The year 2024 has ended with many impressive and bold growth marks in all fields. The achievements from the great efforts, high determination, and drastic actions of the Party Committee, the government, the people of all ethnic groups, and the business community in the province will be the fundamental foundation and important driving force for Thanh Hoa to rise up with the whole country into a new era.
Impressive growth momentum
Looking back at 2024, the challenges and difficulties are like that, but with the attention, leadership and direction of the Central Party Committee, the National Assembly, the Government, the coordination and support of the departments, ministries, branches, and central agencies; the Provincial Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee of the province and the Party committees and authorities at all levels in the province have focused on leadership, direction, and proposed many correct, timely, scientific, and effective policies and measures to promote socio-economic development and achieved many impressive results in the fields of economy, culture - society, Party building and the political system.
Typically, the growth rate of gross regional domestic product (GRDP) is estimated at 12.16%, exceeding the plan and ranking second in the country (only after Bac Giang province with a growth of 13.85%). Of which, agriculture, forestry and fishery increased by 4.17%; industry - construction increased by 17.62% (industry 21.67%; construction 7.71%); services increased by 8.12%; product tax increased by 8.38%.
During the year, agricultural, forestry and fishery production achieved quite comprehensive results. Total food output exceeded the plan by 1.9%; 6,569 hectares of land were accumulated, exceeding the plan by 6.2%. Livestock development was stable, no epidemics occurred. The national target program on new rural construction exceeded the plan; the One Commune One Product program achieved the set plan. In 2024, 2 more districts and 17 communes met the NTM standards; 2 districts and 26 communes met the advanced NTM standards; 11 communes met the model NTM standards; 120 OCOP products. Along with that, the work of preventing and combating natural disasters was carried out seriously and effectively, minimizing human and property damage caused by natural disasters.
Industrial production increased sharply; the industrial production index in 2024 is estimated to increase by 19.25%; 17/19 major industrial products increased compared to the same period. The construction sector developed quite well; State management of planning, construction investment, and construction quality was drastically implemented. Service industries continued to develop. Total retail sales of goods and service revenue exceeded the plan by 5.1% and increased by 14.3% over the same period; export value exceeded the plan by 4.9%, increased by 23.4%; import value increased by 20.3%.
Tourism activities are vibrant; the province has successfully organized tourism stimulus activities, linked and cooperated to develop tourism with domestic localities and promoted Thanh Hoa tourism brand; organized a variety of cultural, sports and tourism events, along with putting into operation entertainment services at Sun World Sam Son Water Park, Flamingo Ibiza Hai Tien, new tourism products - Trekking... gradually affirming the brand "Thanh Hoa Tourism - Four Seasons of Fragrance". The total number of tourists in 2024 is estimated at 15.3 million, exceeding 10.9% of the plan, up 22.5% (of which international visitors are estimated at 719 thousand, up 16.7%); total tourism revenue exceeded 4.4% of the plan, up 38%; transportation revenue exceeded 1.7% of the plan, up 14.5%.
Another mark demonstrating the determination and drasticness of Thanh Hoa province in the direction and administration is that the State budget revenue in 2024 is estimated at VND 55,585 billion, exceeding 56.3% of the estimate, up 28.7% over the same period, the highest ever, ranking first in the North Central region and 8th in the country; of which, domestic revenue is estimated at VND 34,750 billion, exceeding 57.8% of the estimate, up 31.6% over the same period; revenue from import and export activities is estimated at VND 20,835 billion, exceeding 53.8% of the estimate, up 24.3%.
Along with the above results, foreign affairs and regional linkage activities associated with investment promotion continued to be focused on. During the year, provincial leaders organized delegations to promote investment, trade and tourism in Singapore, Taiwan, South Korea, China, France, the Netherlands, Australia and New Zealand; received and worked with many large corporations and investors to attract investment in the province such as: WHA Group, Korea Electric Power Corporation, DIC Group, SAB Group, Sovico Group... At the same time, focusing on solving difficulties and problems for projects such as: Nghi Son LNG Power Plant; Duc Giang Chemical Plant; Industrial Parks: Lam Son - Sao Vang, Phu Quy, Dong Vang; Quang Thanh Trade Center; Ben En Eco-tourism Resort Complex... Total mobilized social investment capital is estimated at 138,856 billion VND, exceeding 2.9% of the plan, up 4.5% over the same period; attracted 108 projects (including 19 FDI projects), with a total registered capital of VND 13,321.6 billion and USD 422.9 million, 1.3 times more in number of projects and an increase of 15.9% in registered capital over the same period. Public investment activities were also focused on, directed decisively, flexibly and effectively; by December 20, 2024, the value of disbursed public investment capital managed by the province reached over VND 11,000 billion, equal to 82% of the plan, 7.5% higher than the same period. The results of establishing new enterprises exceeded the plan by 19.1%, increased by 10.1%, ranking first in the North Central provinces and 8th in the country...
