According to the report of the Party Committee of the Provincial People's Committee, in order to promptly disseminate, implement and concretize the "6 goals, viewpoints and key tasks" in Notice No. 160/TB-VPCP of the Government Office, dated May 9, 2023, the Provincial People's Committee has organized dissemination and extensive implementation to all levels, sectors and localities. The Provincial People's Committee issued Plan No. 2067/KH-UBND, dated May 19, 2023, assigning specific tasks to each level, sector and locality to organize implementation according to their management functions and tasks.
After 1 year of implementing the Prime Minister's direction, the province has been proactive and determined in directing and seriously organizing the implementation, especially the key tasks, and initially recorded many positive results. Being assigned to host the implementation for the first time, the 70th Anniversary of Dien Bien Phu Victory Ceremony has been built and carefully prepared by the province to organize it solemnly, safely, effectively and successfully, leaving many good echoes in public opinion. The province has completed the Planning of Dien Bien province for the period 2021 - 2030, with a vision to 2050; completed the project to upgrade and expand Dien Bien Airport for the period 2021 - 2030, with a vision to 2050.
Regarding the task of socio-economic development, the province closely follows and thoroughly grasps the guiding viewpoints, tasks and solutions in Notice No. 160, promptly and concretizes them with specific programs, plans and tasks, makes the greatest efforts to overcome difficulties, and records positive results in many fields.
In 2023, the GRDP growth rate is estimated at 7.1%, higher than the target of the Resolution of the 14th Provincial Party Congress, ranking 4th out of 14 provinces in the Northern midland and mountainous region. In the first 6 months of 2024, the GRDP growth rate continued to increase, estimated at 8.75%, a fairly high increase compared to other provinces in the region and the whole country (ranked 1st out of 8 provinces in the Northwest region, ranked 3rd out of 14 provinces in the Northern midland and mountainous region, ranked 10th out of 63 provinces and cities). Agricultural production sectors are relatively stable; the total macadamia area increased by 26.2% over the same period in 2023 (estimated at 7,306.28 hectares).
In particular, tourism continues to be a bright spot in the overall socio-economic picture of the province, with the number of visitors increasing 2.18 times compared to the same period in 2023; total revenue from tourism activities reached VND 2,474 billion, up 2.25 times, exceeding the annual plan by 12.5%. The province focuses on removing "bottlenecks" to attract investment, deploy key projects and works; organize and implement national target programs in a focused and key direction...
Regarding the recommendations that have been commented by the Prime Minister, the province has closely coordinated with relevant ministries and branches to actively organize the implementation. However, the implementation process has encountered certain difficulties. Currently, some works and projects have not been balanced and allocated resources to organize the implementation of investment procedures. Specifically: Investment project to upgrade National Highway 279 (Dien Bien - Tay Trang section); project to build the Son La - Dien Bien - Tay Trang border gate expressway, phase 1; project to connect key economic areas in the dynamic economic region along National Highway 279 and National Highway 12; project to establish Dien Bien University, etc.
Provincial Party Secretary Tran Quoc Cuong acknowledged the discussion and contributions of the comrades in the Standing Committee; representatives of departments, branches and localities participating in the conference. Many contents of participation clarified the existing problems and difficulties in the process of organizing and implementing tasks under the direction of the Prime Minister; recommended and proposed solutions to each specific content.
Agreeing on the policies and contents of the conference program, the Provincial Party Secretary directed the sectors and localities to uphold their sense of responsibility, review all contents and tasks, and be determined to effectively implement the Prime Minister's direction. In particular, he emphasized a number of specific tasks, such as: Urgently develop district-level planning; research and promote the effectiveness of Dien Bien Airport; continue to develop tourism after the 70th Anniversary of Dien Bien Phu Victory, expand new and attractive tourism products; "awaken" districts, towns and cities by assigning specific tasks and attaching responsibilities to leaders at each level; each sector and locality must have a plan, choose investments, and implement tasks with focus and key points; propose appropriate planning and plans based on practical grounds...
