Capital planning focuses on 5 development pillars
Speaking at the scientific workshop "Some theoretical and practical issues in the development and implementation of the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050" on the morning of November 21, Vice Chairman of the Hanoi People's Committee Ha Minh Hai said that currently, Hanoi is taking steps to seek opinions from ministries, ministerial-level agencies, provinces and cities in the Red River Delta, the Capital region and relevant organizations and individuals before submitting for appraisal according to the provisions of law on planning.
The draft Hanoi Capital Planning Synthesis Report sent for comments includes 1,200 pages, integrating 39 proposed contents of sectors and fields, 30 proposed contents of districts, towns, and cities, along with a system of digitized diagrams and maps.
The main contents of the Hanoi Capital Planning include: 5 development perspectives, 8 key tasks, 3 breakthroughs and 2 implementation priorities (environmental pollution treatment and urban renovation, embellishment and reconstruction, etc.). Hanoi Capital is studied and organized into 5 socio-economic development zones, 5 development spaces (cultural space, construction space, underground space, green space, digital space), planning orientations for sectors, fields and localities are concentrated along 5 economic corridors and belts, associated with 5 development axes, along with a synchronous transport infrastructure system (belt road system and urban railway).
At the same time, research to form 2 cities under the Capital, creating the image of a Cultural - Civilized - Modern - Globally Connected Capital with characteristics of economic and social development, unique culture, green and clean environment, people enjoy a good quality of life.
The contents of the capital's planning scheme focus on five development pillars: Culture, people and thousand-year heritage; Green economic development, digital economy; Synchronous and modern infrastructure; Digital society, smart city; Science, technology and innovation.

Vice Chairman Ha Minh Hai emphasized: “The organization of the Workshop “Some theoretical and practical issues in the development and implementation of the Capital Planning for the period 2021 - 2030, with a vision to 2050” aims to clarify theoretical and practical issues in the development of the Capital Planning, and at the same time continue to suggest and propose ideas and solutions for planning, especially breakthrough contents, key points and the exploitation and mobilization of resources to implement the Planning effectively and sustainably”.
On that basis, right at the Workshop, delegates discussed and contributed opinions on theoretical issues in the work of making the Capital Planning; Practical requirements that need to be focused on in making the Capital Planning; conditions and solutions to effectively implement the Capital Planning after it is approved according to regulations; issues on decentralization and delegation of authority; solutions to mobilize resources...
Developing Hanoi's multidimensional space
Contributing to the Workshop, Associate Professor Dr. Nguyen Ngoc Ha - Deputy Editor-in-Chief of Communist Magazine said that Hanoi is the only city in the Asia-Pacific region to receive the title "City for Peace". Resolution No. 15-NQ/TW, dated December 15, 2000, of the Politburo, on the direction and tasks of developing Hanoi Capital in the period 2001 - 2010, identified Hanoi as the heart of the whole country, the national political - administrative center, a major center of culture, science, education, economy and international transactions.
With that position, the Resolution sets out new, superior requirements for Hanoi; also new perspectives, ahead of the whole country. Associate Professor, Dr. Nguyen Ngoc Ha analyzed that Hanoi has many conditions for development, including resources in terms of natural location, culture, and people. Associate Professor, Dr. Nguyen Ngoc Ha noted that Hanoi needs to adhere to the perception of "Back leaning on Ba Vi, facing the Red River". In the general trend of the world when the sea is increasingly important, the position of leaning on the mountain and facing the sea of the Capital will raise the position and power of the country to new heights.
From the analysis of the unique features of Hanoi, Prof. Dr. Phung Huu Phu, former member of the Party Central Committee, former Permanent Vice Chairman of the Central Theoretical Council, proposed the philosophy of developing the Capital with 5 propositions and 20 words: "Displaying talents - Unleashing intelligence - Spreading humanity - Harmonizing with nature - Progressing with the times". This philosophy needs to be expressed and thoroughly understood throughout the entire process of establishing and implementing the Capital Planning.

Regarding the proposal to “delegate” more power to Hanoi, Associate Professor, Dr. Bui Tat Thang, former Director of the Institute of Development Strategy - Ministry of Planning and Investment, said that the task now is to urgently design specific “outstanding” mechanisms and policies to carry out the tasks stated in Resolution No. 15-NQ/TU of the Politburo. The mechanisms and policies for the capital must ensure that Hanoi “has a level of development on par with the capitals of developed countries in the region and the world”.
Dr. Nguyen Duc Kien, head of the Prime Minister's Economic Advisory Group, emphasized the importance of preserving the social and cultural values of the Capital in the work of Planning the Capital. According to Dr. Nguyen Duc Kien, an approach to urban management is to aim at the happiness of the people through increasing their love and attachment to the city where they live. State management agencies use tools to connect the relationship between people and each part and activity of the city, such as historical relics, famous places, restaurants, bookstores, street scenes... to daily activities such as living, playing and working...
In addition, many experts and scientists have also contributed their opinions on the importance of planning the Red River; developing Hanoi in many spatial dimensions; planning for traffic and environment, which also need to be focused on...
Update development trends and ensure feasibility
Concluding the workshop, Deputy Secretary of the City Party Committee Nguyen Van Phong thanked the delegates and scientists for their dedication and attention to the very important issue of Capital Planning and affirmed that this is the sentiment and responsibility of the delegates and scientists for Hanoi in the spirit of "For our Capital".
The Deputy Secretary of the City Party Committee said that the Capital Planning is a big job. Currently, Hanoi is simultaneously carrying out 3 major tasks to concretize Resolution 15-NQ/TW dated May 5, 2022 of the Politburo on the direction and tasks of developing the Capital Hanoi to 2030, with a vision to 2045.
Right from Resolution 15-NQ/TW issued by the Politburo with a very new mindset with very different assessments, perceptions, and tasks assigned to Hanoi. At the Workshop, many delegates expressed their opinions on international competition. Resolution 15-NQ/TW also stated that it must be able to compete with the capitals of developed countries in the region. By 2045, Hanoi must become a globally connected capital.
"Hanoi also believes that it must reach out to the world, this ideology has been consistently identified by the City," Deputy Secretary of the City Party Committee Nguyen Van Phong affirmed.

Deputy Secretary of the City Party Committee Nguyen Van Phong said that the City has established a Steering Committee and conducted many different seminars and consultations with experts from different perspectives. Before this seminar, Hanoi had a seminar with nearly 180 universities in the capital on the Capital Planning and sought many opinions from experts and leading professional agencies. Deputy Secretary of the City Party Committee Nguyen Van Phong emphasized that Hanoi will absorb all opinions and discussions of the seminar. The contents of the seminar have suggested approaches to specific issues that need to be further studied.
"The issue of Hanoi planning is not only in today's workshop but will be carried out in parallel with this planning, also to update and supplement information to help adjust the Master Plan 1259/QD-TTg on the Master Plan for Hanoi Capital Construction to 2030 and vision to 2050 approved by the Prime Minister to contribute more information, based on the construction of the Capital Law", Deputy Secretary of the City Party Committee Nguyen Van Phong emphasized and affirmed that the participation of scientists is very valuable.
The city hopes that leading scientists from all over the country will continue to contribute to Hanoi so that we can have a worthy master plan, updated with the development trends of the times, ensuring feasibility .