The fields of culture - society, national defense - security, Party building and rectification and the political system also achieved many positive results. During the year, 4 more intangible cultural heritages were recognized as national intangible cultural heritages. Mass education has had positive changes. In the 2024 High School Graduation Exam, Thanh Hoa was the locality with the highest score of 10 in the country (914 points of 10), the average exam score was 6.82, ranked 18th in the country, up 3 places compared to 2023. The quality of key education is maintained; in the 2023-2024 National High School Excellent Student Exam, the province led the country in the percentage of candidates winning prizes and ranked 4th in the country in the number of candidates winning first prizes; At international competitions, our province's students won 1 Silver Medal at the International Physics Olympiad and 1 Bronze Medal at the 58th Mendeleev International Chemistry Olympiad. High-performance sports participated in 128 competitions, winning 956 medals of all kinds; Dong A Thanh Hoa Football Club successfully defended the title of National Cup champion in 2024.
The work of protecting, caring for and improving people's health has been focused on; the work of solving employment and social security has been carried out promptly, synchronously and effectively. The work of arranging the apparatus and administrative units at all levels has been implemented synchronously, in accordance with the direction and guidance of the Central Government, ensuring streamlining, effective and efficient operations. Administrative reform continues to be focused on and promoted. Politics and society are stable, national defense - security, social order and safety are ensured. The work of building and rectifying the Party and the political system continues to be innovated and achieved positive results; many difficulties and problems have been resolved; many shortcomings and violations in various fields have been promptly rectified and handled. Unity within the Party and among the People has been consolidated.
That result continues to affirm the spirit of solidarity, unity and people's trust in the leadership of the Party and the administration. It is also a meaningful gift to welcome the new spring of At Ty 2025 and respectfully offer to beloved Uncle Ho in the process of striving to implement his teaching "Thanh Hoa must become a model province".
Firmly step into the new era
The year 2025 plays a particularly important role with many major political events of the Party, the country and the province; it is the year of completion, deciding the results of implementing the Resolution of the 19th Provincial Party Congress, term 2020-2025 and the 5-year Socio-Economic Development Plan 2021-2025. Based on the crystallization of the heroic revolutionary tradition and the aspiration for prosperity of Thanh Hoa people, along with the achievements in 2024, the Provincial Party Committee and the Provincial People's Council have resolved 27 main targets to be implemented in 2025, including: 12 economic targets, 9 socio-cultural targets, 3 environmental targets, 1 security and order target and 2 targets on Party building; in which, the growth rate of gross regional domestic product (GRDP) is expected to reach 11% or more.
It is forecasted that in 2025, the world situation will continue to develop in a complex and unpredictable manner; domestically and in the province, there will be many opportunities and advantages, but difficulties and challenges will be enormous. In order to successfully achieve the set goals, consolidate confidence and create a strong momentum to step firmly with the whole country into the new era, the Party Committee, government, army and people of all ethnic groups in our province must organize and effectively implement the following tasks and solutions:
Firstly, focus on directing, operating, organizing the drastic, synchronous and effective implementation of tasks and solutions in each sector and field; strive to complete 100% of the goals and tasks in 2025; direct the review and assessment of the implementation of the 5-year plan 2021-2025, propose breakthrough solutions in the spirit of "any target that has not been achieved must be determined to be completed, any target that has been achieved must be improved in quality and efficiency", contributing to the successful implementation of the Resolution of the 19th Provincial Party Congress, term 2020-2025.
Second, direct the review and synchronous completion of institutions, mechanisms and policies; effectively remove difficulties, obstacles and bottlenecks, do not push or avoid responsibility, unblock resources, create new motivation, and strive with the whole country. Focus on removing and completely resolving difficulties, obstacles and bottlenecks in institutions, mechanisms and policies under the province's authority, creating particularly clear changes in various fields, focusing on: investment and business procedures, land access, site clearance, land allocation, land lease, land use fee calculation, handling of public assets, progress of implementation of infrastructure projects in industrial parks and industrial clusters, quality of human resources, etc.
