024, setting out directions and goals for 2025 is also a very important task. Because this will be the basis, the "compass" to continue to urge the sense of responsibility and the efforts and determination of departments, branches and localities. Therefore, concluding the 34th Conference of the Provincial Party Executive Committee (held on October 4, 2024), Comrade Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, emphasized: Party committees at all levels, authorities, departments, branches, the Fatherland Front, and organizations in the province must uphold the spirit of solidarity, responsibility, determination, drasticness, dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, be creative, dare to face difficulties and challenges, dare to act for the common good. At the same time, closely following the direction and orientation of the province and the actual situation, develop plans, goals and tasks for 2025 of the industry, locality and unit, with a high spirit of striving, feasibility, ensuring the comprehensive and successful implementation of the Resolution of the Party Congresses at all levels for the 2020-2025 term, the 5-year plan (2021-2025) of the industry, locality and unit.

It is expected that, with the proactive seizing of opportunities, forecasting of challenges and being active, synchronous and responsible in implementing key tasks and solutions in the last 3 months of 2024, Thanh Hoa will reach the set targets. From there, it will create an important premise to implement the goals and tasks of 2025 - a year of decisive significance to the successful implementation of the resolutions of the Party Congresses at all levels for the 2020-2025 term.
