BTO-The Prime Minister emphasized this at the National Online Conference on implementing the arrangement of administrative units at district and commune levels for the 2023-2030 period, which took place on the morning of July 31.

Speaking at the conference, Prime Minister Pham Minh Chinh emphasized that the reorganization of administrative units is a difficult, sensitive, and complicated task, involving many people and many sectors; affecting people, businesses, and other entities. However, in response to the country's development requirements, the reorganization of district and commune-level administrative units is a necessary requirement to streamline the administrative apparatus, enhance the effectiveness and efficiency of state management, and create favorable conditions for people and businesses. Innovation and reorganization of the political system to be streamlined and operate effectively and efficiently is a major policy of the Party. Therefore, the Politburo has issued Resolution No. 37, Conclusion No. 48, the National Assembly Standing Committee has issued Resolution No. 595 and Resolution No. 35 and most recently, the Government issued a Resolution on the Plan to implement the arrangement of district and commune-level administrative units in the period 2023 - 2025. The arrangement of small-scale district and commune-level administrative units that do not meet prescribed standards will overcome the situation of resource dispersion, failure to fully exploit potential, and division of development space; at the same time, contribute to building a streamlined political system that operates effectively and efficiently.

However, the process of reorganizing administrative units at district and commune levels can cause disruptions in the operations of administrative units and affect people and businesses. Therefore, the Prime Minister requires all levels and sectors to resolutely direct and implement the reorganization of administrative units in a flexible and reasonable manner; ensuring that the administrative apparatus still operates smoothly. In particular, after the reorganization of administrative units, there will be surplus human resources, facilities, etc., so it must be handled flexibly and appropriately to avoid wasting the country's resources. Experience shows that wherever there is unity in perception and ideology, work will go smoothly; otherwise, it will cause congestion, delays, and waste of resources.

“There is a lot of work, little time, high requirements, and limited resources; therefore, we need to take drastic, active, focused, and effective action; sectors and localities need to share valuable experiences and good lessons, as well as point out foreseeable difficulties and propose appropriate solutions to overcome them during the implementation process,” the Prime Minister pointed out. What has been done should be promoted, and what has not been done should be overcome in the spirit of streamlining the apparatus but improving the effectiveness and efficiency of operations, streamlining the payroll associated with restructuring and improving the quality of the staff, civil servants, and public employees to ensure the system operates well, bringing overall efficiency to the country and the people.

Implementing Conclusion No. 48-KL/TW dated January 30, 2023 of the Politburo on continuing to reorganize district and commune-level administrative units in the 2023-2030 period and Resolution No. 35/2023/UBTVQH15 dated July 12, 2023 of the National Assembly Standing Committee on reorganizing district and commune-level administrative units in the 2023-2030 period, Binh Thuan province has no district-level administrative units subject to mandatory reorganization in the 2023-2030 period.
At the commune level, Binh Thuan province has 12 administrative units subject to rearrangement; of which, in the 2023 - 2025 period, there are 08 units and in the 2026 - 2030 period, there are 04 units.
