In fact, the situation of raising and breeding swiftlets in the province is on the rise. However, most of them develop spontaneously, with many swiftlet houses built in residential areas, causing noise that affects the community life but has not been strictly managed by local authorities.
According to the Department of Agriculture and Rural Development, up to now, the whole province has about 1,425 establishments for attracting and raising swiftlets. Of which, Tuy Phong district has 84 establishments, Bac Binh 321 establishments, Ham Thuan Bac 315 establishments, Duc Linh 335 establishments...
The regulation of bird nest farming areas aims to limit the situation of people raising bird nests spontaneously and uncontrolledly, especially cases of using houses in residential areas to raise bird nests, affecting the environment and people's lives. At the same time, it creates conditions for localities to develop bird nest farming to ensure that it is suitable for socio-economic development conditions, suitable for the bird nest's behavior, disease safety, environmental hygiene, meeting food safety standards, contributing to the orientation of bird nest farming to develop sustainably and long-term.
At the 14th session of the 11th Provincial People's Council held in mid-May 2023, the Provincial People's Council issued Resolution No. 04/2023/NQ-HDND dated May 9, 2023 regulating areas for raising swiftlets; areas where livestock, poultry and other animals are not allowed to be raised; policies to support relocation and termination of operations for livestock facilities in the province. This Resolution applies to organizations and individuals raising swiftlets, livestock, poultry and other animals in livestock farming in the province.
Accordingly, the regulation on the area for raising swiftlets from the effective date of the Resolution is the area outside the area specified in the appendix issued with this Resolution. Organizations and individuals with swiftlet houses built and operating before the effective date of the Resolution located in the area specified in the appendix issued with this Resolution, but complying with the conditions specified in Clause 2, Article 25 of Decree No. 13/2020/ND-CP of the Government are allowed to continue to maintain operations. Specifically, the area where breeding is not allowed includes the entire wards of Binh Hung, Duc Long, Duc Nghia, Duc Thang, Ham Tien, Hung Long, Lac Dao, Mui Ne, Phu Hai, Phu Tai, Phu Thuy, Phu Trinh, Thanh Hai, Xuan An (Phan Thiet City); Phuoc Hoi, Tan Thien, Tan An and Binh Tan wards (La Gi town); the entire urban planning area approved by competent authorities in Lien Huong town and Phan Ri Cua town (Tuy Phong); Luong Son town and Cho Lau town (Bac Binh); Ma Lam town, Phu Long town (Ham Thuan Bac); Thuan Nam town (Ham Thuan Nam); Tan Minh town, Tan Nghia town (Ham Tan); Lac Tanh town (Tanh Linh) and Vo Xu town, Duc Tai (Duc Linh). In Phu Quy district, including the entire district center approved by competent authorities. As for the remaining communes in districts, towns and cities, including areas for construction of public works, rural residential areas approved by competent authorities in the district construction planning project, general commune construction planning according to regulations. Areas planned for housing development are included in the housing development planning program approved by competent authorities.
Recently, right after Resolution No. 04/2023/NQ-HDND dated May 9, 2023 of the Provincial People's Council on Regulations on bird nest farming areas; areas where livestock, poultry and other animals are not allowed to be raised; policies to support relocation and termination of operations for livestock facilities in the province took effect, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai issued a document, requesting the Department of Agriculture and Rural Development to study and advise the Provincial People's Committee to organize the implementation of this resolution according to regulations.
