1. Regulations on returning citizens who do not meet health standards to their localities

According to Clause 6, Article 12 of Joint Circular 16/2016/TTLT-BYT-BQP, regulations on returning citizens who do not meet health standards to their localities are as follows:

- Citizens who do not meet health standards will be returned to their localities when the results of the health re-examination are determined by the Chief of Military Medicine at the regimental level or equivalent and approved by the direct superior.

- The health records of citizens who do not meet health standards and are returned to their localities must include a full military service health certificate from the local military service health examination council, with a section recording the health examination results and conclusions from the unit's health re-examination council.

- The return of unwell citizens to their localities shall be carried out in accordance with the regulations of the Ministry of National Defense. If necessary, the local health authority shall re-examine (within 7-10 days from the date the unit hands over the unwell citizen to the locality).

In case of disagreement with the conclusion of the unit's Health Review Council, the District Military Service Council shall transfer the citizen's file to the Provincial Medical Examination Council to organize a health examination.

2. Responsibilities of the unit receiving soldiers participating in military service

Responsibilities of the unit receiving soldiers participating in military service according to Article 7 of Circular 148/2018/TT-BQP are as follows:

- Coordinate with the local military recruitment to agree on recruitment targets, time to study records and finalize troop numbers with the locality 10 days before the date the district-level military agency issues the call for citizens to join the army; coordinate with the locality to organize and attend the military recruitment ceremony; receive and transfer troops to the unit by van, train, or ship to ensure absolute safety; do not keep troops in the locality for a long time; prepare well in all aspects to receive and train new soldiers according to plan.

- Units are organized into a three-meet, four-know penetration framework: Actively coordinate with localities to implement according to regulations of the Ministry of National Defense.

- Within 07 days from the date of receiving the army, the new soldier's standards must be re-examined and compensation must be completed (if any).

In case of having to wait for the results of political, moral or health verification, promptly notify and coordinate with the district-level locality to proactively exchange troops. The exchange period shall not exceed 15 days from the date of military transfer; the exchange rate shall not exceed 2% compared to the military transfer quota of the locality to the unit.

- Responsible for the results of the re-examination, agree with the district-level military agency to prepare documents and carry out the transfer of military compensation (if any) at the unit. Annually organize experience sharing, mid-term and final review of military recruitment work according to regulations.

- Within 15 days from the date of receiving soldiers, the unit shall make a list of new soldiers and relatives eligible for health insurance and report according to regulations.

3. Regulations on the organization of military recruitment contracts

Regulations on the organization of military recruitment contracts according to Article 10 of Circular 148/2018/TT-BQP are as follows:

- The People's Committees at provincial and district levels shall preside over the coordination between the locality and the military unit receiving the troops to agree on the targets and timelines for studying the dossiers, infiltration (for units that are required to infiltrate three times and four times), finalize the number of troops, and methods of military transfer as follows:

+ Provincial People's Committees coordinate with division, brigade and equivalent levels (directly subordinate to units under the Ministry).

+ District People's Committee coordinates with regimental level and equivalent (directly below division level and equivalent).

- The People's Committees at the provincial and district levels direct military agencies and police agencies at the same level to closely coordinate in selecting and calling citizens to join the army and perform their obligations to join the People's Public Security; military agencies and police agencies at the district level agree on the quota and personnel to call citizens to join the army and perform their obligations to join the People's Public Security.

- Localities and units coordinate and cooperate closely in the process of recruiting and managing soldiers. The unit receiving soldiers sends commanding officers according to regulations to coordinate recruitment with the People's Committees at the provincial level and the People's Committees at the district level and is responsible for the contents of the contract.