Third, focus on reviewing and building a "Refined - Lean - Strong - Effective - Efficient - Effective" apparatus in accordance with the direction of General Secretary To Lam; after the arrangement, quickly stabilize the organization, operate effectively, and develop. Prepare well for the election, consolidate, arrange and assign cadres after the Party Congresses at all levels for the 2025-2030 term; promptly resolve the regime and policies for cadres, civil servants and public employees after the arrangement, giving priority to cadres and civil servants who share and sacrifice for the development of the province. Strengthen discipline and administrative discipline, enhance the responsibility of leaders and cadres, civil servants and public employees in performing public duties.
Fourth, direct continued improvement of the investment and business environment in a substantial manner; strengthen business support activities; effectively implement measures to manage state budget collection.
Continue to promote administrative reform, improve the investment and business environment in a transparent, open and attractive manner; review and minimize the time for handling administrative procedures; increase the use of online public services throughout the process of receiving and handling administrative procedures. Promote legal support activities for businesses, creating the most favorable conditions for businesses to access and effectively use resources for development, such as capital, land and technology.
Resolutely, synchronously and effectively implement tasks and solutions to increase budget revenue, striving to exceed the highest estimate of state budget revenue in 2025. Organize the review, inventory, handling and arrangement of public assets, especially houses and land of agencies, districts and communes after the merger. Strengthen management and use of the budget economically and effectively to focus resources on development investment and urgent tasks.
Fifth, strongly promote traditional growth drivers, focus on developing new growth drivers; continue restructuring the economy associated with growth model innovation, and enhance economic competitiveness.
Promote disbursement of public investment capital from the beginning of the year, especially for important programs and projects of the province and national target programs. Innovate investment promotion activities in a proactive and selective manner; prioritize investment promotion for strategic investors and valuable projects.
high growth, modern technology, spillover effects, connecting global production and supply chains, environmentally friendly. Strongly develop the domestic market, stimulate consumption, promote the campaign "Vietnamese people prioritize using Vietnamese goods".
Promote new growth drivers, such as digital transformation, green transformation and new industries and fields. Continue to effectively implement Project 06, focusing on comprehensive development of all three pillars: digital government, digital economy and digital society; digital economic development must be associated with green economy and circular economy, striving to make Thanh Hoa province one of the leading provinces and cities in digital transformation by the end of 2025.
Sixth, synchronously, resolutely and effectively implement the Party's regulations and the State's laws on corruption prevention and control, thrift practice and waste prevention, especially under the direction of General Secretary To Lam; Directive No. 27 dated December 25, 2023 of the Politburo; Official Dispatch No. 125 dated December 1, 2024 of the Prime Minister; the program on thrift practice and waste prevention for the period 2021-2025 and annually of the province. All levels and sectors must always identify this as a key, urgent and regular task of the entire political system and the whole society towards the goal of building a "culture of thrift".
Seventh, continue to improve the quality of cultural, educational and medical activities; thoroughly overcome shortcomings and weaknesses, speed up the implementation of cultural and tourism infrastructure projects; improve the quality of comprehensive education; effectively resolve the shortage of teachers and shortcomings in educational management; maintain the achievements in key education and high-performance sports in the leading group nationwide; effectively implement measures to prevent and control epidemics and take care of people's health; overcome the shortage of medicines, equipment and medical supplies at medical examination and treatment facilities and difficulties in financial autonomy at public hospitals; direct careful preparation of conditions to welcome the Lunar New Year of At Ty; Implement well social security policies, visit, encourage, and take care of Tet for policy beneficiaries, meritorious people, poor households, and vulnerable groups, ensuring that everyone and every household can celebrate Tet happily, safely, and economically, "leaving no one behind". Implement well the campaign to support housing construction for poor households, policy households, and households with housing difficulties, ensuring the completion of the set goals, poor households, policy households, and households with housing difficulties are supported to build and repair houses.
Eighth, strengthen national defense and security, ensure social order and safety, avoid being passive and surprised; resolutely fight and suppress all types of crimes, prevent crimes from increasing; ensure traffic safety; prevent and fight fires and explosions; effectively prevent and fight natural disasters and search and rescue. Promote inspection activities, receive citizens; improve the effectiveness of handling petitions, complaints, denunciations, conflicts and disputes arising right at the grassroots level, prevent complicated cases from becoming hot spots.
The Spring of At Ty 2025 will be the spring of new steps, new marks on the development journey of the province to enter a new era with the whole country.
